Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its residential
feel, characterized by low-rise buildings. This residential and business friendly atmosphere is a
liveable, attractive, safe, inclusive and sustainable coastal community that embraces the seaside
and riverside as the main amenities, and supports local culture, commerce and education.
We envision: A1A as a “complete street” with a native-landscaped and tree-lined median with
traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle
facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists
to access the beach, river, local neighborhoods and adjacent communities. Our improved
“complete streets” will allow us to travel calmly to intimate waterfront destinations and a walk-
able uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and
pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and unique
community identity. The “uptown” and other areas will contain an architecturally rich and unique
mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and
bistros where friends gather, interact, and enjoy drinks and dinner.
We envision: A community that; removes or transforms blighted and unfinished buildings into
attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade,
and actively recruits and supports businesses that enhance economic viability and serve our
residents and visitors.
We envision: Open shorelines and rivers accessible to the public including amenities that take
advantage of the water, such as limited and quaint water-view establishments and intimate public
gathering and entertainment places that may include pavilions, gazebos, or a performance stage.
Administrative Services
Update for Week Ending February 3, 2017
The City Manager’s Office is responsible for the day to day administration of all City departments
in accordance with City Council’s established policies/direction, local ordinances, resolutions and
State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens,
documents prepared/reviewed/approved and meetings/conferences held are numerous and may not
be included in the Weekly Updates. Highlights:
Met with Department Directors regarding various projects/issues/initiatives.
Assisted CCO/directors in preparation of Agenda Items for 02-21-17 City Council Regular
Meeting.
EA provided assistance to City Council Members and select Department Directors.
City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the Public/Staff and provided assistance to City Council.
Highlights:
Public Records – followed-up/responded to correspondence related to Oak Lane public
records request that had been fulfilled 01-27-17; provided initial responses to three new
Oak Lane public records/information requests from 1-28-17 and 1-30-17; assisted
individual in accessing previously-produced public records related to Holman Road.
Council Meetings – continued preparing Agenda/Items for 02-21-17 Regular Meeting.
Election Reminder – final Campaign Treasurers Reports, Report Code TR (Termination
Report) are due from the four 2016 City Council candidates on or before next Monday,
02-06-17; two have been received as of 02-02-17.
Assisted Finance Director in research regarding City recycling agreements and resolutions.
Met with City Manager and select Department Directors regarding various items/issues.
Financial Services Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the Public.
Met with City Manager/Department Directors to discuss Indian River Lagoon and related
funding for Stormwater Improvement Projects.
Met with City Manager to discuss funding strategies for upcoming Capital Improvement
Projects.
Met with HR Director to discuss funding for anticipated new employee hires.
Human Resources/Risk Management Staff performed day to day duties/responsibilities and
assisted various telephone/walk-in requests from the public. Highlights:
LGBT protections are here to stay.
While rumors circulated that President Trump would remove discrimination protections from
LGBT individuals working for federal contractors, the White House issued an unequivocal
denial that this is being considered: “The Executive Order signed in 2014, which protects
employees from anti-LGBTQ discrimination while working for federal contractors, will remain
intact at the direction of President Donald J. Trump.”
What President Trump’s Immigration Order means for employers and for the foreign
nationals they employ.
On January 27, 2017 President Trump signed the Executive Order (E.O.) “Protecting the Nation
From Foreign Terrorist Entry Into the United States.” Partial reversal and some clarification was
issued two days later.
The stated rationale for the E.O. is to prevent terrorists and terrorist sympathizers from coming to
the United States. The E.O. also says that immigrants coming to the United States should share
“American” values, they should not hold “violent ideologies,” “engage in acts of bigotry or hatred”
based on religion or sex or advocate “oppression” based on “race, gender, or sexual orientation.”
Suspension of Admission to United States
The Secretary of Homeland Security shall determine what information is needed from countries to
confirm the identity of the person seeking a “visa, admission to the United States,” adjudication,
or other “benefit” under the Immigration and Naturalization Act and determine that the person “is
not a security or public-safety threat.” The DHS report is due 30 days from the date of the E.O.
