Bonita mayor appointed

board of directors for the newly formed Florida League of Mayors. The
board is composed of 21 mayors from throughout the state who will help
guide the activities of the organization. "I am honored to be joining

ManaSota League of Cities wants push for tougher vacation rental regs

Zika virus cases increase in Miami Beach, officials say

MIAMI BEACH, Fla. - While residents are still learning about
investigators finding mosquitoes with the Zika virus, a local official
announced there were more people diagnosed with the virus than the
Florida Health Department had reported. Due to Hurricane Hermine, state
officials did not release their daily report on Friday. But Miami Beach
Commissioner Michael Grieco used his Facebook account to report there
were six more cases in Miami Beach. City Manager Jimmy Morales notified
Miami Beach Mayor Philip Levine of the cases and officials talked to the
Department of Health. Grieco said he reiterated his opposition to the
use of aerial spraying in Miami Beach. He also used social media to ask
residents to "continue to take appropriate precautions and report any
standing water" to the city with the Miami Beach eGov mobile phone app.

Upper Suwannee River springs restoration completed

Live Oak - The first large scale springs enhancement project in the
Suwannee River Water District is complete. Funding from the Florida
Legislature and Governor Rick Scott made this project possible. The
Eagle Lake / Upper Suwannee River Springs Enhancement project is a
public-private partnership between the Suwannee River Water Management
District (District), the Florida Department of Environmental Protection
(FDEP) and PotashCorp. The Legacy Florida Bill, by the Legislature and
Governor Scott provides $50 million in recurring funding for restoring
and protecting our springs. The project significantly reduces the amount
of groundwater withdrawn from the Floridan Aquifer which will benefit
springs along the Upper Suwannee River, such as Bell Springs, White
Sulphur Springs and Blue Sink Spring. Additionally, this public-private
partnership project will reduce nutrient loading to Swift Creek and the

New plan for fixing Lake Okeechobee's troubled dike takes until 2025

After four years of delays, federal officials have finally finished a
plan to fix Lake Okeechobee's faulty dike and protect South Florida from
flooding. Yet the new $830 million rehab proposed Aug. 30 for the lake's
leaky dike - considered one of the country's most at risk of failing -
sticks with a slow-moving time frame that takes until 2025 to finish.
And Congress still has to agree to pay for it. Earlier this year, Gov.
Rick Scott and the South Florida Water Management District called for
the federal government to spend more to speed up help for the
30-foot-tall mound of rock, shell and sand holding back the lake's
waters. Palm Beach County officials say waiting nearly another decade to
finish fixing the lake's dike is unacceptable. They are calling on the
Army Corps of Engineers and Congress to strengthen the dike faster. Army
Corps officials say they have been making progress through the years,
spending $500 million since 2007 on improvements to help guard against
flooding. The new plan focuses on building more reinforcing walls
through the middle of the dike to combat erosion. Source

County, city to waive permit fees to rebuild after Hermine

To help the community rebuild after Hurricane Hermine, Leon County and
the City of Tallahassee will waive growth management and building permit
fees for storm-related repairs. Fees will also be waived retroactively
for completed projects. Permit fees to remove storm-damaged trees will

Amid a storm, Tampa City Council approves new stormwater fee

TAMPA - With rain from the outer bands of Hurricane Hermine flooding
streets in South Tampa, the City Council late Thursday approved a new
yearly fee to pay for better drainage citywide. "A huge victory for our
neighborhoods," Mayor Bob Buckhorn said after the vote. "Now, for the
first time in countless years, we can invest in infrastructure for a
system that is over 100 years old." With the approval, anyone who owns
developed property in Tampa will begin paying an annual assessment that
will show up for the first time on next year's property tax bill. The
new fee starts at $45 per year for the owner of a medium-sized home,
ramping up over six years to $89.55 a year. Owners with smaller homes
and less pavement will pay less. Those with bigger houses, larger pools
and more expansive decks will pay more. The fee will be in place for 30
years, financing a $251 million drainage improvement program. Source

