Any member of the public may address any items that do not appear on the agenda and any agenda
item that is listed on the agenda for final official action by the Planning & Zoning Board excluding

(e.g. approval of agenda, minutes, informational items), and quasi-judicial or emergency items.
Citizens will limit their comments to three(3) minutes. The Planning& Zoning Board will not take
any action under the "Reports and Open Discussion" section of the agenda. The Planning&Zoning
Board may schedule items not on the agenda as regular items and act upon them in the future.

Summary: The applicant is requesting Final Plat approval associated with the redevelopment
of property located at 350 Monroe Avenue. The request will replat two(2) lots into five(5)lots
to facilitate future sales. The property is zoned R-2.
The project includes the demolition of legacy structures and the construction of five townhomes.
The proposed lots will be 20 feet wide and 124 feet in depth and include drainage swales to
capture stormwater on-site. The project is required to meet zoning standards established in
Division 7 of Chapter 110 of the City Code.Three offstreet parking spaces are provided for each
unit.
Chapter 98,Article II of the City Code spells out the process by which the City will review and
approve a Final Plat. In general, the process consists of three steps: 1 — staff conducts a
preapplication meeting with the applicant to determine if the application is adequate; 2 — the
Planning&Zoning Board holds a public meeting and makes a recommendation on the proposed
Final Plat; and,3—the City Council holds a public hearing and takes final action on the request.
The platting process is divided into two steps, preliminary and final. Once the City Council
approves the Preliminary Plat and prior to the issuance of a Certificate of Occupancy, a Final
Plat application shall be reviewed and approved. The Final Plat approval process is similar to
the Preliminary Plat process in that the P&Z Board makes a recommendation to the City Council
who will approve the Final Plat via resolution. On June 8, 2016, the City Planning & Zoning
Board recommended approval of the Preliminary Plat. At its September 20, 2016 Regular
Meeting,the City Council approved the Preliminary Plat for the project.
Sec. 98-58 & 59 of the City code outlines the required information that must be submitted as
part of the application for Final Plat approval. Including:
a) a completed application- attached
b) a Final Plat consistent with F.S. Chapter 17 -attached
c) a filing fee-submitted
d) current title opinion-attached
Attached is a memo dated August 30, 2016 from John Pekar, P.E., the City Engineer,
recommending approval of the Final Plat.

RE: Automobile Parking Space Dimensions
As discussed at the September 7, 2016 Regular Planning & Zoning Board Meeting, the
following memo provides background information regarding the dimensions of automobile
parking spaces in the City.
The City Code currently states that an off-street parking space"consists of a minimum paved
area of 200 square feet for parking an automobile,exclusive of access drives or aisles thereto."
This is the only reference in the Code that provides any type of dimensional standard for a
parking space.Note that no minimum width or length for a space is included.This is not typical
of local government codes.
The following table includes the dimensional parking space standards for a sampling of Florida

Parking spaces also vary in dimension by the layout/location of the space. A typical parallel
parking space is 10 feet wide by 24 feet long. This allows for the proper maneuvering of a
vehicle. Many jurisdictions allow for a certain percentage of total parking spaces to be
designated as"compact"for use by smaller vehicles. These spaces can be as small as 16 feet in
length and 7.5 feet in width. Angled parking varies by the angle of the space and the width of
the aisle.
Any discussion about the minimum parking space size needs to include an understanding of the
size of today's vehicles. Throughout the last several decades,vehicle sizes have varied and in
large part have changed according to the prevailing gas price. The average mid-size sedan is
approximately 71.4 inches by 190 inches. The average SUV is 78.2 inches by 208 inches and
the average compact car is 68.8 inches by 177 inches.
In the 1971 version of the City's Zoning Ordinance,the definition of an off street parking space
required a minimum of 200 square feet with minimum dimensions of 10 feet by 20 feet.In 1983,
the term off street parking space required 200 square feet. There was no minimum width or
height mentioned.Also,for property zoned C-1 or M-1,sites that required more than 400 spaces
could dedicate up to twenty-five percent(25%)of those spaces for compact car parking.These
spaces could consist of a minimum of 160 square feet.In 1994,the definition read the same as
the 1983 version.