Entry of individuals (both immigrant and non-immigrant) from seven countries is suspended for a
period of 90 days from the date of the E.O. The affected countries are Iran, Iraq, Libya, Somalia,
Sudan, Syria, and Yemen. The American Immigration Lawyers Association (AILA) notes that the
E.O. does not define “from.” “Thus, in an abundance of caution,” the AILA publication says, “it
may be best to interpret the term broadly to include passport holders, citizens, nationals, dual
nationals, etc.”
The E.O. did not make an exception for individuals from these countries who were already lawful
permanent residents of the United States. However, the E.O. allows the State and Homeland
Security Departments to make exceptions to the suspension “on a case-by-case basis” “in the
national interest.” On January 29, 2017, Secretary of Homeland Security issued a statement saying
that admission of “lawful permanent residents” was determined to be “in the national interest.”
Secretary Kelly said, “absent the receipt of significant derogatory information indicating a serious
threat to public safety and welfare, lawful permanent resident status will be a dispositive factor in
our case-by-case determinations.” This indicates that green card holders, even if they are from one
of the seven “suspended” countries should now be admitted into the United States notwithstanding
the 90-day suspension.
The E.O. provides that, once the Secretary of Homeland Security determines what information is
needed to “vet” foreign nationals, the Secretary of State will notify the affected countries and give
them 60 days to begin complying. After that 60-day period, State and Homeland Security will
prepare a revised list of “suspended” countries. The E.O. authorizes State and Homeland Security
to revise the list as needed, and to add other countries to the list.
The E.O. also suspends the U.S. Refugee Admissions Program for 120 days while the State and
Homeland Security Departments review the relevant procedures and determine what more needs
to be done “to ensure that those approved for refugee admission do not pose a threat to the security
and welfare of the United States, and shall implement such procedures.” The E.O. specifically
suspends the admission of Syrian nationals.
Other provisions of the E.O. provide for accelerating “the completion and implementation of a
biometric entry-exit tracking system for all travelers to the United States”; suspension of the Visa
Interview Waiver Program, meaning that “individuals seeking a non-immigrant visa undergo an
in-person interview,” which could result in delays and a review of reciprocity agreements.
Recommendations for employers of foreign nationals
Non-immigrant visa holders from the seven “suspended” countries should not travel
outside the United States because it is possible that they will not be admitted back.
Non-immigrant visa holders who are not from the seven “suspended” countries but who
are from Muslim-majority countries should avoid non-essential travel outside the United
States.
Permanent legal residents, likewise, should avoid non-essential travel outside the United
States. Green-card holders may be protected by Secretary Kelly’s statement, but there are
no guarantees because the statement is not entirely consistent with the terms of the E.O.
Delays are likely. As already noted, the requirement that visa interviews be conducted in
person are likely to result in delays.
Alcohol and Drug Free Workplace Policy
Following consultation with the Florida League of Cities legal advisory team, research of recent
as well as trending judicial rulings, HR is in the process of amending the City’s current and “very
dated” Drug Free Workplace Policy Statement in order to achieve a policy that not only protects
the City from legal entanglements, but also reflects the State’s voter approved expanded medical
marijuana mandate statutorily required by July 1, 2017. While State legislators may face legal
challenges should implementation rules not adhere to Amendment 2, implementation is a reality
and municipalities as well as all employers are being advised to prepare. HR anticipates completion
of the initial amended policy by next week for review by the City Manager and City Attorney.
Graffiti Eradication Assistance to Property Owners
HR/Risk Management provided assistance to Department Directors involved in the City’s Graffiti
Eradication efforts. While in some cases graffiti has its artistic merits, spray painting public and
someone else’s private property IS A CRIME. It promotes disorder, littering, loitering and other
forms of property damage. While Staff is working toward creating an outlet for the display of
genuine artistic expression, a platform where resident artists may create and share unique and
thought provoking art, random spray painting of others property is not artistic expression, but this
is….
Job Vacancies Update
The Code Enforcement Officer vacancy has officially been filled. The newly hired employee
will start work on February 13, 2017.
HR is currently recruiting for a PT Recreation Leader for Culture and Leisure Services.
Qualified candidates are asked to visit the City’s website for instructions on applying for the
position. Interviews will commence shortly.
Congratulations to Brian Palmer, Code Enforcement Officer assigned to Community
Development, on his recent graduation from University of Central Florida.
Brian was awarded a Bachelor’s of Science degree in Criminal Justice. Way to Go Brian!

