CAPE CANAVERAL VISION STATEMENT
WE ENVISION: A bike-able and walk-able Cape Canaveral that retains and enhances its residential
feel, characterized by low-rise buildings not more than 4 stories in height. This residential and business
friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that
embraces the beach and riverside as the main amenities, and supports local culture and education.
WE ENVISION: A I A as a "complete street" with a native-landscaped and tree-lined median with
traffic calming elements and dark-sky street lighting. "Complete street" amenities include bicycle
facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to
access the beach, river, local neighborhoods and adjacent communities. Our improved "complete streets"
will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multi-
use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone
can walk or bicycle safely anywhere in town, day or night.
WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique
community identity. The "downtown" will contain an architecturally rich and unique mix of uses, with
wide tree shaded sidewalks and umbrella covered cafe tables at restaurants and bistros where friends
gather, interact, and enjoy drinks and dinner.
WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into
attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and
actively recruits and supports businesses that enhance economic viability and serve our residents and
visitors.
WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take
advantage of the water, such as limited and quaint water-view establishments and intimate public
gathering and entertainment places that may include pavilions, gazebos, or a performance stage.
Administrative Services
Update for Week Ending AprillO, 2015
The City Manager's Office is responsible for the day to day administration of all City departments in
accordance with City Council's established policies/direction, local ordinances, resolutions and
State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents
prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the
Weekly Updates. Highlights:
• Met with Department Directors regarding various projects/issues/initiatives.
• Met with contracted City Engineer, Administrative/Financial Services Director and Public Works
Services Director regarding status of various projects.
• Met with Fire Chief and Leisure Services Director regarding upcoming Cocoa Beach Half
Marathon.
• Met with Council Member Hoog regarding various City initiatives.
• Met with Economic Development Director regarding New City Hall.
• Executive Assistant provided assistance to City Council Members and select Department Directors.
City Clerk's Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-
in requests from the Public/Staff and provided assistance to City Council and the City Manager's Office.
Highlights:
• Continued coordination/preparation of records from City Clerk's Office and various departments
for scanning offsite/disposition.
• Council Meetings -continued preparation of Agenda/Packet for Regular City Council Meeting of
4/21/2015.
• Met with City Manager regarding various issues/initiatives.
• Met with Economic Development Director regarding New City Hall Project.
• Attended Information and Logistics/Campsite Meetings for Relay for Life of Central Brevard
Beaches. The event is being held on Saturday, April 11 th starting at 3pm (see attached RFL
Brochure).
Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-
in requests from the Public. Highlights:
• Met with Community Development Director and Economic Development Director regarding
required actions in the areas of Budget, Software and Personnel related to restructuring of City
Departments.
• Met with Leisure Services Director regarding improvements/alternatives to City Website.
• Met with Public Works Services Director regarding processes involved in utilization of Contract
Management software module which will increase efficiencies in the area of Customer Service to
City residents.
Human Resources/Risk Management Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the public. Highlights:
• Hosted Florida Municipal Insurance Trust (FMIT) workshops on Heat Stress and Lockout/Tagout.
Staff was reminded of the importance of following policies/procedures intended to ensure their safety.
• Met with Public Works Services Management Staff regarding implementation of an updated Exposure
Control Program which reinforces Bloodbome Pathogen awareness, as well as the importance of
adhering to activities that protect the health of Staff/community.
• Participated in tel con with FMIT representative in effort to resolve billing issues and gain information
needed to project 2015/16 Risk Management Insurance costs.
• Prepared for Unemployment Benefits Claim hearing scheduled this month resulting from an appeal of
a decision in favor of the City.
• Met with City Clerk regarding timeline for construction/completion of the New City Hall in
preparation for determining Staffmg needs for FY 2015/16.
• Met individually with Department Directors/Management Staff regarding current/anticipated Staffing
levels and projection of 2015/16 Staffing needs.
• Met with Life Leadership representatives, a privately held training provider, regarding its
product/costs.
• Completed 2015/16 projected Staffmg recommendations.

