Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its residential
feel, characterized by low-rise buildings. This residential and business friendly atmosphere is a
liveable, attractive, safe, inclusive and sustainable coastal community that embraces the seaside
and riverside as the main amenities, and supports local culture, commerce and education.
We envision: A1A as a “complete street” with a native-landscaped and tree-lined median with
traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle
facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists
to access the beach, river, local neighborhoods and adjacent communities. Our improved
“complete streets” will allow us to travel calmly to intimate waterfront destinations and a walk-
able uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and
pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and unique
community identity. The “uptown” and other areas will contain an architecturally rich and unique
mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and
bistros where friends gather, interact, and enjoy drinks and dinner.
We envision: A community that; removes or transforms blighted and unfinished buildings into
attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade,
and actively recruits and supports businesses that enhance economic viability and serve our
residents and visitors.
We envision: Open shorelines and rivers accessible to the public including amenities that take
advantage of the water, such as limited and quaint water-view establishments and intimate public
gathering and entertainment places that may include pavilions, gazebos, or a performance stage.
Administrative Services
Update for Week Ending February 10, 2017
The City Manager’s Office is responsible for the day to day administration of all City departments
in accordance with City Council’s established policies/direction, local ordinances, resolutions and
State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens,
documents prepared/reviewed/approved and meetings/conferences held are numerous and may not
be included in the Weekly Updates. Highlights:
Met with Department Directors regarding various projects/issues/initiatives.
Met with Mayor Pro Tem McMillin regarding various City issues/initiatives.
EA continued assisting CCO/Directors in preparation of Agenda Items for 02-21-17 City
Council Regular Meeting.
EA coordinated one-on-one “Meet & Greets” between City Auditor and interested Council
Members in advance of CAFR presentation at 02-21-17 City Council Regular Meeting.
EA provided assistance to City Council Members and select Department Directors.
City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the Public/Staff and provided assistance to City Council.
Highlights:
Public Records – continued preparing response to/fulfillment of four information/public
records requests regarding Oak Lane received 01-28-17, 01-30-17 and 02-06-2017.
Council Meetings – continued preparing Agenda/Items for 02-21-17 Regular Meeting.
Brevard Schools Foundation “Take Stock in Children” Career Expo – on 02-04-17,
City Clerk and Deputy City Clerk represented the City of Cape Canaveral, in the
Government and Public Administration Career Cluster, with a table at Brevard Public
Schools Commission Room for middle and high school students.
Mayors’ Fitness Challenge – assisted Community Engagement and Culture & Leisure
Services with distribution of event T-shirts.
Election follow-up – final Campaign Treasurers Reports, Report Code TR (Termination
Report) were due from the four 2016 City Council candidates on 02-06-17; all four were
received by the due date.
Met with City Manager and select Department Directors regarding various items/issues.
Financial Services Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the Public.
Met with City Manager/Department Directors to discuss CRA financing of Canaveral City
Park.
Met with Community Engagement Director/IT Consultant to discuss new technologies
which will improve Public Works Services Employees’ mapping capabilities in the field.
Human Resources/Risk Management Staff performed day to day duties/responsibilities and
assisted various telephone/walk-in requests from the public. Highlights:
President Trump Expected to Alter Labor Laws, Policies
Significant changes anticipated at the following federal agencies:
DOL, Wage and Hour Division: One of President Obama’s major labor-related
achievements was the overhaul of overtime pay regulations in a manner that increased the
salary level at which an employee can be exempt from overtime pay. Before the final rule
pertaining to the revamping of overtime rules was to go into effect on December 1, 2016, a
federal district court judge suspended the regulation while considering a legal challenge from
21 states and a coalition of business groups. Department of Labor Secretary Nominee
Puzder, whose confirmation hearing has been postponed, is critical of the overtime rule,
arguing that it will “simply add to the extensive regulatory maze the Obama Administration
has imposed on employers, forcing many to offset increased labor expense by cutting costs
elsewhere.” Although the DOL filed an interlocutory appeal challenging the district court
judge’s preliminary injunction blocking the DOL’s overtime rule, the new Trump DOL
could either withdraw the appeal (assuming a third party does not intervene to continue the
appeal) or begin the administrative rulemaking process to change the regulation. The new
Congress may pass legislation nullifying the regulation.
The Wage and Hour Division sought to greatly expand when businesses can be held liable
as joint employers and narrow the circumstances in which workers could be treated as
independent contractors exempt from federal wage and hour laws. Under President Trump,
the Wage and Hour Division could scale back these administrator interpretations to provide
more employer-friendly interpretations.
DOL, Office of Federal Contract Compliance Programs (OFCCP): The OFCCP is the
agency that ensures employers doing business with the federal government (federal
contractors and subcontractors) comply with laws and regulations requiring
nondiscrimination. President Trump has stated his intention to revoke the Fair Pay and Safe
Workplaces executive order that requires prospective federal contractors and subcontractors