A Special Welcome to Saige Vergara
HR and the Administrative/Financial Services Director completed/submitted the claim for
FEMA reimbursement pertaining to the cost of Debris removal which totaled $24,000. As a
result of the City’s “take charge attitude”, not only did we achieve removal with economy, but
the speed by which Debris removal was achieved will result in a 10% reimbursement rate
bonus (85%) from FEMA.

Culture and Leisure Services Director, on the arrival of a
simply gorgeous new baby girl, Saige, born January 30,
2017. Mom and baby are doing great.
We look forward to more pictures and a visit in the near
future. It’s been a LONG TIME, since we’ve had a new baby
and Staff is pretty excited.
Community Engagement
Update for Week Ending February 3, 2017
Community Engagement is primarily responsible for implementation/evaluation of public
programs, community meetings, public gatherings and more. Staff attended various meetings,
performed day-to-day duties/responsibilities, website maintenance/improvements and performed
content sourcing throughout the City for various digital/social media platforms.
Other highlights include:
Graffiti
Staff from Community Engagement, Building/Code Enforcement, Public Works Services and
Human Resources are working together to:
Clean-up/remove graffiti on public property;
Work with private property owners to clean-up/remove graffiti;
Work with AT&T, FDOT and WastePro to clean-up/remove graffiti on junction
boxes/dumpsters.
Staff has created a living graffiti map showing all locations in the City by category of
ownership. This map was created using the Boondockcities GIS program attached below.
Staff has also created Public Participation Graffiti Map so new graffiti can be easily
reported. Staff will be looking for community engagement/volunteers to help keep an eye
out for new graffiti. The public participation map is linked below and will be shared on
social media, Weekly Updates and the City website. To use the map/report graffiti, simply
click the location on the map and type a description and/or attach an image of the graffiti.
Images can be taken/uploaded from all smart devices/computers. Staff is available for
training if any residents have issues leaving comments/uploading images to the map.

Computer ABCs Class
Staff instructed five (5) eager students at the Cape Canaveral Public Library monthly Computer
ABCs class on Monday, January 30, 2017. The student’s computer/device experience ranged from
extreme beginner to intermediate. The topics included:
How to use a mouse;
How to find answers on the internet;
What is Chrome?;
Basic steps/tools in Microsoft Word.

Annual Sea Oats Planting Project TOMORROW – CALL FOR VOLUNTEERS!
The City of Cape Canaveral will be hosting the Annual Sea Oats Planting Project
TOMORROW, Saturday, February 4, at Cherie Down Park. Volunteers are needed at 9:00
AM to help plant 7,200 sea oats along the beach to further beautify/stabilize the dunes
along Cape Canaveral’s shoreline. The City will provide all necessary planting supplies
and refreshments will be available for volunteers during/after completion of planting
activities. Please come out and support this important community project. For more

Keep Brevard Beautiful Annual Trash Bash
Staff is working with Keep Brevard Beautiful (KBB) to coordinate the Cape Canaveral
Trash Bash participation. The organization asked that Staff submit several sites in the City
that need litter pick-up attention. Staff will audit the residential streets, beach and river
parks to deem what areas take priority. Once submitted, Staff and KBB will coordinate a
call to volunteers. The event is open to residents and visitors of all ages and will be held
on Saturday, April 1, 2017. Information will be posted to the Weekly Update, City
buildings/parks, City website, social media platforms and discussed during City meetings.

