Situation Summary
Weather Update
* Concerns remain critical for significant impact from
hurricane force winds/major hurricane force gusts in coastal areas.
* The center is now forecast to track 25 miles offshore the
east central Florida coastline; this closer proximity supports a
significant threat for storm surge flooding and rainfall flooding.
* Matthew is forecast to move north right along the Brevard
coast in a glancing landfall near Cape Canaveral, containing Major
Hurricane force winds.
* Onset of tropical storm force winds are expected Early
Thursday evening in the South Brevard area and Late Thursday evening in
the North Brevard area. Conditions are forecasted to improve south to
north Saturday morning.
* Estimated winds speeds: 95-110 mph gusting to 130 mph.
* The current wind threat is extreme for the immediate
coastline and barrier islands; further shifts to the west would bring
the eye wall and its extreme, damaging wind gusts dangerously close to
shore; extreme winds greater than 110 mph are anticipated from the
coastline to I-95
* Flood watches will be in effect starting Thursday 8am.
* The threat of storm surge flooding has increased, some
locations may experience 5-8 feet of surge inundation. The southern end
of the Mosquito Lagoon, areas of the Indian River Lagoon south of
Sebastian Inlet, and the base of all causeways are consider critical.
* The heaviest rainfall will occur near and to the right of
where the core of Matthew tracks; based on the forecast, the threat for
heavy rain has increased, based on current forecast, amounts of 6-8
inches and local totals of 8-12 inches may occur.
* Governor Scott has suspended tolls across the State for
evacuations.

Significant Local Impacts
Hospitals
* Health First Cape Canaveral – has completed evacuations to
sister hospitals within the county.
* Wuesthoff Rockledge hospital is evacuating, expecting to be
done at 8am or 9am.
Operational Period Actions
ESFs:
* ESF 1- All Fixed Route service will be off the road by 8:00
pm. Call down is complete. 7:00 am we will recall special needs list
people who we were unable to reach today and those who said maybe.
Barefoot Bay evaluation will restart at 9:00 am. 51 residents requested
transportation. Coastal is still transporting special needs and
Wuesthoff evacuation.
* ESF 4, 9, 10- Fire, Hazmat, USAR, Medical Services- Normal
operations stations have been
shuttered and secured. Chainsaw crew on standby.
* ESF 6- 10 shelters are open. Red Cross is supporting feeding
at 4 community centers. One pet friendly shelter is being fed by
Salvation Army.
* ESF 7- Processing resource requests.
* ESF 8 – 4 Special needs shelters are open, 2 enhanced care…no
enhanced care at Ralph Williams. OH closed County Health Dept. today at
12:00. Support partners including DMEs, Dialysis, hospitals, O2 Supply
Company, medical examiner’s office contacted.
* ESF 11- Continues to monitor shelter status. Shelters stocked
with food and water, staffed with cafeteria managers.
* ESF 13- Continues to monitor local shelters. Florida Army
National Guard LNOs are on-site in the following counties: Brevard,
Miami-Dade, Martin and Palm Beach. The Governor has ordered Florida
Guardsman to be on stand-by.
* ESF 14- Facebook outreach hit nearly 640,000 people. Over the
last 48 hours Brevard EOC has gained 5,000 new followers.
* ESF 15- Initial setup, populated BOB Volunteer and Donations
Container with pre-committed resources, assisted with several requests
for assistance with storm prep and sheltering needs.
* ESF 16- BCSO Command Post established at North Precinct to
coordinate County wide Law Enforcement issues and support requests.
Deputies and Police Officers are providing security at 15 activated
County Shelters. BCSO issued over 15,000 sandbags by the end of day.
* ESF 17- Animal Protection Coordinating with SCAT special
needs citizens pet pickup and delivery to Greyhound Park before storm
hits.
Brevard County Liaisons:
* FDOT- No major issues to report. Will continue to monitor
roads and bridges, ready to respond as soon as the winds go below 30
mph.
* FWC- Titusville Office is closed and properly secured.
Vessels and trucks are secured and ready for post storm response from
various locations throughout the county. Will continue to monitor storm
developments and stand by for activation.
* FPL- One call for a blown transformer in Palm Bay reported -
not storm related.
* PAFB- Patrick Air Force Base and Cape Canaveral Air Force
Station are under a HURCON 2. Half of the HRT team has deployed to
Malabar. The other half will deploy to Malabar on 6 Oct 16.
* BCSB- Portable generator sent to Oak Park Special Needs
Shelter. Continue to monitor shelters and assist with resource request.

* Brevard Emergency Amateur Radio Services “BEARS” volunteers.
