SUBJECT: FOURTH ANNUAL REINDEER 5K RUN&WALK FOR UNITED WAY OF
BREVARD COUNTY
This year's event was another huge success with 241 registered runners and walkers. Even
though"Mother Nature"cooperated and provided a cool morning for the participants, there were
18 "no shows"on event day.
This event would not be possible without the valuable assistance from the Street Department,the
Sheriff's Department,the Cape Canaveral Volunteer Fire Department and all the wonderful
volunteers. My thanks to everyone!
The eight(8)major sponsors have been invited to attend the City Council Meeting of Tuesday,
January 4 to receive Keys to the City for their continuing support of this event. At that time, a
check in the amount of$6,040.13 will also be presented to Rob Rains,President,United Way of
Brevard County.
It continues to be my pleasure to serve as Race Director of this very worthwhile, fundraising
event.

RESOLUTION 2000-01
A RESOLUTION OF THE CITY OF CAPE CANAVERAL, BREVARD
COUNTY, FLORIDA; AUTHORIZING THE ASSIGNMENT OF THE
GARBAGE AND RECYCLING SERVICES AGREEMENT TO WASTE
MANAGEMENT, D/B/A HARRIS SANITATION, INC; PROVIDING FOR AN
EFFECTIVE DATE.

WHEREAS, on November 18, 1997, the City awarded an exclusive solid
waste and recycling services agreement to Western Waste Industries, Inc.
d/b/a USA Waste Services; and
WHEREAS, due to a recent merger, the corporate name has changed to
Waste Management d/b/a/ Harris Sanitation, Inc.
NOW, THEREFORE, BE IT RESOLVED BY the City Council of the City
of Cape Canaveral, Florida, as follows:
SECTION 1. The City of Cape Canaveral hereby agrees to the
assignment of the November 18, 1997, solid waste and recycling services
agreement to Waste Management d/b/a Harris Sanitation, Inc.
SECTION 2. This Resolution shall take effect immediately upon its
adoption.
! ADOPTED BY the City Council of the City of Cape Canaveral, Florida,
this 4th day of January, 2000.

Dear Mr. Boucher:
With the completion of the merger between U.S.A. Waste and Waste Management,
D.B.A. Harris Sanitation in Brevard County, our Corporate Legal Department has a
campaign to consolidate Division names across the United States. As you are aware
your current contract with U.S.A. Waste is under the entity of Western Waste, which
was acquired by U.S.A. Waste several years ago.
Just recently the City of Cocoa Contract was renewed with our Company under the
name of Harris Sanitation, Inc. Prior to its renewal the Contract had the same entity
as the City of Cape Canaveral Contract. Nothing has really changed except the name on
the Contract. I am asking the City and Council to do a revision on our solid waste
contract to change the legal entity to Harris Sanitation, Inc.
On another issue requiring Council approval, I am requesting a revision to the
portion of the Contract titled Collector's Obligations Section 5A. This section
states that during holiday weeks makeup days are required. When our Contract was
renewed with Brevard County last year all the holidays except Thanksgiving and
Christmas were eliminated. The County Landfill will now work New Years Day, 4`r of
July, and Labor Day as normal workdays. This was done to provide better service to
our customers and to eliminate the confusion and phone calls that holidays usually
generate.
In reality makeup days provide service to only a small percentage of people at
a high cost. It would be greatly appreciated if the City would change the wording in
Section 5A of our Contract to the wording in the County Contract. This would also
accustom the residents to a more normal service schedule throughout the year.
If the holiday schedule change were approved by Council only Thanksgiving and
in certain years, Christmas would be affected. We will place an ad in the Florida
Today newspaper to notify residents when these holiday schedule changes occur. No
interruption to commercial dumpster service will take place because of the difference
in scheduling.