disclose workplace law violations that occurred during the previous three years and also
prohibits arbitration agreements relating to Title VII of the Civil Rights Act or sexual assault.
A White House statement issued on January 31, 2017, stated that President Trump will
continue to enforce President Obama’s executive order barring discrimination against LGBT
people working for federal contractors.
DOL, Occupational Safety and Health Administration (OSHA): As DOL secretary,
Puzder could review a number of OSHA standards that were issued over the last eight years.
He is likely to end OSHA’s new record-keeping rule, which requires employers file injury
and illness information electronically with the government by July 1, 2017 (and on an annual
basis thereafter). This information will then be posted online for the public. Puzder also
might focus on the standard by which OSHA enforces more than 22 whistleblower statutes
under the agency’s whistleblower protection program. In the last several years, OSHA
lowered the employee’s burden of proof necessary to prove retaliation.
Equal Employment Opportunity Commission (EEOC): On January 25, 2017, President
Trump appointed EEOC Commissioner Victoria A. Lipnic as acting chair to take over the
leadership role. Lipnic joined the EEOC in 2010 and during her tenure was one of two
commissioners who voted against the EEOC's July 2015 decision that sexual orientation
discrimination is gender discrimination prohibited by Title VII.
National Labor Relations Board (NLRB): On January 26, 2017 President Trump
appointed Philip A. Miscimarra, the sole Republican member of the NLRB, as acting
chairman, taking over from Democrat Mark Gaston Pearce. The NLRB currently has two
vacant seats, both of which President Trump is likely to fill with Republican members.
In response to less workplace regulation from the federal government, a number of states and
municipalities are likely to initiate more legislative action. Over the last eight years, numerous
states and localities enacted ordinances to raise the minimum wage, guarantee paid sick days,
provide paid parental leave and protect LGBT rights in the workplace. Standing in contrast are
states that have prohibited municipalities from instituting certain employment legislation.
Statewide bans on paid sick leave are currently in place in Florida, Michigan and Wisconsin.
On January 27, 2017 President Trump signed the Executive Order (E.O.) “Protecting the Nation
From Foreign Terrorist Entry Into the United States.” Partial reversal and some clarification was
issued two days later. A three-judge panel of the San Francisco-based 9th U.S. Circuit Court of
Appeals on Tuesday heard arguments on the Trump Administration's challenge to a lower court
order putting his temporary travel ban on hold. On February 9, the 9th Circuit Court of Appeals
rejected the Government’s appeal to lift the hold on the travel ban. The President has vowed to
appeal this hold order to the U.S. Supreme Court.
HR attended a live Q and A webinar hosted by Florida League of Cities on the topic of Medical
Marijuana dispensaries. While the “specifics” of enactment have yet to be determined, legal
counsel advised municipalities that any attempt by the Florida Legislature to enact restrictions
not stated in the overwhelmingly voter approved Constitutional Amendment will not prevail.
Participants were advised that the Legislature has no authority to deviate or impose additional
rules or restrictions not specifically stated in the Constitutional Amendments. The majority of
municipalities indicated that they were preparing for dispensaries and intended to enact
location restrictions similar to those in place for liquor stores. Several municipalities indicated
they intended to encourage dispensary locations near medical centers and hospitals.
HR attended a group discussion hosted by the Brevard Emergency Operations Center
concerning Beachside Water issues leading up to and during Hurricane Matthew. Cocoa and
Melbourne Water Utility Departments indicated that they would be formalizing a standardized
procedure policy that would enable customers to better plan for future emergency events.
Emphasis remains on county agencies and municipalities making every effort to convince
residents to evacuate the barrier islands in advance of hurricanes.
Alcohol and Drug Free Workplace Policy
HR completed amendments to the City’s dated Alcohol and Drug Free Workplace Policy in
accordance with the provisions of Part 29 of Title 49, Code of Federal Regulations for required
compliance with the Federal Drug-Free Workplace Act of 1988 (41 USC 701) as well as Fourth
Amendment protections reaffirmed by American Federation of State, County and Municipal
Employees Council 79 v. Scott 717 F3d 851 (11th Cir. 2013) (AFSCME) (citing Chandler v.
Miller, 540 U.S. 305, 313 (1997)).
The City remains committed to ensuring an alcohol and drug-free workplace. Maintaining a
healthy and productive workforce, safe working environment and the highest quality work
products and services is essential to the Mission/Vision of the City.
Job Vacancies Update
HR/Culture & Leisure Services Director screened applications/conducted interviews for a PT
Recreation Leader position.
HR is currently recruiting qualified candidates for the position of Utilities Mechanic assigned
to Public Works Services in the Collections and Reclamation Field Systems Division.
The City has been plagued by a “rash” of hit and run vehicular collisions involving stop and
street signs, the majority of which appear to be caused by drivers of commercial vehicles
coming from the Port who have an inability to negotiate turns. In other words, poor driving.
Risk Management is working with the Infrastructure Maintenance Department in forming a
plan to adjust sign placement in a manner that provides greater protection from damage.
Community Engagement
Update for Week Ending February 10, 2017
Community Engagement is primarily responsible for implementation/evaluation of public
programs, community meetings, public gatherings and more. Staff attended various meetings,
performed day-to-day duties/responsibilities, website maintenance/improvements and performed
content sourcing throughout the City for various digital/social media platforms.

