2. Notice to Bidders
• Bids are due 2:00 pm on Thursday, June 30, 2016 at City Hall (105 Polk Avenue, Cape Canaveral, FL
32920)
• Questions received less than seven (7) calendar days (6/23 is the last day) prior to the date for opening
of Bids will not be answered.
3. Proiect Requirements
• Project Overview:
i. Rehab. Existing Oxidation after taking it offline
ii. Ready EQ Basin for aeration treatment— Add a baffle wall & membrane disc diffusers, blowers,
and rent IR pumps.
iii. Take ditch offline.
iv. Perform Ditch Rehab - Drain & clean the ditch, install temp. Micro C system, repair the ditch as
needed, install FRP panels, replace the 2 aerators, new stairs, paint bridge, and install new
weir & gate.
• This project needs to comply with "Davis -Bacon and American Iron and Steel Requirements".
• Sequence of Construction:
i. Install bypass pumping — from 1st Anoxic to the Ditch
ii. Install yard piping, test, and put yard piping & ditch back in service.
iii. Then perform EQ basin improvements
iv. Get EQ in service after FDEP clearance and then take ditch offline.
v. Drain, clean, remove water & grit.
vi. Perform rehab. and necessary repairs
• The City intends to direct purchase (ODP) all items that include $5,000 or more from a single supplier.
More information is available under Instruction to Bidders Item17 - Taxes.
• Certified weekly payrolls will be required for review by City.
• $60,000 Ditch Structural Repair Allowance - Engineer will inspect and recommend improvements. The
contractor will submit proposal for consideration. Owner will retain unused amount.
• The WRF must remain in service and in FDEP compliance at all times during construction. Contractor
shall provide bypass pumping as required.