Community Development
Update for Week Ending AprillO, 2015
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from
the public, including performing plan reviews, processing permits, conducting inspections, performing
site visits, issuing Notices and conducting research.
• The Building Division conducted 40 inspections throughout the City. Early morning (5:00 am)
concrete pours at the Homewood Suites Hotel started on April6111•
• Please note that the effective date for the Florida Building Code 5111 Edition (2014) is June 30, 2015.
A notice to this effect has been posted in the City's Building Division and on the City's website.
• Reserve the date ... this year's Arbor Day celebration is scheduled for May 1, 2015 at 1 :00 pm. The
6th graders at Cape View Elementary will be assisting with the event with Mayor Randels reading
a proclamation. Stay tuned for a location!
• Along with Economic Development Staff, met with a group interested in development of a new
hotel in theN. Atlantic Avenue corridor. Answered various questions regarding the Economic
Opportunity Overlay District and available properties.
• 1 ,067 pages of documents scanned/verified.
• Assisted City Clerk's office with updating City webpage to include the Community Redevelopment
Plan, as amended.
• Code Enforcement Staff received a call regarding an obstruction of the emergency vehicle access
easement between Harbor Heights and the Villages of Seaport. The easement in question is 20 feet
in width and was dedicated to the City by two adjoining property owners. After a site visit by Code
Enforcement and Fire Department staff, it was determined by the Fire Chief that the trees do not
represent an issue to access Seaport. The fire code allows fire staff to reduce the required 20 feet
if the building is protected with fire sprinklers.
Economic Development
Update for Week Ending April tO, 2015
Performed day to day duties/responsibilities, conducted various meetings with business stakeholders,
potential investors, citizens, realtors and Staff. Performed site visits and conducted research as
necessary.
• Community Branding Survey period has ended. It was extended by one month, from February
20th through March 20t11• As a result of the extension, Staff gained an additional 129 website
survey respondents/50 hard copy responses. With these additional responses, the total number
increased from 279 to 458.
• Issued the following Business Tax Receipts:
o Team Lawn Care
o Keystone Engineering & Consulting, Inc.
• A revised AlA Priority list has been prepared with a greater emphasis on
walkability/bikeability with safety as the primary goal. The list will be proposed to City
Council via supporting Resolution. The revisions will be forwarded to FDOT for inclusion in
the AlA Plan.
• Attended EDC "Beachside Communities" meeting at the EDC offices in Rockledge. The
member communities were presented with an overview of the EDC's core areas of focus.
Additional discussion included Cape Canaveral 's unique challenges/opportunities and ways
the EDC can better assist with business recruitment.
• A Settlement Agreement was approved with the owner of the property at 139 Oak Lane for a
violation of the City's tree code regarding the removal of a Specimen Tree. A fine of $5000
was paid. This amount represents a doubling of the mitigation requirement and a penalty. All
monies collected pursuant to City Code Chapter 102 (Tree Code) are deposited into the City's
Tree Fund, to be used for City planting/beautification projects.
• Attended two-day course in Viera for required Continuing Education Credit Hours.
Maintaining current licensure as Building Official, Plans Examiner and Inspector helps to
ensure continuity of City operations.
• Continued review of New City Hall plans, 90% submittal.
• Met with Leisure Services Director and Community Development Director requiring Beach
Vending RFP submittals
• Attended Ocean Woods Homeowners Association meeting to request a 5 ft . easement abutting
Ridgewood Ave. This would support the City completing the sidewalk gap on the west side of
Ridgewood Ave. from Ocean Woods Dr. south to Central Blvd. making a continuous "loop"
around the north end of Ridgewood Ave. The sidewalk would then continue westward on E.
Central Blvd. The City would pay all costs associated with the project. The Board voted to
deny the request (attached).

OW Easement
After you left the board had a discussion about the cities request for an easement. They voted unanimously to
reject the proposal. They saw no benefit to Ocean Woods. If anything it would create more foot traffic on the
beach path witch will lead to more dirt and dog droppings.

Athletic Leagues
Advanced Monday tennis continues with last season 's champion dominating the league with a perfect
record. Wednesday's intermediate tennis started playoffs with many competitive matches
played. Advanced Wednesday racquetball continues halfway through the season. Wednesday night
kickball has two teams tied for first place with many games left in the season. Sapphire Lounge is leading
the pack in Thursday night softball. Thursday intermediate tennis continues its ongoing season with one
player remaining undefeated. Staff continues to register teams for a new Monday night kickball league.
Special Events
Annual Egg Hunt: The Annual Egg Hunt, which took place on Saturday, April 3rct at 10:00 a.m. was a
huge success. 3,000 eggs were hidden within the ball fields I playground area and children thoroughly
enjoyed searching for them and the treats they contained. A big thanks to BCSO PAL for all of their
assistance with the event.
Friends of the Cape Canaveral Library Lobby Book Sale: Friends of the Cape Canaveral Library will
be hosting a lobby book sale Friday, April 101\ from 9 a.m. to 5 p.m. and Saturday, April 11 1\ from 9 a.m.
to 2 p.m. The Cape Canaveral Library is the recipient of all proceeds.
Farmers Market
The Farmers Market continues to grow thanks to the new day and location. The event organizer has been
made aware that as the event grows, the City's intent is to maintain the highest standards in terms of
aesthetics, safety and caliber of vendors. Everyone is invited to enjoy the fresh produce, baked goods and
handmade arts and crafts made by local artists. See you Saturday from 9 a.m. to 3 p.m. in front of City

