MEETING MINUTES
February 15, 2017
A Meeting of the Community Appearance Board was held on February 15, 2017, at the Cape
Canaveral Public Library, 201 Polk Avenue, Cape Canaveral, Florida. Chairperson Randy
Wasserman called the meeting to order at 6:00 p.m. The Secretary called the roll.

Assistant City Attorney Nix swore in audience members who were planning to speak at the
meeting.
PUBLIC PARTICIPATION:
None
NEW BUSINESS:
1. Approval of Meeting Minutes —December 7, 2016.
Motion by Mr. Wasserman seconded by Mr. Nienstadt to approve the Meeting Minutes of
December 7, 2016. The motion carried unanimously.
2. Per Section 2-171, the Community Appearance Board shall elect a Chairperson and Vice -
Chairperson, by majority vote, at the first meeting held in January, unless there is no
January meeting, then the next meeting held.
Mr. Wasserman recommended postponing the election until all members were present.
3. Extreme Car Wash Review and Action regarding a Level 2 Application for use of
LED Lights consistent with Chapter 22, Article III of Cape Canaveral Code of
Ordinances — Jim Kappernaros — 7900 N. Atlantic Avenue.

Mr. Dickey presented Staff's report/photos. This item consists of a Level 2 review for installation
of accent lighting.
Staff recommended approval with the following conditions:
1. Accent Lighting be placed in such a manner as to minimize light pollution, glare and light
trespass onto adjoining properties.
2. Accent Lighting be turned off at midnight (12:00 a.m.).
3. The Accent Lighting shall not flash or change colors more than once every four seconds.
4. The Accent Lighting shall meet maximum daytime and nighttime light level standards (as
measured in nits) as established in Sec. 94-78 (e).
The Applicant explained the colors (red, blue and yellow) in relationship to location of lights on
the building and materials. He explained hours of operation, no flashing or color changes. The
lights will meet the standards (as measured in nits) as established in Sec. 94-78 (e).
Assistant City Attorney Nix clarified the 3rd and 4th conditions (above) were Code requirements,
not conditions placed by Staff.
Motion by Mr. Wasserman, seconded by Ms. Lanham to recommend approval with Staff s
conditions. Vote on the motion carried unanimously.
REPORTS AND OPEN DISCUSSION:
The Applicant invited all to taste the new ice cream flavors at Extreme Car Wash/Ice Cream Shop
next week offered to the public free.
Staff updated Board Members regarding City Hall building construction and other projects being
considered or currently under construction.
ADJOURNMENT:
Motion by Mr. Wasserman, seconded by Mr. Nienstadt to adjourn the meeting at 6:28 p.m. Vote
on the motion carried unanimously.