Annual Sea Oats Planting Project
The City hosted the Annual Sea Oats Planting Project on Saturday, February 4, 2017 from North
of Harbor Heights to Johnson Ave. 80 + volunteers planted 7,200 Sea Oats. City Staff provided
refreshments, wristbands and the required tools. Volunteers were given a how-to demonstration
before heading out to the beach. Many of the volunteers were first time Sea Oats planters, and had
seen the call for volunteers on the website/social media platforms. Staff created a webpage to house
Sea Oats information and more images from the event. To view that webpage, please follow this

Duane Shaw Memorial Plaque/Madison Ave.
City Staff from multiple departments worked with the Honorable Mayor Hoog to memorialize
Duane Shaw, who passed away on October 7, 2016. Duane was a long time Cape Canaveral
resident who was known by many as a man who cared for his community, friends and the local
children. Several residents told Staff stories about how Duane was like an uncle to their children
and a true friend. The bench plaque was installed on the Madison Ave walkover by Public Works
Services Staff on Friday, February 3, 2017.
Graffiti
Staff from Community Engagement, Building/Code Enforcement, Public Works Services and
Human Resources:
Cleaned-up/removed (ten) 10 graffiti occurrences on public property;
Worked with private property owners to clean-up/remove (four) 4 graffiti
occurrences;
Worked with Waste Pro to clean-up/remove twelve (12) graffiti occurrences on
dumpsters.
Two (2) new graffiti occurrences this week;
Staff received one (1) submission to the Public Participation Graffiti Map. It allows new
graffiti to be easily reported. To use the Map/report graffiti, click the location on the Map
and type a description and/or attach an image of the graffiti. Images can be taken/uploaded
from all smart devices/computers. Staff is available for training if residents have issues
leaving comments/uploading images to the Map.