Community Brainstorm Event
Staff will be holding a Community Brainstorm Event on Wednesday, February 22, 2017
from 5-6 PM in the Recreation Room of the Nancy Hansen Recreation Complex. The casual
meeting brings residents and Staff together to inspire positive change in the City. The
subject matter is guided by the attendees, but there will be a discussion on the current
Mobility Plan. Bring some fun ideas to the table, and let's talk about what the future could hold
for the great City of Cape Canaveral.
Community Garden
Staff opened registration for the second Cape Canaveral Community Garden Box Assignment
Lottery. Interested gardeners need to contact Staff via email, phone or webpage to sign-up. The
Lottery will be held on Friday, February 24, 2017. To register for the Lottery and read more

2017 Health First Mayors’ Fitness Challenge
The Kick-off/Pep Rally event will be held on Saturday, February 4, 2017 at the Viera Hospital
Courtyard. In order to help team members accumulate active minutes, win this competition and be
named the MOST FIT CITY 2017, Staff compiled a list of all the ways to GET ACTIVE in
Cape Canaveral. The list consists of City park activities, classes and upcoming events. To view

Veterans Park
Staff from Public Works Services and Community Engagement met with two (2) representatives
from the Cape Canaveral American Legion at Veterans Park on Thursday, February 2, 2017,
regarding the current state of the Veterans Memorial and how they can become stewards of the
landscaping now and in the future. Staff will work with the representatives to improve the
landscaping/area for the upcoming Remembrance of the Four Chaplains Ceremony on
February 18, 2017 at 2 PM.

Legion Post 348 (Challenger 7). We have an upcoming event at the Veteran's Park Polk
Ave. (next to the library)by our Chaplain on Feb. 18th honoring all services. My
question/concern is - who is responsible to clean up the area and plant new flowers?
and/or is it permissible for me to get a group together and take care of it ourselves? Do
we need any permits to do so? Thank you.

golf village overnight. the truck comes and goes but it was there overnight on Jan 28.

What is your concern?: Daniel Keith Voorhis, 32 male. Facebook name Daniel Ag or
Daniel KYO Hamna. moved there from Oklahoma. He was on probation for holding his
brother in law at knife point in the presence of minor children and threatening to kill him.
The brother in law escaped from him and locked himself and the children in a bedroom.
He is on unsupervised probation. Daniel has been to be known to be violent, and thinks
that he is demon possessed and a ninja warrior. He is homeless and works at Rusty's. He
is mad at his brother Casey Aguayo because he no longer wants to deal with Daniel's
behavior. Daniel has posted on face book that he is going to go after Casey just like he
did his brother in law in Oklahoma. I am afraid he is on drugs and that he will harm
someone. He really needs to be on supervised probation. I am his aunt and know that he
has been known to kill animals for no reason. He is mentally unstable. I am just
concerned for the safety of other. Someday he will hurt someone. Thank you for looking
into this.

