Sunmary Explanation & Background: SSA is tasked with preparing a detailed site plan and cost estimate as outlined in prior conceptual drawings to relocate the little league field to the western part of the existing city owned parcel. Goal is to enhance the current configuration and functionality of the ballfield/park areas. Waste Management has donated $2,000 that can be utilized to fund this design work and the rest to be taken from general fund contingency. Project is scheduled in the capital improvement budget for 99/OOFY. Site plan and cost estimates are needed to apply for grant funding. Please advise. Boucher City Manager City of Cape Canaveral 105 Polk Avenue Cape Canaveral, FL 32920-0326 RE: SSA Fee Proposal for Detailed Site Plan of Ballpark Dear Ben: SSA Per your request, Stottier Stagg & Associates, Architects, Engineers, Planners, Inc. (SSA) is pleased to present our fee proposal for development of a detailed site plan for the City's Ballpark. In general, SSA will "hardline" our earlier conceptual drawings of the ballpark by computing layout dimensions for the little league field, and tying this facility to the senior field and park's boundary with dimensions. SSA will also compute and layout the park's basketball court, playground area and concession facilities. Upon completion of the site plan, SSA will spray paint locations of the little league field in the park to allow City staff review. SSA's specific scope of services includes the following: SSA SCOPE OF SERVICES Task 1 - Field Computations ! Design: SSA will design the little league field and related amenities to be positioned in the park's boundary. The park's "hardlined" designs will be placed on a cadd drawing for use in future construction drawings. (It is not proposed at this time to prepare construction designs that reflect design grades, drainage, irrigation, landscaping, etc. The intent of this task is to provide a site plan that can be used for grant applications or matching money with the County.) Task 2 - Coordination with City Park and Public Works Staff: Two (2) coordination meetings are proposed with City staff during the hardlining of the park's facilities. The first meeting will occur once the facilities are scaled within the boundary. After City staff comments, SSA will calculate the park's facilities, tied to the park's boundary. The second meeting will review the "painted" Layouts at the park itself. Task 3 - Final Site Drawings: SSA will make any City recommended adjustments to the layout and finalize the park's site plan. Five (5) blueline copies of the site plan will be furnished to the City. SCHEDULES AND FEES Schedules: Upon SSA's receipt of a written notice to proceed work will begin immediately. It is anticipated that twenty (20) working days will be required to complete tasks 1 through 3 above. This should allow time for City reviews and meetings. Additional printing requested by the City will be invoiced at SSA's cost plus 10%. SSA's fees will be invoiced once per month based on a percentage of work being completed and payment will be due within thirty (30) days of receipt. Additional work authorized in writing by the City of Cape Canaveral that is not specifically included in this proposal will be billed at SSA's standard hourly rates or negotiated as a lump sum. The City of Cape Canaveral and SSA respectively bind themselves, their partners, successors, assigns and legal representative to the other party to this Agreement and to the partners, successors, assigns, and legal representatives of such other party with respect to all covenants to this Agreement. Neither the City of Cape Canaveral nor SSA shall assign, sublet or transfer any interest in this Agreement without the written consent of the other. The terms and conditions of this proposal are effective through March 30, 1999. Acceptance after this date may necessitate increased fees or altered conditions. City staff has talked with Brevard County Parks & Recreation Department about whether or not we could construct a regulation little league field as outlined by SSA. Brevard County staff conducted a site visit and conducted field measurements. The County staff concluded that to get a regulation size field in the proposed location, it would limit the available space between the two fields as far as a walkway and bleachers. I am requesting that SSA provide a proposal to design a detailed site plan for the proposed improvements and an engineers estimate for the improvements. Summary Explanation & Background: SSA is currently tasked with the re -design and preparation of bid documents to construct the remainder of Tower Blvd. The city recently closed on the Banana River Park property and SSA was tasked with preparing the attached proposal for design and preparation of alternative bid documents for the Tower Blvd. project. The City of Cocoa Beach would like to bid their roadwork in conjunction with our bid in an effort to save on construction costs. Funding for this work can be appropriated with county road impact fees, general fund operating contingency or reserves. I recommend approval utilizing county road impact fees. Since you are currently working on the bid documents for the construction of Tower Blvd, I am requesting a proposal from your firm to design the entrance roadway to this park and include it as an alternative bid item. Need to have a minimum of 24' paved roadway, associated drainage, and a five 5' sidewalk. Ed Gardulski has a survey of the 50' right of way that is being dedicated to the city. The design should commence from W. Central Blvd to approx. 20' north of the entrance. (SSA) is pleased to present our fee proposal for design of the entrance road to Banana River Park. This improvement will be proposed as an alternative bid item for the Tower Road construction. (adding to the Code) In general SSA will design the Banana River Park entrance road segment with the following criteria: • Minimum 24' wide paved roadway. • A five foot (6) sidewalk. • Public works will furnish a survey of the 50' right-of-way that is being dedicated to the City. • Drainage from the roadway will be planned to empty into the sanitary sewer lift station. This is a pilot program to be permitted with the SJRWMD and FDEP. • The design limits of the roadway will commence from West Central Blvd. to approximately 20' north of the entrance to Banana River Park. SSA's specific scope of services includes the following: SSA SCOPE OF SERVICES Task 1 - Field Surveys and Investigations: Upon receipt of the 50' R/W from Public Works (and authorization to proceed), SSA will obtain field topographic surveys for design of the road segment. SSA will also require as -built drawings of the lift station from the City. SSA will inspect the site including the existing ditch system presently within the proposed road R/W. Task 2 - Construction Drawings: SSA will prepare construction drawings for the roadway segment. This package will be prepared as a bid alternative to the Tower Road designs. An engineering cost estimate will be prepared as part of the designs. Task 3 - Permitting: SSA will coordinate with the SJRWMD and FDEP at the beginning of the work to obtain early approvals of stormwater treatment with the City sewer plant. If acceptable, SSA will proceed with the designs. SSA will also coordinate with the City of Cocoa to see how their stormwater reuse program is proceeding. This task is actually developing a pilot program for grant money and stormwater treatment within the City. Task 4 - Coordination with City Staff: SSA will hold two (2) coordination meetings with City staff to coordinate drainage designs and final construction drawings. This vehicle engine's is not repairable and the body is rusted out, hence it was auctioned. As a replacement item, a vehicle was selected from the State Purchasing Contract #070-300-403. Funds were budget and are available with in the Enterprise Capital Account. The purchase price for the replacement vehicle is $17,310. This vehicle will be utilized as a Water Reclamation Service vehicle. No conversion kit is available for natural gas. Funds have been budgeted in the amount of $19,000. Recommend the approval of the State Contract purchase of a Van in the amount of $17,310. Summary Explanation & Background: The Brevard County Commission is considering whether or not to implement increasing the local option gis tax by adding the 9th cent for the county and the 10th cent and 11th cent to be split with the county and cities as indicated on the attached worksheet. The City of Cape Canaveral's tax revenue from the 10th cent and 11th cent is estimated at $26,303. The current local option gas tax is 6 cents and will expire in 2011. The county would like to extend this to 2021 and add the 9th, 10th and 11th cents. The county commission is asking for feedback on this issue. Please advise.