Comment: This building has been vacant for over 6 years. Gangs, drugs, prostitution and
run aways have been running it. Where is the City!!! What does it take to remove this eye
sore. I'm tired of being told, "We are working on it." "We are talking to the owner." "We
are ready to foreclose on it." It's disgraceful. A big beautiful City Hall being built 2 blocks
West on the same street (Polk Ave). It's time to clean up this mess Cape Canaveral.
SAVE THE DATE – APRIL 1, 2017
Keep Brevard Beautiful Annual Trash Bash
Staff is working with Keep Brevard Beautiful (KBB) to coordinate the Cape Canaveral
Trash Bash participation. The organization asked that Staff submit several sites in the City
that need litter pick-up attention. Staff will audit the residential streets, beach and river
parks to deem what areas take priority. Once submitted, Staff and KBB will coordinate a
call to volunteers. The event is open to residents and visitors of all ages and will be held
on Saturday, April 1, 2017. Information will be posted to the Weekly Update, City
buildings/parks, City website, social media platforms and discussed during City meetings.

Community Brainstorm Event
Staff will be holding a Community Brainstorm Event on Wednesday, February 22, 2017
from 5-6 PM in the Recreation Room of the Nancy Hansen Recreation Complex. The casual
meeting brings residents and Staff together to inspire positive change in the City. The
subject matter is guided by the attendees, but there will be a discussion on the current
Mobility Plan/Canaveral City Park Design. Bring some fun ideas to the table, and let's talk
about what the future could hold for the great City of Cape Canaveral.
Community Garden
Staff opened registration for the second Cape Canaveral Community Garden Box Assignment
Lottery. Interested gardeners need to contact Staff via email, phone or webpage to sign-up. The
Lottery will be held on Friday, February 24, 2017. To register for the Lottery and read more

2017 Health First Mayors’ Fitness Challenge
The Kick-off/Pep Rally event will be held on Saturday, February 4, 2017 at the Viera Hospital
Courtyard. In order to help team members accumulate active minutes, win this competition and be
named the MOST FIT CITY 2017, Staff compiled a list of all the ways to GET ACTIVE in
Cape Canaveral. The list consists of City park activities, classes and upcoming events. To view

Dog Park
Staff scheduled a demo with KBI to explore the use of their flexipave material, which is made of
recycled tires and “grainite”. It is used as a substitute for concrete and pavement in places like tree
bases and near water features. More about this product can be viewed by following this link
http://kbius.com/ KBI created the first flexible porous paving material in 2001 and strives to create
Smarter Materials for Next Generation Infrastructure TM.
Veterans Park
Staff from Public Works Services and the Community Engagement Department worked together
to repaint the three (3) flag poles and repair the broken junction box located in the Park. Volunteers
from the American Legion are working with Staff to plan a “Memorial Clean-up/Planting” on
Wednesday, February 15, 2017. The American Legion is planning a Remembrance of the Four
Chaplains Ceremony on Saturday, February, 18, 2017 at 2 PM.

who can. There is a black bird (cormorant, I believe) in Manatee Park/Banana River Park
on Astronaut Blvd. that has a fishing line in his mouth. He was near the foot bridge at the
end of the pond area with the fountain. Can you please see if there is any way someone

