Pekar, PE SUBJECT: Oak Lane Drainage Review Based on a field investigation today of the two new homes constructed at the west end of Oak Lane (Parcels A.27 and A.10), we note the drainage systems have been constructed substantially in conformance to the approved City plans. At this time we recommend approval of a certificate of occupancy for each location. It should be noted, however, that without proper street construction of Oak Lane (and drainage outfalls), heavy rainfall will result in puddles around these properties. General Overview: Oak Lane is a dirt roadway that has no drainage and does not meet Fire Code's 20' minimum access. On the north side of the dirt road stormwater ponds in front yards. Topography on Oak Lane slopes from east to west,with the western areas being a wetland. Low impact development designs could work for these lots if proper soils are encountered and adequate storage areas are provided for. In both cases,limited information has been provided so only general engineering comments are noted. 135 Oak Lane Landscape Plan 1. Based on Stormscaping manual for minimizing wind damage in Florida: a. Chinese Fan Palm has medium wind tolerance based on height of palm. b. Foxtail Palm does very well in high winds. 2. The retention pond should have an engineering design as soils in this area appear to drain slowly. The outfall for the retention basin is also limited as no drainage exists along Oak Lane. If the pond is shallow it will become a weed bed and back onto site. 3. The sanitary sewer line is on the north side of Oak Lane. 4. It is good that the housepad is 24"above dirt road grade. Depending on drainage design,this yard may have shallow wet areas,during summer season. This landscape plan is acceptable. 139 Oak Lane Drainage Plan 1. The single drainage plan is missing information such as: a. Soil types and groundwater(seasonal high). b. Limits of paving on Oak Lane. c. Drainage swales or drainage systems for Oak Lane. Page 2 135/139 Oak Lane July 3,2014 Plan Reviews d. Drainage outfall areas. e. Drainage calculations to support design. f. Size of connecting drainage culvert,type of pipe and cover. 2. Based on limited topography,this system might overflow onto adjacent property. 3. Shallow retention pond system(if in poor soils)will become weed bed. 4.
