Process to receive a State Revoking Fund (SRF) Loan. The Request for Inclusion (RFB font, 62-503.900(1), lets us know that you
are interested in obtaining a SRF loan. Each RFI will be assigned a project engineer to assist you throughout the SRF funding process.
The information contained in the RFI is used to determine a priority score for your project: and the priority score is used to rank
projecis on the SRF priority list. Only projects ranked on the fundable portion of the priority list will receive consideration for a loan.
Your project engineer will assist you in understanding all program requirements necessary before you are asked to submit a loan

Project Description
Wastewater and Stormwater Improvements
City of Cape Canaveral
All projects proposed for funding are described in the Facilities Plan approved on April 8, 2013
and included in the FCEN dated April 8, 2013.
Wastewater Imorovements
Oxidation Ditch Reconfiguration: The oxidation ditch was constructed in the mid -1960's and
renovated in the mid -1990's and there is no redundancy for this part of the treatment process.
Should the ditch fail, minimally treated sewage would be discharged directly to the Banana
River Aquatic Preserve. This project will totally rehabilitate the ditch. (Funding for this project is
being requested at the August Priority List Adoption Meeting.)
Sludge Belt Refurbishment: The sludge belt press is over 15 years old and a complete
refurbishment is required to maintain the sludge dewatering and management process. As with
the oxidation ditch, there is no redundancy in this process and due to age and wear the existing
belt press is subject to failure at any time. (Approved for funding at the February meeting.)
2.5 MG Reclaimed Water Tank: A new 2.5 MG tank (size reduced from previously planned 3.0
MG based on final design considerations) is planned to augment the existing 1 MG tank.
Reclaimed water is provided to residents throughout the City; however the amount of
reclaimed water frequently exceeds the storage capacity during periods of low usage. During
these periods, reclaimed water is discharged to the Banana River Aquatic Preserve. The
additional storage capacity should eliminate this discharge and help the City meet the Total
Maximum Daily Load (TMDL) established for the Banana River Lagoon. The TMDL for the
Banana River Lagoon adopted in March 2009 requires reductions in the loadings of total
nitrogen and total phosphorus sufficient to meet sea grass depth limit targets. (Approved for
funding at the February meeting.)
Lift Station No. 2 (Holman Road) Gravity Sewer Improvements (Phases I, II, and III): The
gravity sewer line will be replaced on Holman Road to prevent surcharges in the wastewater
collection system. This line replacement and upgrading will be accomplished in three
construction phases and over 4500 L.F. of pipe will be replaced and upgraded. (Approved for
funding at the February meeting.)
Stormwater Improvements
The TMDL program requires reductions in total nitrogen and total phosphorus reaching the
Banana River Lagoon. The City plans to improve the stormwater management system in several
locations.
North Atlantic Avenue Streetscape Project —Stormwater Portion: This project involves
stormwater improvements along both sides of North Atlantic Avenue for a distance of about
6,500 L.F. These improvements will include stormwater collection as the majority of this stretch
of North Atlantic Avenue has no stormwater collection facilities. Stormwater from the street
and sidewalks currently flows onto private property and eventually to the Central Ditch for
discharge to the Banana River Lagoon. These improvements will likely include ex -filtration
facilities which will eliminate a significant amount of stormwater reaching the Banana River
Lagoon. This will help the City meet the requirements of the TMDL program. (Design of this
project will not be completed in time for the August meeting.)
West Central Boulevard Pipe Replacement: This project is needed to replace a severely
corroded metal pipe along the northern side of West Central Boulevard. Approximately 950 L.F.
of the aged and corroding metal pipe will be replaced with RCP. The potential collapse of this
pipe could cause flooding in the northern portion of the City north of West Central Boulevard
and east of SR AIA creating health and safety hazards for the residents and affect the pollutant
loading that ultimately reaches the Banana River Lagoon. Rebuilding this section of pipe will
allow the stormwater to continue to be treated in the existing baffle box before discharge.

Central Ditch Dredging: This project will remove muck of up to three feet in thickness from the
Central Ditch from West Central Boulevard to near SR A1A, a distance of approximately 900 L.F.
Muck and debris will be removed to eliminate this source of pollution and contaminates from
reaching the Banana River Lagoon and further aid in the City meeting the TMDL requirements.
(Approved for funding at the February meeting.)
City Park Exfiltration: This project will provide a large scale stormwater treatment facility
utilizing a city park in a residential area with little or no stormwater treatment facilities. The
stormwater exfiltration facilities will be constructed under ball fields and further reduce
contaminants currently being discharged to the Banana River Lagoon. (Design of this project
will not be completed in time for the August meeting.)
A preliminary estimate of cost for these wastewater and stormwater improvements is attached
as Exhibit A. The costs are separated for the projects that have been approved for funding, the
Oxidation Ditch project that will be "Ready -to -Proceed" for the August meeting, and projects
that are planned for a later Priority List Adoption Meeting in early 2015. A Request for Inclusion
for these projects will be filed at that time. Locations for the projects are shown on attached
Figures 1 and 2.