Community Development
Update for Week Ending February 10, 2017
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests
from the public, including performing plan reviews, processing permits, conducting inspections,
performing site visits, issuing Notices and conducting research.
The Building Division conducted 85 inspections; processed five (5) new building permit
applications; 40 permits picked up/payments processed; processed eight (8) new Business Tax
Receipts and 10 BTR payments.
Provided inspections for New City Hall to include primary roof drain static test, rough
plumbing 1st floor, wall insulation main entry north 1st floor and lathe partial.
Processed five (5) new contractor information packets (Contractor License, Liability
Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral.
Assisted 25 walk-in customers regarding miscellaneous items.
Responded to 29 emails, faxes and calls requesting permit/BTR information.
Responded to 2 voicemails.
Responded to 91 incoming phone calls.
Contacted one (1) contractor regarding scheduling final inspections for building permits
that are nearing expiration & permits recently expired.
Scanned two (2) pages of Certificates of Insurance.
Processed one (1) payment for re-inspection fee.
Conducted (14) BTR related inspections in the field.
Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests
from the Public and provided office coverage throughout the week. Highlights:
Received six (6) new requests giving life-safety issues priority, followed closely by
community appearance and property maintenance.
Provided front counter coverage and assisted 20 citizens with building/code enforcement
requests.
Conducted 35 site inspections.
Removed 20 signs from right-of-way/telephone poles within the City.
Responded to 15 voicemails regarding complaints/inquiries.
Responded to 12 lien search requests.
Code Enforcement Officer continues to conduct daily community sweeps for visible
violations throughout the City.
Obtained compliance in the field for two (2) Code violations.
Issued eight (8) door tags for visible violations to be corrected.
Contacted two (2) property owners regarding removal of graffiti from private property.
Obtained compliance for three (3) graffiti complaints.
Planning performed day-to-day duties/responsibilities, assisted with various requests from the
Public and provided office coverage throughout the week. Highlights:
Records Management – 3,019 pages of documents scanned/verified; converted 2 pdf. files
in Laserfiche and prepared 2.4 cubic feet records for destruction.
Participated in conference call with Kimley-Horn regarding Polk Avenue masterplan.
Kimley-Horn staff is beginning to prepare details of the plan, to include: intersection
drawings to reflect site-specific conditions, chicane and on-street parking locations; and
pedestrian pathways. The masterplan will provide a unified vision for Polk Avenue to create
a true mixed-use district and leverage the synergy created by public investments that have
been made and will continue in this area of the City.
Met with Department Staff to discuss completing required CRA tasks to include preparation
and submittal of the annual report.
Discussed draft ordinance regarding a streamlined platting process with the City Attorney’s
Office. The ordinance creates a new category of plat; a “minor” plat, which is defined as a
division of a tract of residential land that will result in the creation of up to three additional
lots; or a division of a tract of nonresidential land that will result in one additional lot; or a
replat of existing parcels where no new parcels are created. Also, there cannot be any public
or private road or utility construction to accommodate the newly created lots.
Prepared and distributed February 15, 2017 agenda for Community Appearance Board that
includes a request for Level 2 Approval related to the use of LED lights at Extreme Car
Wash located at 8900 N. Atlantic Boulevard.
Economic Development
Update for Week Ending February 10, 2017
Performed day to day duties/responsibilities, conducted various meetings with business
stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and
conducted research as necessary.
Issued the following Business Tax Receipts:
o Southern Charm Café/Dreamboat Café, Inc.
o Southerly Engineering Services, LLC
City Hall status:
o Stucco application continues. Scaffolding has been moved to the south half of
the building.
o Tradework continues on 2nd floor.
o Wall insulation and drywall is underway on 1st floor.
o Met with Phone Systems Consultant regarding phone/data cabling, system
needs and installation coordination.
o Ordered Bronze Plaque.
o Main low slope roofing is complete.
Attended Space Coast Transportation Planning Organization (SCTPO) Meeting.
Specific focus is being brought to pedestrian and bicyclist safety. The City of Cape
Canaveral has long supported pedestrian and bicyclist safety as evidenced in our Street-
scape Projects and supporting A1A design Resolutions.
Along with Community Engagement Director, met with property owner at Church
Lane and N. Atlantic Ave. to discuss a possible easement for our Phase 2 Streetscape
Project.
Spoke at Puerto Del Rio Men’s Breakfast Meeting on current City Initiatives.
Along with Community Development Director, met with a Development Team
regarding a possible mixed-use development.

