Write a project description that will serve as a stand-alone summary of the project for legislative review. The description should summarize the entire project’s intended purpose, the purpose of the funds requested (if request is a sub-part of the entire project), and most importantly the detail on how the funds requested will be spent - for example how much will be spent on positions and associated salaries, specifics on capital costs, and detail of operational expenses. The summary must list what local, regional or statewide interests or areas are served. It should also document the need for the funds, the community support and expected results when applicable. Be sure to include the type and amount of services as well as the number of the specific target population that will be served (such as number of home health visits to X, # of elderly, # of school aged children to receive mentoring, # of violent crime victims to receive once a week counseling etc.) The City’s wastewater treatment plant (WWTP) includes a single oxidation ditch that is used to provide aerobic conditions needed to “break down” organic compounds in wastewater. The oxidation ditch has been in operation for over 30 years, is subject to mechanical failure due to age and is in need of major structural and equipment upgrades. Several engineering reports completed over the years indicate that a second oxidation ditch is needed for emergency conditions when the primary oxidation ditch is out of service due to mechanical or structural failure. Therefore, this Project includes the conversion of the existing flow equalization basin to a “backup” or emergency oxidation ditch. This conversion will require that the equalization basin be retrofitted with a diffused aeration system, internal recycle pumps and extensive interconnecting piping. This retrofitted equalization basin will then serve as a permanent, second oxidation ditch thus providing critical redundancy to the wastewater treatment process. These improvements will benefit the approximate 10,000 residents of the City of Cape Canaveral and will eliminate the potential discharge of partially treated wastewater to the Banana River Lagoon. All funds requested are for fixed capital construction. 8.
