HomeMy WebLinkAboutAmendment 2 CC WTP Scope RRS/ab/Amendment 2 CC WTP Scope Tt #200BPGen City of Cape Canaveral -1- 072616 AMENDMENT NO. 2 TO TETRA TECH TASK ORDER NO. 4 SCOPE OF SERVICES CITY OF CAPE CANAVERAL WASTEWATER TREATMENT PLANT IMPROVEMENTS (Flow Equalization Basin Modifications for Temporarily Removing Oxidation Ditch from Service) CITY OF CAPE CANAVERAL PURCHASE ORDER NO. 8814 Amendment No. 2 – Construction Phase Additional Meetings and Part-Time Inspection Services July 26, 2016 A. PROJECT DESCRIPTION The City of Cape Canaveral (City) owns and operates an existing wastewater treatment plant (WWTP) that employs a 5-stage biological nutrient removal (BNR) process to provide effluent suitable for discharge to surface water. The facility has a permitted capacity of 1.8 million gallons per day (MGD) on an average annual daily flow (AADF) basis; however, current influent wastewater flows are up to 1.2 MGD AADF. The WWTP includes a single oxidation ditch that is used to provide the aerobic conditions needed to remove carbonaceous compounds and to convert ammonia to nitrate. The oxidation ditch has been in service for approximately 30 years and has provided reliable, efficient service. As part of a proactive maintenance effort and management of critical assets, the City would like to drain the basin, conduct a thorough inspection of structure, and implement some minor improvements, such as panels to minimize misting and splash migration. In addition to having the ability to temporarily take the oxidation ditch off-line for periodic maintenance, the City would ultimately like to have the ability to maintain treatment in an emergency condition when the oxidation ditch is out of service due to mechanical or structural failure. Tetra Tech had performed preliminary design to achieve the goals stated above and documented findings in the Preliminary Design Report (PDR) dated December 23, 2013. The PDR shows that removing the oxidation ditch from service in parallel with providing an alternate means of aerobic treatment can be accomplished by retrofitting the existing flow equalization basin with a diffused aeration system. Also, the PDR indicated that permanent yard piping would be necessary along with some temporary internal recycle pumps. Under Amendment No. 1, the City has requested replacement of the two (2) existing aerators due to their age and installation of new FRP covers around the aerators to prevent misting on top of the oxidation ditch. Subsequently, the City has requested additional engineer involvement during the construction phase, specifically, additional meetings/site visits and one day a week construction inspection services. This Amendment No. 2 is prepared to include these proposed changes to the project. RRS/ab/Amendment 2 CC WTP Scope Tt #200BPGen City of Cape Canaveral -2- 072616 Tetra Tech will provide the requested construction administration services needed to implement the proposed changes in accordance with the current agreement with the City for continuing services. B. SCOPE OF SERVICES Task 1 Preliminary Design Phase is Complete. No Change to Scope and Budget. Task 2 Permitting Phase is Complete. No Change to Scope and Budget. Task 3 Final Design Phase is Complete. No Change to Scope and Budget. Task 4 Bidding Services No Change to Scope and Budget. Task 5 Construction Administration Services 1. Due to long fabrication and shipping lead time (28 weeks) of the surface aerator gearbox, EQ basin improvements, and the desire to drain the ditch during summer months, the construction schedule has been increased from six (6) to sixteen (16) months. Six (6) meetings were budgeted in the original Task Order #4 project scope. An additional ten (10) site visits are now included in this amendment to enable monthly project status site visits/meetings. The Contractor will be responsible for recording and distributing meeting minutes. 2. Provide an on-site resident project representative (RPR) one day a week. The RPR and contractor will coordinate one day a week RPR presence based on the planned work milestones. On that day, the RPR will perform project team coordination and prepare daily progress report. The RPR will verify quantities and observe work to be in accordance with the contract documents. Task 6 O&M Manual No Change to Scope and Budget. C.