Governor Highlights
Seaport Investments
and Jobs During Visit
Florida Governor Rick Scott visited the Port
on February 6 to build support for his $10.8
billion for transportation investments in the
2017-18 state budget.
During the past six years, the state has
invested $1.2 billion in Florida’s 15 seaports.
Scott’s new “Fighting for Florida’s Future”
budget continues to make these resources
a priority by recommending an additional
$178.2 million for seaport infrastructure
projects, including $8 million for Port
Canaveral.
The Port Authority is using about $8.8
million from the current state budget for
internal road and pier improvements and is
seeking state support for projects on several
surrounding state roads, including
replacement of an outdated drawbridge on
State Road 401, the sole access route to its
north-side cargo and cruise areas.
“We have great plans to continue growing
and supporting our community,” said Port
Authority Chairman Tom Weinberg. “It is
clear Governor Scott knows that by
strategically investing in our seaports, we’re
investing in opportunities for our state’s
businesses, families and visitors.”
Port CEO John Murray said, “As the
gateway to Central Florida and the second
busiest cruise port in the entire world, Port
Canaveral is proud of the incredible impact
we have on the State of Florida. Governor
Scott’s proposed investments are crucial to
continuing this success.”
According to a recent report from the Florida
Ports Council, Florida’s 15 seaports are
responsible for $117.6 billion in economic
activity, supporting nearly 900,000 jobs, $40
billion in personal income and $4.3 billion in
state and local tax revenue.
Central Florida Transportation
Leaders Discuss Progress
and Challenges
The 2017 Business of Transportation panel discussion at the Hyatt Regency Orlando
International Airport on February 3 drew hundreds of Central Florida business leaders to
learn first-hand about the newest regional transportation projects and initiatives.
Cindy Barth, editor of the Orlando Business Journal, moderated the panel discussion, which
involved executives from the Canaveral Port Authority, Central Florida Expressway
Authority, Greater Orlando Aviation Authority, I-4 Ultimate Construction Project, Lynx,
Orlando Sanford International Airport, SunRail and planning and engineering firm Vanasse
Hangen Brustlin Inc.
All the participating transportation agencies have major initiatives under way, from highway,
bridge and terminal building to geographic expansions of mass transit services.
In discussing how to ensure that Central Florida thrives in the future, the panel emphasized
the importance of working together to create ease of connectivity and efficiency.
They also discussed the excitement and challenges of technological advancements in

Port Ends Fiscal Year 2016
with Strong Numbers
A review of the unaudited figures for Fiscal Year 2016 (October 2015 through September
2016) indicate it was a strong year for business growth at Port Canaveral. Both cruise and
cargo showed positive figures for this time period, according to Chief Financial Officer
Rodger Rees in his report to the Canaveral Port Authority during the January Board
meeting.
The year-to-date figures for the first quarter of Fiscal Year 2017 (October – December
2016) indicate an even stronger pattern of growth. New homeported cruise ships were the
main driver of increases in passenger count and revenues with Norwegian EPIC and
Royal Caribbean International’s Oasis of the Seas — two of the largest cruise ships in the
world -— arriving in November 2016.
In cargo, new services and increases in existing cargoes both drove growth in Fiscal Year
2016. The first three months of Fiscal Year 2017 indicate that cargo business growth likely
will be equally or even more robust.