Update for Week Ending February 3, 2017
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests
from the public, including performing plan reviews, processing permits, conducting inspections,
performing site visits, issuing Notices and conducting research.
The Building Division conducted 58 inspections; processed 36 new building permit applications;
39 permits picked up/payments processed; processed 6 new Business Tax Receipts and 1 BTR
payment.
Provided inspections for New City Hall to include roof dry in and ant strip installation.
Processed 2 new contractor information packets (Contractor License, Liability Insurance
and W/C Insurance) allowing them to pull permits in Cape Canaveral.
Assisted 30 walk-in customers regarding miscellaneous items.
Responded to 6 emails, faxes and calls requesting permit information from realtors and
home inspectors.
Responded to 2 voicemails.
Responded to 97 incoming phone calls.
Contacted 2 contractors regarding scheduling final inspections for building permits that are
nearing expiration & permits recently expired.
Scanned 5 pages of Certificates of Insurance.
Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests
from the Public and provided office coverage throughout the week. Highlights:
Received 5 new requests giving life-safety issues priority, followed closely by community
appearance and property maintenance.
Provided front counter coverage and assisted 15 citizens with building/code enforcement
requests.
Conducted 30 site inspections.
Removed 10 signs from right-of-way/telephone poles within the City.
Responded to 24 voicemails regarding complaints/inquiries.
Responded to 22 lien search requests.
Code Enforcement Officer continues to conduct daily community sweeps for visible
violations throughout the City.
Obtained compliance in the field for 4 Code violations.
Issued 5 door tags for visible violations to be corrected.
Contacted 3 property owners regarding removal of graffiti from private property.
Received 6 Council Member/City Manager Requests.
A new Code Enforcement Officer has been hired and will start on February 13th. He has a
background in the construction industry as well as experience working for the Brevard
County Animal Services Department.
Planning performed day-to-day duties/responsibilities, assisted with various requests from the
Public and provided office coverage throughout the week. Highlights:
Records Management – 1,772 pages of documents scanned/verified; converted 36 pdf. files
in Laserfiche and prepared 1.5 cubic feet records for destruction.
Met with Staff regarding the City’s ongoing campaign to eradicate graffiti. Focused on
specific responsibilities and how best to communicate activity between the various City
departments.
Met with City Manager regarding the Polk Avenue masterplan. Kimley-Horn has completed
their initial draft for review. The masterplan will provide a unified vision for Polk Avenue
to create a true mixed-use district and to leverage the synergy created by public investments
that have and will continue in this area of the City. Notable components of the plan include
themed intersections including stamped concrete, traffic calming improvements and brick
paving of Polk between the New City Hall and Poinsetta Avenue.
Prepared draft response to Background Allegations contained in the Amended Complaint
filed with the Brevard County Circuit Court on January 20, 2017 by Cypress Shareholders,
LLC regarding a property dispute on Oak Lane.
Reviewed draft ordinance to streamline platting process. As the platting process is primarily
a technical review, the proposal would limit the review of a proposed preliminary or final
plat to Staff and the City Council.
Economic Development
Update for Week Ending February 3, 2017
Performed day to day duties/responsibilities, conducted various meetings with business
stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and
conducted research as necessary.
City Hall status:
o Held construction meeting with Contractor, Supervisor, Architect, City
Engineer, Building Official and Asst. Fire Chief. Attended site visit afterward.
o Roofing “capsheet” was installed on the main flat deck roof. With the exception
of exterior doors, the building is 99% “dried-in”.
o Stucco application continues.
o Tradework continues on the 2nd floor.
o Prepping final re-plat agenda item.
Spoke with various property owners about possible stormwater retention projects
directed toward further reducing environmental impacts to the Indian River Lagoon.
Staff is working with contracted design firm GLE toward a future renovation of the old
City Hall building.
The Daniel Corporation of Winter Park, Inc. is proposing a new 125-room Holiday Inn
at the north end of the City, set back from A1A. Because the property does not directly
connect to SR A1A, it must be accessed by Columbia Rd. in Port Canaveral. The
developer has submitted utility easement documents to the Canaveral Port Authority.

Culture and Leisure Services
Update for Week Ending February 3, 2017
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests
from the public.
Friday Fest – The first Friday Fest of 2017 is upon us! Join us tonight 6:00 – 10:00 pm on Taylor
Avenue for a high energy evening filled with live music, bounce houses, food trucks, vendors and
local artists. Electric Tide will be performing your Rock ‘n’ Roll favorites and beer/wine sales will
benefit the Cocoa Beach High School Football Association. This event is family friendly and
admission is free.
“Sweatin’ with your Sweetie” – Looking for something different to do with your Valentine this
year? This all-inclusive couple’s wellness experience will be a date night to remember! Couples
are invited to join professional yoga instructors, Doug Shorts and Rebecca Chapman, for a
personalized, partner yoga lesson at Banana River Park on Tuesday, February 14, 2017 from 5:30
– 8:00 pm. After the one hour yoga session, participants will enjoy complimentary refreshments
and champagne (or non-alcoholic sparkling juice) as they listen to the relaxing acoustic melodies
of Pete Spoth and watch the sun set over the Indian River. The cost of this activity is $55 per