Summer Camp
Registration has begun for the 2015 Summer Camp season. Camp is for children ages 5 to 1 0 years and is
held at the Cape Canaveral Youth Center located at 7920 Orange A venue. The flrst week will start on June
2. Cost for residents is $35 per week and $45 for non-residents. Hours are from 9:00 a.m. to 3:00p.m.
Before and after care are available for an additional fee. Activities will include group games, sports, crafts,
special entertainers and fleld trips. Registration is limited and only payment secures available spots.
Public Works Services
Update for Week Ending AprillO, 2015
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the
public.
Wastewater Treatment Plant (WWTP)!Sanitary Sewer System
• Energy Savings. Energy savings information from the WWTP from mid-October 2012 to mid-
March 2015 is as follows:
o Average monthly electric charges for last 29-month period-$13,020;
o Average monthly charges for 12-month period in 2011 -$13 ,736;
o Average monthly savings for last 29-month period-$821 (5.88%); and
o Total savings for last 29-month period -$23,430.
• Lift Station Nos. 6 and 7 Improvements Project. This Project was re-bid on March 6 with new
Project completion deadlines. Five sealed bids were received on March 27; the low bid of
$1 ,152,195 was submitted by Atlantic Development of Cocoa, Inc. Staff is reviewing bids and
will recommend a contractor at the April 21 City Council meeting.
• Sludge Belt Press Addition and New Reclaimed Water Tank. The pre-construction meeting
with Florida Design Contractors, Inc. will be held on May 1. Notice-to-Proceed will also be
issued to the contractor by the City on May 1. The grant paperwork from St. Johns River Water
Management District (SJRWMD) will be included as an agenda item at the May 19 City Council
Meeting. Grant amount is $741 ,427.50.
Infrastructure Maintenance (IM)
• North Atlantic Avenue Streetscape Project. Project was advertised for public bids on February
20; mandatory pre-bid meeting was held on March 3. One sealed bid was received on March 24;
Staff is reviewing project with Florida Department of Transportation (FDOT).
• Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31 ,
2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part of
FPL's infrastructure hardening program:
o West Central Boulevard between North Atlantic Avenue and SR AlA;
o Rosalind A venue between Washington A venue and Chandler Street;
o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue;
o Ridgewood A venue between East Central Boulevard and Lincoln A venue;
o East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue; and
o North Atlantic Avenue between George King Boulevard and East Central Boulevard.
Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect.
Pedestrians and vehicular traffic should avoid these areas, if possible, during the construction
activities.
• Thurm Boulevard/Bayport Condominium Improvements. Work to improve the entranceways
to Bayport Condominiums along Thurm Boulevard will be completed the week of April 13. The
entranceways are being improved to eliminate ponding of storm water along Thurm Boulevard.
• Space Coast Transportation Planning Organization Monthly Meeting. A presentation was
made discussing the ongoing Intelligent Transportation Systems Master Plan for Brevard County.
The PowerPoint presentation materials are attached (large file).
FDOT responded to the SCTPO's resolution requesting that a multi-use trail be constructed
alongside upcoming improvements to SR 528. However, FDOT states that budget for such a trail
may be problematic. FOOT's letter is attached.

Dear Mr. Kamm:
Thank you for your letter dated Marth S, 2015 to District Secretary Downs requesting the Florida
Department of Transportation (FOOT) include a multi-use trail and provide for safe controlled access on
the eastem part of the causeway sections during the design phase of SR 528 from 1-95 and Port
canaveral.
The preferred option selected durins the Project Development & Environment (PD&E) phase of this
project did not include a multi-use trail, due to costs and concerns over maintenance of the fadlity.
Including a multi-use trail at this stage will require the FOOT to do a reevaluation of the PD&E with
FHWA. but we do not foresee any problems with a reevaluation. The FOOT will include the design of a
multi-use trail with this project provided Brevard County or another appropriate local government entity
commits to taking on the maintenance of this facility after It is built. Another challenge; the funds we
have secured for the design of the roadway widening (Strategic lntermodal System or SIS funds) cannot
be used for design or construction of a multi-use trail, so we will need to work with the TPO to find the
right fund source to include this additional scope. During our next work program Gycle for Fiscal Year
2016/2017 to 2020/2021 we willook for the additional funds. Finally, since the multi-use trail was not
originally carried forward In the PD&E, we need to make sure the TPO's Long Ranae Transportation Plan
(LRTP) and Prioritized Projects List Include this trail to insure we have planning consistency.
As for Ingress and egress for recreational use of the causeway, the PD&E has addressed that Issue. Since
we already have the support of the canaveral Port Authority to allow such access, the Department
would also need (as stated In the PD&E) local government commitments for operations and/or
maintenance of any causeway recreation area before we would construct such access.
We appreciate the continued Interest In this regionally swnificant project and are committed to delivery
of this SR 528 project. The Department values the partnership we have with the Space Coast
Transportation Planning Organization and we will keep you appraised of any changes In the status of this