Credit agencies find much to like at Tampa City Hall, but are watching

TAMPA - Mayor Bob Buckhorn loves to talk about the city's credit
rating, and who could blame him? Twelve times since he became mayor in
2011, the big three credit rating agencies have raised their grades on
either the city's general credit rating or various pieces of city debt.
Each upgrade reflects a good opinion of the city's finances, management
and fiscal policies. Each makes borrowing money from the bond market a
little cheaper. "I'm pretty proud of that," Buckhorn says, especially
considering how his administration has started every budget cycle with a
projected shortfall between rising expenses and revenues still
recovering from their collapse during the Great Recession. "It's a
reflection of how conservatively we budget." Last week, the city put out
a news release touting its four latest upgrades from Fitch Ratings,
including one that boosted its general credit rating to AA+, just one
notch below the highest possible rating for municipalities. But along
with that rosy bouquet of upgrades, City Hall also recently was handed
two plain daisies - a new pair of ratings on Tampa's Community
Investment Tax bonds that are considered good, but that were downgrades.
Those downgrades came from Moody's Investor Services and Standard &
Poor's. In detailed reports, each gave the same reason for the change:
the city plans to borrow more money to be repaid by the Community
Investment Tax. While proud of his city's credit upgrades, Buckhorn
accepts the two downgrades as a necessary trade-off for getting some
important projects done. "The most important thing for us is always our
general credit," he said. "We recognize that Julian B. Lane is a big
project. It's going to require a significant investment of CIT
(Community Investment Tax) dollars." Source

Wynwood seeks city money to promote recovery from Zika losses

MIAMI - Still reeling from a steep drop in visitors in the wake of the
Zika outbreak, Wynwood business owners are asking the city of Miami for
a quarter-million-dollar grant so they can mount a promotional campaign
to recapture the once-sizzling arts and entertainment district's buzz.
The request, which the city commission will consider during its budget
hearing on Tuesday, comes as Wynwood retailers and restaurant operators
say commerce remains down significantly even amid signs in the past week
that people are starting to trickle back. The funding idea came from
Miami Mayor Tomás Regalado, who said he will ask the commission for the
grant on Tuesday although it's not in his budget plan. He said some

Deerfield proposes tax rate dip, but most property owners to pay more

The city's proposed tax rate shows a slight dip, but collectively city
property taxpayers next year will be paying nearly $2 million more than
this year as the value of taxable properties have risen. The proposed
rate of $6.54 per $1,000 of assessed value would mean the owner of a
home assessed at $250,000, with a standard $50,000 exemption, would have
a tax bill of $1,308. That would be be about $25 less than last year, if
the value of their home had not changed over the past year. But values
on average increased by six percent. The proposed budget shows the city
should be able to increase its reserves three-fold, to $22 million, from
what reserves had been in 2012. The city's financial health has been
buoyed by increases in the amount of sales tax it shares with the state
and the number of building permits that have been issued. Source

Temple Terrace council to vote on a slight tax increase and a dip into
reserves

TEMPLE TERRACE - After City Manager Charles Stephenson cut more than
$545,000 in city expenses for the next fiscal year, the Temple Terrace
City Council tentatively agreed on a budget that slightly raises
property taxes and taps about $856,000 from the reserve fund. City
finance director Angela Atkinson did not have the final budget figure
ready at press time, but it's expected to be higher than this year's
budget of $43.5 million. The council plans to cast its initial vote on
Tuesday evening. The proposed budget calls for a property tax increase
of a quarter mil to $7.205 per thousand dollars of property value. It
includes a 4 percent raise for police and general city employees and a
subsidy of nearly half of the 14.5 percent rise in employee health

Kissimmee to swear in new fire chief Sept. 13

Kissimmee has a new fire chief. Jim Walls, who joined the department on
Dec. 9, 1987, was a battalion chief before being named interim chief in
June. City Manager Mike Steigerwald gave him the job permanently in
August, the city announced last week. Walls will be sworn in at the
Sept. 13 City Commission meeting. He replaces David Kilbury, a former
Clermont assistant fire chief who was hired in 2013 and resigned June 22

Feeling left behind, Immokalee chamber to push for incorporation

Tired of feeling left behind by the Collier County government, the
Immokalee Chamber of Commerce will lead a new push to incorporate the
rural community of about 25,000 residents in northern Collier County.
The chamber will host a public meeting Wednesday morning with the
attorneys who helped guide the Village of Estero through the
incorporation process in 2014 to talk about what it would take to do the
same in Immokalee. Efforts to turn Immokalee into a city have fizzled
out a handful of times. But support for the idea has been steadily
growing among business owners and residents, Gonzalez said. With the
powers of a city, Immokalee would have more control over how to lure new
businesses and jobs to the area and do more to encourage people to build
affordable housing, he said. Incorporation would also create more
independence in dealing with myriad issues, which is necessary because
the needs and priorities of the inland farming community are drastically

