ORDINANCES: First Public Hearing: 7. Motion to Approve: Ordinance No. 14-2004; Annexation of the Avon-By-The- Sea Area, at first Reading. DISCUSSION: 8. Proposed Brevard County Educational Facilities Impact Fee Ordinance. REPORTS: 1. City Manager 2. Staff 3.
