Project/Program Description:
City of Cape Canaveral WWTP Improvements for Oxidation Ditch Rehabilitation. The City's wastewater
treatment plant (WWTP) that serves the entire population of the City depends on a single oxidation ditch to
provide aerobic treatment of wastewater. The oxidation ditch has been in operation for over 30 years, is
subject to mechanical failure due to age and is in need of major structural and equipment upgrades.
Engineering studies have recommended that a second oxidation ditch be constructed to prevent the discharge
of partially treated wastewater to the Banana River Lagoon in the event the oxidation ditch is out of service
due to mechanical or structural failure. This Project will include the upgrade/conversion of the existing flow
equalization basin to a "backup" or emergency oxidation ditch as well as structural/mechanical upgrades to
the existing oxidation ditch. The retrofitted flow equalization basin will serve as a permanent, second oxidation
ditch thus providing the critically needed redundancy in the wastewater treatment process.

How will requested funds be spent? Include supporting documentation

!Funds will used to (1) upgrade and convert the existing flow equalization basin to a "backup" or
emergency oxidation ditch and (2) upgrade the existing oxidation ditch with structural and mechanical
improvements. The conversion of the flow equalization basin will require the installation of a diffused
aeration system, internal recycle pumps and extensive interconnecting pipes. The upgrade of the existing
oxidation ditch will require structural repairs to the oxidation ditch walls and replacement of all
mechanical equipment (blowers, piping, shields, etc.). The requested funds will be utilized for
construction and installation of these system upgrades. An Opinion of Probable Cost that includes the
project scope of work is attached.

as a "backup" or emergency oxidation ditch. This redundancy will reduce or eliminate the possibility of

the direct discharge of partially treated wastewater into the Banana River Lagoon, a National Estuary and
Preserve.
Who will benefit from receipt of State funds?
Project completion will provide the residents of Cape Canaveral with an improved WWTP upgraded with
two oxidation ditches for wastewater treatment redundancy. The "backup" or emergency oxidation ditch
will reduce the possibility of the discharge of partially treated wastewater thus eliminating the potential
for water quality degradation in the Banana River Lagoon.

When the "backup" or emergency oxidation ditch is operational, the WWTP must remain in compliance in
accordance with the FDEP-approved WWTP permit. Therefore, permit -defined limits of numerous
compounds (nitrogen, phosphorous, etc.) in WWTP effluent must continue to be met; concentrations of
these compounds will continue to be monitored as required. These monitoring data will be reported to
FDEP in the required monthly reports. Documentation of structural and mechanical improvements to the
existing oxidation ditch will also be reported.