Athletic Leagues - Monday morning mixed doubles league continued its ongoing schedule using
four courts to play. Intermediate Wednesday night tennis finished the third week of play with new
competition joining in this season. Advanced Wednesday night racquetball completed the last
night of regular matches and will start make-up matches next week. Intermediate Thursday night
tennis completed the schedule and will start play offs next week. Staff is currently accepting teams
and players for Adult Coed Kickball and Adult Coed Softball. All games will be played at
Canaveral City Park, located at 7920 Orange Avenue in Cape Canaveral. Kickball will be played
on Monday and Wednesday evenings followed by Softball on Thursday evenings. Cost per team
will be $175 for kickball and $275 for softball. Each league includes a 10 game regular season and
a single elimination playoff tournament.
Central Brevard Art Association Art Show – Mark your calendars for the 15th annual Art Show
taking place at the library this weekend. The event hosts some of Brevard’s best artists showcasing
many different disciplines.
Street Eats on Taylor Avenue – Isn’t Cape Canaveral just an awesome place to live, work and
play? After the Art Show on Saturday, walk across the street to Taylor Avenue and experience a
great selection of food trucks offering unique gourmet food only found in the City during this
quarterly event.
Valentine’s Day Partner Yoga – Last call to be the Hero and not the Zero! Sign up with your
sweetie, don’t be a valentine meanie.
Canaveral City Park Dugout – It is on the last punch list item step of touch up painting and final
cleanup which will be completed this week. The roll-up entrance door was installed and
fencing/entrance gate to field was completed. Electric company has been contacted about re-
installing power to scorer booth and field lights.
Banana River Park Vandalism – Vandals broke two of the Thruflow surface grates on the dock.
Staff closed the area off with cones for one night while repairs were completed; cones were found
in the river the next day. BCSO was contacted, as well as the Puerto Del Rio Condominium
Association, to assist with reporting any suspicious activity at the Park. The grates are almost
unbreakable, so this was a purposeful vandalism.
Farmers Market – Everyone is invited to enjoy fresh produce, baked goods and artisanal products
offered at the new and improved Farmers Market. See you Saturday from 9 a.m. to 3 p.m. on
Taylor Avenue adjacent the Nancy Hanson Recreation Complex.
Public Works Services
Update for Week Ending February 10, 2017
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests
from the public.
Wastewater Treatment Plant (WWTP)/Sanitary Sewer System
Oxidation Ditch Rehabilitation Project. Numerous valves, piping, aerators, etc. and
other materials already ordered/in fabrication. Consultant staff reviewing/revising/
approving shop drawings. Contractor excavating key valve locations and performing initial
surveying. This is one of the projects funded through the City’s State Revolving Fund
(SRF) Loan.
Stormwater
Canaveral City Park Ex-filtration Project. Contractor completed punch list items and is
performing final cleanup of site. Waiting on approval from Florida Department of
Environmental Protection (FDEP) of Quality Assurance Project Plan (QAPP) for two-year
monitoring of Project. Sandpiper Park (playground), Youth Center and basketball courts
remain open. Project is being funded with two grants from (1) FDEP and (2) State
Legislature funds as well as funds from the City. The City also received an additional
$50,380 in grant funds from FDEP for this Project.
“New” softball diamond infield – looking northeast.
Infrastructure Maintenance (IM)
North Atlantic Avenue Streetscape Project. The City’s contractor (STS Paveway
Systems) is currently installing decorative crosswalks (weather permitting) along the entire
North Atlantic Avenue corridor. Work is primarily conducted at night and extensive
maintenance of traffic (MOT) is required. If cold temperatures prevail (i.e., below 55
degrees), work will be conducted during daylight hours. Lane closures are required to
install crosswalks; work will be completed on Tuesday, February 14 (weather permitting).
Please avoid construction areas, if possible.

