Titusville – Cheney Highway railroad crossing arm is down. Traffic

County – All County roadways have reported being cleared of fallen
debris and are operational.

* ESF 1 TRANSPORTATION – Space Coast Area Transit will continue
to transport residents from shelters to homes with power. Dialysis
transportation as needed. Access roads for starting fixed route service
during next 24 hours.
* ESF 2 COMMUNICATIONS – SAP operational.
* ESF 3 PUBLIC WORKS – Road & Bridge continue to clear roads of
debris and repair damage to roads, drainage systems, and public
facilities. Traffic operations are completing traffic signal
assignments. Some traffic signals are waiting for FPL to restore
power.Road washout at Silverthorne & Periwinkle Circle, Barefoot Bay.
Intersection flooded at Dixie Way & Pennsylvania in Mims.
* ESF 4, 9, 10 FIREFIGHTING, SEARCH & RESCUE, HAZMAT–
* ESF 6 MASS CARE – Military picked up food supplies at
Melbourne Salvation Army corps and distributed to shelters in south
Brevard. Salvation Army will provide the following community centers
with meals today, starting with breakfast: Walter Butler, Viera
Regional, Port St. John, Palm Bay, and maybe South Mainland which is in
Micco. Walter Butler phone system inoperable.
* ESF 6N SPECIAL NEEDS – Transport reports filled out and
submitted to SCATS.Oak Park phone system is inoperable. National Guard
relocated to Special Needs Shelters. Working with ESF 8 Sharing Critical
Patient info.
* ESF 7 RESOURCE SUPPORT –
* ESF 8 HEALTH & MEDICAL SERVICES – DOH Brevard remains closed.
Four SpNS remain open, 3 Enhanced Care, low census at all facilities.
Cape Canaveral Hospital remains closed due to damage and could be 2-3
days or even up to 2 weeks before full services are resumed. Jess
Parrish, Wuesthoff Rockledge (as of 0700) and Melbourne, Health First
Holmes Regional, Viera and Palm Bay Hospitals open and accepting
patients. Radio HAM Operators available for SpNS. Public messaging for
carbon monoxide poisoning, risks of water supply, precautions and food
safety, sewage and cleanup, prevention of mosquito borne illnesses.
Plan for SpNS consolidation to begin 10 am to Viera Regional Park. Boil
Water Notices are in effect for the following: all barrier island users
south of Pineda Causeway on the City of Melbourne Water System, all
barrier island users north of Pineda Causeway on the City of Cocoa Water
System, including the consecutive system that serves NASA Kennedy Space
Center and Canaveral AFB, and Indian River Shores.

* ESF 11 FOOD & WATER – Worked with FPL over the night to get
power restored at school shelter sites. There was miscommunication on
shelters that were closed or open to prioritize power needs.
* ESF 12 UTILITIES – We have been supporting FPL & other
utilities in the area to get systems back online. Sykes Creek Wastewater
Treatment Plant is out of power and running on generator. S. Beaches
service area lift station status has improved, two major lift stations
still on generators. Barefoot Bay water & wastewater operations only
have 2 small lift stations out of power. S. Central service area fully
operational with no issues. See FPL report for local power outages that
are still outstanding.
* ESF 13 MILITARY SUPPORT – Assisted in confirming feeding
situation for shelters with the help of the Salvation Army and the
Emergency Management LNO's. Compiled a spreadsheet of current shelter
statuses. Met with National Guard to disperse troops throughout shelters
in the region. National Guard troops will be manning shelters.
* ESF 14 PUBLIC INFORMATION – The week of Oct.1-7: 1.8+ Million
people reached 94K+ people viewed our Facebook page 12,988 Page Likes.
Main concerns/inquires with citizens: Boil water notices for barrier
island beachside, Power Outage and restoration with FPL, Causeway
closure/openings.
* ESF 15 VOLUNTEERS & DONATIONS – Volunteers to assemble to do
roof tarping upon request.
* ESF 16 LAW ENFORCEMENT- routing wellness check request from
211 to appropriate jurisdictions. Relaying damage reports from dispatch
to Public Works and FPL.
* ESF 17 ANIMAL SERVICES – Awaiting power to be fully restored
before SCAT will return Special Needs citizens to their homes, at which
time we may return the 17 pets in the greyhound park.
* ESF 18 BUSINESS & INDUSTRY -
* ESF 19 DAMAGE ASSESSMENT – receiving minimal reports via 211,
BCSO dispatch.
Brevard County Liaisons:
* FHP – Many traffic signals remain out. Emphasize 4 way stop
procedures. All causeways are now open.
* FWC – Recon on damage. SOG teams have moved on following the
storm.
* FPL – Brevard has 130,000 accounts (or 43% of Brevard
County), 2 hospitals, and 5 other critical infrastructure facilities
without power. Power restoration crews are arriving from other parts of
the state now that wind speeds have abated. Goal to be complete by
Sunday night.
* FDOT - Our staff will be out in full force delivering
generators to stop lights and clearing debris on state roads.
* KSC – Kennedy Space Center is opening the main gate on SR 405
and patrols are back on the road.
* Patrick Air Force Base –Patrick Air Force Base and Cape
Canaveral Air Force Station remain closed to all but emergency
personnel. All 45 SW personnel with the exception of those that live in
North and Central base housing are authorized to return to their homes.