Valentine’s Day experience.
Farmers Market – Everyone is invited to enjoy fresh produce, baked goods and artisanal products
offered at the new and improved Farmers Market. See you Saturday from 9 a.m. to 3 p.m. on
Taylor Avenue adjacent the Nancy Hanson Recreation Complex.
Shuffleboard Season Returns – With the return of our friends from the north, the shuffleboard
courts at the Nancy Hanson Recreation complex are bustling with activity. Every winter, for more
than 20 years, groups from several local condo communities gather at the courts each week for a
little friendly competition and to catch up after the long summer break. Players are enjoying the
new shuffleboard equipment purchased during the off season and Staff has received a great deal
of positive feedback regarding the upgrades made to the Recreation Complex since their last visit.
For these seasonal residents, this facility is an integral part of Cape Canaveral’s community
identity and embodies the City’s visioning as being a welcoming place for friends to gather,
interact and enjoy themselves.
Tennis Court Light Maintenance – Staff braved the chilly temperatures this week to do some
much needed maintenance on the tennis court lights at the Nancy Hanson Recreation Complex.
Age, weather and the corrosive beachside environment make such repairs a necessity to keep
things in good working order.
Canaveral City Park – Work continues at Canaveral City Park! With the new sod in place, the
ballfields will be ready for games in a matter of weeks. Staff has also been working on some
upgrades to the interior of the Little League announcer’s booth in preparation for the program’s
return to the facility next season.
Youth Tennis Group Lessons – Now in its second session, this popular introductory tennis
program is filled to capacity once again. In this casual group setting, Staff introduces the
fundamentals of tennis to students ages 5 to 12. This seasonal program gives local kids the
opportunity to learn a new sport and encourages development of healthy lifestyle habits.
Athletic Leagues - Monday morning mixed doubles league started the first week of play with 17
players. Wednesday night intermediate tennis fills all five courts and is going into the second week
of action. Wednesday night advanced racquetball has two more weeks of regular season matches
before the playoffs begin. Thursday night intermediate tennis has reached the halfway point of the
season. With the fields nearing completion, registration is now open for both Adult Coed Kickball
and Adult Coed Softball. New teams and free agent players are welcome! All games will be played
at Canaveral City Park, located at 7920 Orange Avenue in Cape Canaveral. Kickball will be played
on Monday and Wednesday evenings followed by Softball on Thursday evenings. Cost per team
will be $175 for kickball and $275 for softball. Each league includes a 10 game regular season and

Beginners Belly Dance Class – Have you ever wanted to learn the forbidden art of Belly Dancing?
Back by popular demand, this four week beginner’s course is designed for students with no

Public Works Services
Update for Week Ending February 3, 2017
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests
from the public.
Wastewater Treatment Plant (WWTP)/Sanitary Sewer System
Oxidation Ditch Rehabilitation Project. Numerous valves, piping, aerators, etc. and
other materials already ordered/in fabrication. Consultant staff reviewing/revising/
approving shop drawings. Mobilization of heavy equipment initiated. This is one of the
projects funded through the City’s State Revolving Fund (SRF) Loan.
Contractor exposing underground valves at the WWTP – looking northeast.
Stormwater
Canaveral City Park Ex-filtration Project. Staff and contractor conducted a project
walk-through and developed a final punch-list of construction items requiring
improvement. Anticipate Project completion in February. Sandpiper Park (playground),
Youth Center and basketball courts remain open. Project is being funded with two grants
from (1) Florida Department of Environmental Protection (FDEP) and (2) State Legislature
funds as well as funds from the City. The City also received an additional $50,380 in grant
funds from FDEP for this Project.
Sodding activities at softball field – looking southwest.
Infrastructure Maintenance (IM)
North Atlantic Avenue Streetscape Project. Staff completed installing decorative signs/
poles along the entire corridor. The City’s contractor (STS Paveway Systems) will be
installing decorative crosswalks beginning on February 6 (weather permitting). Work will
primarily be conducted at night and extensive maintenance of traffic (MOT) will be
required. If cold temperatures prevail (i.e., below 55 degrees), work will be conducted
during daylight hours. Lane closures will be required to install crosswalks; work should be
completed in 10 working days (weather permitting). Please avoid construction areas, if
possible.
Utilities Maintenance (UM)
Tennis Court Light Maintenance. Staff from both UM and Cultural & Leisure Services
replaced PVC junction boxes, and corroded tennis court light cables and ground wires.
Repairs being conducted on tennis court lights.
Sanitary Sewer/Reclaimed Water Map. Staff is creating a “live map” showing the City
sanitary sewer/reclaimed water lines, lift stations, force mains, blow-off valves and
manholes using the Boondockcities GIS mapping program. The purpose of this Map is to
be able to easily troubleshoot problems in the field, create a “living document/map” and
increase infrastructure knowledge between departments.
Miscellaneous
Landscaping Seminar. The Indian River Lagoon National Estuary Program will present
a seminar on Florida-friendly landscaping on February 18, 2017. Registration is required;
additional information is included below.