Operations and Laboratory
Cocoa Beach Wastewater Facility Tour. Operations and laboratory Staff visited the City
of Cocoa Beach Wastewater Facility for a comprehensive tour of its wastewater
reclamation facility. This tour upheld the longstanding and continued relationship between
the two cities. It allowed both operations and laboratory personnel to get insight into the
different treatment processes employed by different cities and presented an opportunity to
discuss problems/solutions faced at each treatment facility. Topics of discussion included:
o Daily average flows;
o Preliminary treatment equipment;
o Solids handling;
o Process automation;
o Disinfection equipment;
o Laboratory method update process; and
o Pumps and blower efficiencies.
The tour was extremely informative and engaging, and City Staff extends the same courtesy to
all neighboring cities.
Miscellaneous
Annual Planting of Sea Oats. Thank you to the 80+ volunteers who participated in this
annual volunteer event on February 4! Over 7,200 Sea Oats were planted along the City’s
beachfront. The City has now planted over 95,000 Sea Oats along the City’s beachfront
through these annual volunteer events.
Turtle Nesting Season Activities. Staff is working with Florida Power & Light to have
numerous street lights located near the beach shut off during turtle nesting season (March
1 through October 31).

Deputy Barrett smelled the odor of marijuana emitting from one of the
involved vehicles. Upon completion of the crash investigation, the odor of
marijuana was investigated. A search was conducted and a small amount of
marijuana was located in a small glass jar within the center console. Ms.
Amanda Rosa spontaneously uttered that the marijuana was hers. Post
Miranda, Ms. Rosa admitted to the marijuana belonging to her. Ms. Rosa

FTO Galligan responded to 184 Hitching Post Road in reference to a
narcotics call. Upon arrival, she made contact with Ms. Dell Fletcher who
immediately began yelling and screaming obscenities. Ms. Fletcher was
being extremely belligerent and throwing her arms around and pacing back
and forth around the trailer. FTO Galligan observed her eyes to be watery
and red in color. She also had difficulty maintaining a steady, upright
standing position. As Ms. Fletcher continued to yell, FTO Galligan made
several attempts to calm her down and assist her with her needs. Ms.
Fletcher became more irate with each attempt to calm her down. Ms.
Fletcher then began to run towards a busy public roadway yelling and
screaming. She was given several loud lawful commands to stop; which she
refused. After a short foot pursuit she was detained and began to pull and
push away in an attempt to get to the road. While enroute to the jail, Ms.
Fletcher was extremely combative and continued yelling and screaming.
While at the jail, she began to bang her head against the concreate wall. She
was removed from the booking area and resisted Deputies. She was placed

the business leaving the counterfeit currency behind. The male, Mr. David
Heston, (W/M02/19/71), was located behind the building. A search through
C.A.I.L.B.E.R showed Mr. Heston had previously been arrested on February
1, 2017 for passing counterfeit bills. He was transported to the Jail without

Angela Rouse-Ruzzo (W/F 06/05/67), Dep. Hannon observed obvious signs
of impairment, and requested Ms. Rouse-Russo perform FSE'S. She did not
perform them to standards, and was taken into custody. A wants and
warrants check was conducted, and it was discovered Ms. Rouse-Ruzzo did
not have a valid driver's license. Dep. Hannon requested Ms. Rouse-Ruzzo
submit to a breath test with the following results:.000/.000. The breath test
was not consistent with the performance of the FSE'S. A urine sample was
requested based on the fact she admitted she took opiates early in the day.
Ms. Rouse-Ruzzo refused to submit to the urine sample, and she was implied
consent. Ms. Rouse-Ruzzo was transported to the Jail without incident.,

the vehicle. Mr. Ngo admitted he had previously smoked marijuana
approximately two hours prior to the traffic stop. Dep. Habart observed signs
of impairment, and Mr. Ngo was asked to perform FSE'S. Mr. Ngo did not
perform them to standards, and he was taken in to custody. A search of the
vehicle was conducted, and approximately 15.8 grams of FTP marijuana and

outside the apartments where a suspected burglary took place. While
canvassing the area, Mr. Ronald Vannattan emerged from a back door at
8614 Jasmine Ct. and matched the description of the individual seen. He
advised he was visiting a friend who lives there and the friend was present
and confirmed the reason for visit. Upon running Mr. Vannattan's
information, it was revealed that he had an active warrant for Felony VOP