50%. Issues of power outages and HVAC malfunctions were handled

* West Melbourne – Operational Period 10072016 0600-1800.
Sheltered in place until approximately 0915 hours when we had law
enforcement officers and City Officials conduct damage assessments of
roadways and infrastructures. Most issues regarded traffic signals that
were not operational, power outages in neighborhoods, some roadways
temporarily impassable due to downed trees, etc. Two businesses had
structural damages and some residences had minor to major structural
damage (mostly related to roofs). Resource request for 10 generators for
sewer lift stations.
* City of Titusville – Families/Business & Industry: All city
personnel should have completed their preparation checklists and taken
care of their personal property. FPL reports 186,970 customers without
power in Brevard County, as of 1100. All Departments: Have completed
hurricane preparation checklists.

outages will have had power restored within 48 hours. It is uncertain

* Patrick Air Force Base – (Next 24 Hours) Relocate to Malabar

a safe configuration and will inform on-base residents when they are
authorized to return.
* School Board – (Next 24 Hours) Coordinate with EOC to combine
and close shelters tomorrow. (Next 48 Hours) Initiate storm damage
repairs in coordination with EOC and facilities. (Next 72 Hours) Close
shelters successfully.
Municipalities
* West Melbourne – (24 Hours) West Melbourne EOC will be
deactivated following the 2000 Brevard EOC conference call. Law
enforcement will continue to monitor the City for traffic and life
safety issues
* City of Titusville – Working to restore power lines reported
down in multiple locations, severed gas lines on South Deleon Avenue,
and at 44 lift stations without power. Some structural damage reported
to private development and residents are being moved to shelters.
Working to clear downed trees reported in few locations.
EOC Staffing Updates
The Brevard County Emergency Operations Center will remain activated to
a Level 1 – Full Activation in response to Hurricane Matthew.
Future staffing needs will be identified mid-day on Saturday, based
upon damage reports, resident needs, and critical infrastructure
requirements.

Thanks Bernie for the email. The City Engineer is currently preparing
preliminary engineering for the improvement of Oak Lane. Once final
engineering is complete, we will be able to determine the status of the
Oak Lane right-of-way.
Note that a number of City staff are involved in reviewing a
single-family structure, to include the Building official and the City
Engineer. They review items such as rights-of-way, setbacks and
stormwater impacts. Dave

Regarding Variance Request No. 16-02 Sheropa LLC Owned by Patrick T. Lee
400 Harbor Dr. Cape Canaveral, Fl. Has constructed the following 4 homes
for the purpose of resale.
127 Oak Lane Cape Canaveral, Florida 32920
131 Oak Lane Cape Canaveral, Florida 32920
135 Oak Lane Cape Canaveral, Florida 32920
139 Oak Lane Cape Canaveral, Florida 32920 All 4 homes are in violation
of [Section 110-297(a)(1), City Code] to the extent that a car cannot be
parked in the driveway without extending into Oak Lane's Right of Way.
This code requires a minimum front setback to be 25 feet.
This violation has been determined by using the "right of way markers"
(ROW) installed by the City of Cape Canaveral on Oak Lane to define the
(ROW) limits of Oak Lane Cape Canaveral, Florida.
The (ROW) markers installed by the City of Cape Canaveral are in
agreement with the survey I gave to Duree Alexander (Cape Canaveral Code
Enforcement) and Michael German (Cape Canaveral Building Official) for
the purpose of defending my property from encroachment by the Sheropa
LLC. developer, prior to Sheropa LLC starting construction on 127 and
131 Oak Lane.
The (ROW) markers installed by the City of Cape Canaveral are also in
agreement with the surveying markers that the owner of 123 Oak Lane had
to pay out of pocket for the purpose of defending their property from
encroachment by the Sheropa LLC developer.
This violation has created a cascade of problems. Sheropa LLC has
removed asphalt and installed paver bricks and dug a large hole for
installing utilities in the wrong location that is extending as much as
14 feet into Oak Lane's right of way. Because of this, the heavy volume
of two-way construction traffic of large trucks caused by the Sheropa
LLC development on Oak Lane has caused the trucks to veer towards my
property and brush the low hanging power lines. I assume the rubber
tires protect the drivers from electrocution. The large hole continues
to remain open and unprotected for more than 6 months.
On February 23, 2016 I received an e-mail from David Dickey (Community
Development Director of Cape Canaveral) that stated "Please note that a
Certificate of Occupancy will not be issued until this issue is
resolved," and again on March 16 2016 "In my email to you on February
23rd, I explained the situation and assured you that a Certificate of
Occupancy would not be issued until this issue was resolved." "You ask
whether you will be informed of the outcome of this survey dispute and
have a chance to have input or appeal. The affected parties will be
notified of the results of the review." All of my attempts to resolve
this issue have been ignored by David Dickey, and on 5/16/2016 he
covertly issued a Certificate of Occupancy to 131 Oak Lane without
informing me or informing the new owners of the violations. All 4 homes
also have issues with elevation that can potentially cause problems with
flooding and sewage backing up into their homes.
By allowing these homes to be built into the right of way, the city is
inferring that the right of way has been moved, thus changing my
property lines, in effect stealing my property without notice or a
hearing. Just because Patrick T. Lee is a former Mayor of Cape Canaveral
does not give him the authority to confiscate a large portion of my
property for his own financial gain or create safety hazards for the
citizens of Cape Canaveral.
I have accumulated 2 years' worth of communications involving this
matter that are available upon request.