Landscaping Seminar from 9 am to 1 pm Saturday, February 18, at Satellite High School

Annual Planting of Sea Oats. This annual volunteer event will be held THIS Saturday,
February 4, 2017 at Cherie Down Park beginning at 9:00 am. Volunteers have planted over

Utilities Advisory Board (UAB) Meeting. Staff attended the quarterly meeting of the
UAB in Cocoa; key topics of discussion included the following:
o Summary of Capital Improvement Program for FY2016 – over $15 million spent
on capital improvements (mostly potable water system improvements);
o Most projects involved replacement of cast iron piping with ductile iron piping;
o Staff currently performing survey of all residential backflow preventers in system
to determine scope of replacement project – policy of payment for backflow
replacement currently under review; and
o Water Quality Reports are now available online at
www.cocoafl.org/waterqualityreport. Reports are no longer mailed to residents in
water bills.

During a traffic stop Deputy Vaughn smelled the odor of Marijuana
emitting from the stopped vehicle. The driver, Mr. Ryan D. Bardot, h/m,
11/08/1993, arrestee, admitted to Deputy Vaughn he was in possession of
two marijuana cigarettes. During a search of the vehicle two marijuana
cigarettes were located where Mr. Bardot advised they would be. Mr.
Bardot was placed under arrest and transported to BCJ. $500.00 bond.,

Contact was made with Ms. Tesse A. Pelletier, in reference to a two year
old child not in a restraint device. Ms. Pelletier and her passenger, appeared
startled and nervous at the presence of Law Enforcement. I then witnessed
the passenger attempt to conceal a bag of marijuana in his lap. Deputy
Petsos attempted to remove the passenger from the vehicle and detain him.
However, the passenger quickly exited the vehicle and fled eastbound on
Canaveral Blvd. Deputy Petsos gave chase but was unable to locate him. A
search of the vehicle revealed a handgun, two oxycodone pills and bag of
powdered oxycodone and fentanyl, along with marijuana. Ms. Pelletier was

patrol of 8401 N. Atlantic Avenue. While walking through the complex,
Dep. Petsos checked out with a suspicious person identified as Mr.
Christopher Carlson, w/m, 1-17-1975 who had been circling the
complex. A FCIC/ NCIC query was conducted and Mr. Carlson gave
consent to search. During the search, a syringe and spoon containing
residue were located in Mr. Carlson's right shorts pocket. A field test was
conducted of the items which field tested positive for the presence of
heroin. Mr. Carlson was subsequently arrested and transported to jail

The Meridian Condominiums reported on January 22, 2017 around 0235 hrs.
video surveillance revealed, six subjects, three white males, three white
females, late teens/early 20's, jumped the fence and entered the pool area of
their complex. They lounged around the pool and dove head first in the
shallow water of the pool; sat in the hot tub; passed around "smoking
material;" and stole the clock from the wall above the spa. The following
morning, the women's restroom was observed vandalized by throwing all the
paper towels and toilet paper about, swimming equipment was on the floor;
an ashtray was emptied on the floor outside; and two pairs of men's
underwear were discarded in the pool area. The subjects then departed by
jumping the fence at 0323 hours and were last seen walking north on Azure

pocket. Mr. Springer refused to submit to a urine test and was transported to

Dep. Habart conducted a traffic stop on a vehicle for a defective headlight.
Contact was made with the driver and sole occupant of the vehicle, Mr.
Stephen Kerstein, W/M, 10/15/96. An odor of cannabis was detected. Upon
being questioned, Mr. Kerstein advised he was carrying a bag of marijuana
inside of his sock. 1.3 grams of FTP cannabis was recovered from Mr.
Kerateins’ right sock. A FCIC/NCIC check revealed Mr. Kerateins’ license
was suspended, to which he admitted knowledge. Mr. Kerstein was arrested
for Possession of Marijuana less than 20 grams and DWLS With
Knowledge. Mr. Kerstein was issued a court date and released from the