Holmes Beach plans info-meetings to launch VRO registration

For anyone who's interested in the vacation rental ordinance and how it
will work in Holmes Beach, the city is hosting three meetings to get
community members and stakeholders up to speed as its certificate
program approaches the launch pad. Holmes Beach Police Chief Bill
Tokajer said the meetings will be beneficial for anyone who rents a
property on a short-term basis, including rental agents and property
managers. "This program is about weekly rentals, but even if you rent by
the month in a district where you can rent by the week, you need to know
about the vacation rental certificate," said Mary Buonagura, Holmes
Beach human resources specialist, who was tasked with setting up the
procedures for VRO certificates. Tokajer will host the meetings, along
with code enforcement officers JT Thomas and Nate Brown. Brown and
Thomas, with the help of Holmes Beach Commissioner Carol Soustek,
recorded an inspection of a rental property to demonstrate the process
required for compliance with the certificate program. Brown said he will
give a live demonstration during the meetings, illustrating how rental
agents and property owners can access and complete the online

Naples City Council considering new ethics guidelines

The Naples City Council is set to vote Wednesday on a proposal that
some consider a loosening of ethics guidelines for public officials,
including eliminating a rule that forbids council members from doing

passed an ordinance allowing passengers of vehicles for hire to bring

Gulf Breeze could allow all-day beer sales

The city of Gulf Breeze is moving toward relaxing its hourly
restrictions on the sale of alcohol. Under a revision of the city's
alcohol sales ordinance to be voted on by the Gulf Breeze City Council
on Wednesday, the city could allow businesses to sell liquor, beer and
wine for on-site consumption beginning at 7 a.m. each morning and
lasting until midnight during the week and until 1 a.m. on Friday and
Saturday. Current laws mandate the sale of alcohol can't begin until 8
a.m. Monday through Saturday and not until noon on Sunday. The sale of
beer and wine for off-site consumption would be allowed during all hours
of the day and night. The sale of liquor for off-site consumption would
remain restricted to the hours of 8 a.m. to 10 p.m. each day, as
currently permitted. For comparison, the city of Pensacola restricts all
sales of alcohol between 3 a.m. and 7 a.m. each day, regardless of where

Holly Hill commissioner John Capers Jr. dies during surgery

Holly Hill Commissioner John Capers Jr. died from complications of
surgery Saturday, according to city officials. "I am deeply saddened by
the loss," fellow Commissioner Penny Currie said Sunday. "My prayers are
with his family and his wife. It was a great honor and privilege to have
been able to work with him on the city commission since November 2014.
And he'll definitely be missed." Currie said Capers died unexpectedly
during a routine surgery, but she was not clear on details of the
procedure. "It was very sudden because he hasn't been ill. It's not like
we were expecting something to happen or anything. So it was very sudden
when we got the news (Saturday)." Capers began serving as Holly Hill's
District 3 commissioner in November 2014 after unseating Daytona Beach
firefighter Donnie Moore. Capers, himself a former Daytona Beach
fireman, was a retired lieutenant who lived in Holly Hill for about 35
years. It was not yet clear how Holly Hill will go about selecting

This violation has created a cascade of problems. Sheropa LLC has
removed asphalt and installed paver bricks and dug a large hole for
installing utilities in the wrong location that is extending as much as
14 feet into Oak Lane's right of way. Because of this, the heavy volume
of two-way construction traffic of large trucks caused by the Sheropa
LLC development on Oak Lane has caused the trucks to veer towards my
property and brush the low hanging power lines. I assume the rubber
tires protect the drivers from electrocution. The large hole continues
to remain open and unprotected for more than 6 months.
On February 23, 2016 I received an e-mail from David Dickey (Community
Development Director of Cape Canaveral) that stated "Please note that a
Certificate of Occupancy will not be issued until this issue is
resolved," and again on March 16 2016 "In my email to you on February
23rd, I explained the situation and assured you that a Certificate of
Occupancy would not be issued until this issue was resolved." "You ask
whether you will be informed of the outcome of this survey dispute and
have a chance to have input or appeal. The affected parties will be
notified of the results of the review." All of my attempts to resolve
this issue have been ignored by David Dickey, and on 5/16/2016 he
covertly issued a Certificate of Occupancy to 131 Oak Lane without
informing me or informing the new owners of the violations. All 4 homes
also have issues with elevation that can potentially cause problems with
flooding and sewage backing up into their homes.
By allowing these homes to be built into the right of way, the city is
inferring that the right of way has been moved, thus changing my
property lines, in effect stealing my property without notice or a
hearing. Just because Patrick T. Lee is a former Mayor of Cape Canaveral
does not give him the authority to confiscate a large portion of my
property for his own financial gain or create safety hazards for the
citizens of Cape Canaveral.