During a search incident to arrest, approximately one-gram of FTP marijuana

While on scene at Lido Cabaret regarding an unrelated disturbance, Dep.
Habart observed Ms. Yadira Negrete, running around in the parking lot,
flailing her arms about, and causing departing traffic to have to swerve
around her. A security guard attempted to detain Ms. Negrete, at which time
she tried to run into the roadway. Upon approaching Ms. Negrete, Dep.
Habart noticed obvious signs of intoxication. Ms. Negrete continued her
behavior, ultimately placing herself and the motoring public in danger. Ms.
Negrete was ultimately arrested for Disorderly Intoxication and transported

#2017-00035005), deputies discovered Mr. Frederick R. Kinsman, W/M,
1/13/60, passed out in the driver's seat of a vehicle. The keys were in the ignition
and the vehicle was running. After several attempts, deputies were able to wake
the male. Once it was determined there was not a medical issue, Dep. Lakeman
initiated a DUI investigation. Mr. Kinsman was subsequently arrested for DUI.
Mr. Kinsman refused a breath test and was transported to jail without incident.,

patron. The victim refused to cooperate with the battery investigation. During
the investigation, Mr. Croll refused all lawful orders, and actively resisted by
pulling away and tensing his arms when he was being handcuffed. Once in
custody, Mr. Croll was transported to jail without further incident. Per request of

investigation, the victims became uncooperative and gave conflicting statements,

independent witness who stated the victims were the primary aggressor in the

Deputies responded to 200 International Dr. regarding a battery. Upon arrival, it

residence for approximately one week. When Ms. Kenney returned home, her
live-in boyfriend of three years and other roommates locked her out of the
residence. Ms. Kenney climbed in through a window and began striking her
boyfriend with her hands. The boyfriend was not injured, and refused to
cooperate with the investigation. Ms. Kenney was placed under arrest for
Battery. During a search of her person incident to arrest, 1 gram of FTP
marijuana was located. Ms. Kenney was charged accordingly, and transported to

including a white female identified as Ms. Casey Cushman, who was seated in
the rear seat. An FCIC/ NCIC query was conducted of all passengers which
revealed Ms. Cushman to have an active felony warrant out of Volusia County.

victim, who again reported that Ellen Murphy was continuing her behavior of
banging on her apartment door. Deputies responded out and informed Ms.
Murphy to stop knocking on her neighbor's front door (17-036555). The victim
contacted the S.O for the third time. Her neighbor again continued to beat and
knock on her front door, and the noise had now disturbed her other neighbor.
Ellen Murphy was placed under arrest for Breach of the Peace, Disorderly
Conduct, and transported to the Brevard County Jail for booking and processing.

On the above date and time, FTO Galligan responded to the above address in
reference to a fraud. Upon arrival, she made contact with the manager who
advised a white male, identified as David Heston, wearing tan/white cargo shorts
and a dark in color long sleeve shirt used a counterfeit $20.00 dollar bill to pay
for his order. The bill that Mr. Heston used was clearly counterfeit. The cashier
called over her manager who utilized a counterfeit pen to confirm the $20.00 bill
was in deed counterfeit. Mr. Heston was still on scene at the time of BCSO
arrival. FTO Galligan made contact with him and asked him where he had gotten
the $20.00 bill. He first stated he had received it for payment, and then advised
he could not really remember. He spontaneously stated he knew the bill was
indeed counterfeit when he utilized it for his purchase. At the conclusion of the

building and was observed by an independent witness. Both the victim and Mr.

Deputies responded to RaceTrac regarding a civil disturbance. Upon arrival,
deputies discovered Mr. Matthew Morrison (W/M 02/05/66) agreed to pay a
total of $30.00 to taxi driver victim for a ride to his residence in Merritt Island.
Upon arriving in Merritt Island, Mr. Morrison refused to pay the Taxi Fare and
demanded the victim drive him back to his vehicle at Lidos. The victim
subsequently contacted the Sheriff's Office and met deputies at RaceTrac. Mr.
Morrison was arrested and transported to CCH to be medically cleared based on
his state of intoxication. He was admitted due to unrelated medical issues and

giving deputies consent to search the vehicle an uncapped syringe was found in
the seat where Ms. Tabatha Beedy WF 2/7/1987 was seated. Further search
revealed cotton wrapped in plastic that field test positive for heroin. Ms. Beedy
was arrested for possession of drug paraphernalia and transported to the Brevard
