WHEREAS, the Fair Housing Continuum, Inc., a Cocoa Based organization is
asking local municipalities to recognize April as "FAIR HOUSING MONTH"; and
WHEREAS, Congress of the United States passed the Civil Rights Act of 1968,
of which Title VIII declared that the law of the land would now guarantee the rights of
equal housing opportunity; and
WHEREAS, the Fair Housing groups, such as the Florida Commission on
Human Relations and The Department of Housing and Urban Development (DHUD)
have over the years worked toward successfully implementing all facets of the Fair
Housing Act and have, received complaints of violations to the Fair Housing Act; and
WHEREAS, the Fair Housing Continuum, Inc. is a community based fair housing
enforcement agency that addresses complaints received, investigates, attempts
resolution, develops resources to provide fair housing assistance and assists
community leaders and industry on fair housing policies and practices; and
WHEREAS, equal housing opportunity is a condition of life in our County and
State that can and should be achieved.
NOW, THEREFORE, 1, Rocky Randels, Mayor of the City of Cape Canaveral,
Brevard County, Florida, do hereby proclaim the Month of April, 2001, as
FAIR HOUSING MONTH
and express the hope that this year's observance will continue to promote fair housing
practices throughout our, City, County and the State of Florida.

WHEREAS, the City of Cape Canaveral is rich in natural resources and beauty;
WHEREAS, every citizen should contribute to keeping our environment clean
and healthful by working together to preserve clean air, fresh water, and the natural
beauty of our surroundings; and
WHEREAS, April has been designated as Keep America and Keep Florida
Beautiful Month; and Keep Brevard Beautiful, Inc., a Non -Profit organization does
request that attention be focused on the efforts of concerned Brevardians who are
working towards a clean community.
NOW, THEREFORE, I, Rocky Randels, Mayor of the City of Cape Canaveral,
Brevard County, Florida, do hereby proclaim the month of April, 2001 as
"KEEP BREVARD BEAUTIFUL MONTH"
And April 21 st, 2001 as
"TRASH BASH DAY"
in the City of Cape Canaveral, and urge all businesses, civic groups, governmental
agencies, and other organizations to work together to preserve the natural beauty of our
City, not only during April, but also throughout the year.
WHEREAS, child abuse and neglect is a serious and growing problem affecting
more then 3.1 million of our nation's children annually; and
WHEREAS, child abuse respects no racial, religious, class or geographic
boundaries, and, in fact, has been declared a national emergency; and
WHEREAS, Yellow Umbrella, Exchange Club Center for the Prevention of Child
Abuse, through its support of parent aide programs, parenting classes, educational
programs and community service activities, is making significant progress in stopping
this crime against families and children.
NOW, THEREFORE, 1, Rocky Randels, Mayor of the City of Cape Canaveral, do
hereby proclaim that the entire month of April, 2001, shall be observed as
CHILD ABUSE PREVENTION MONTH
in the City of Cape Canaveral, and I urge all citizens to use this time to better
understand, recognize and respond to this grievous problem; and to strive to improve
their community and make Cape Canaveral, a safer place for families to live.
And, Further, I congratulate Yellow Umbrella, Exchange Club Center for the
Prevention of Child Abuse of the Space Coast, Inc. for its continued success in helping
families break free from the cycle of child abuse.

PRESENTATION: Cape Canaveral Hospital
Ms. Lauri Smirl, Vice President of Planning and Development, related that Mr.
Chris Kennedy, Hospital President, expressed his regrets at not being able to
attend the meeting. She introduced Mr. Tom Mill, Vice President of Facilities
Planning and Mr. Bill Kerr, who previously worked on a similar project. Ms. Smirl
opened her presentation with an overview of the hospital expansion plan. She
related the hospital's need for expanding the Emergency Room Department. Ms.
Smirl outlined how the multi -specialty units would connect throughout the hospital
and provide greater clinic access. She stated that hospital renovation would
occur on the third floor beginning around April 1St. Ms. Smirl pointed out future
renovation plans for the fourth floor cancer unit. She stated that the step-down
unit would be located on the fifth floor and the sixth floor would be dedicated to
women's services.
Ms. Smirl explained that the Plan for Expansion includes 8.85 acres. She noted
reasons for an expanded campus as: 1) a growing and aging population, 2)
housing new technology, 3) providing convenient access for patients and reduce
traffic through facilities consolidation, 4) recruiting and retaining the most skillful
employees, 5) efficiency and cost effectiveness and 6) providing ample service.

Ms. Smirl outlined some of the future services and campus enhancements to
include: diagnostic services, private rooms, increased number of critical care
beds, cardiology and oncology centers, an Orthopedics Institute, a Women's and
Children's Center, a Geriatric and Rehabilitation Center and enhancements such
as storage and parking. Ms. Smirl provided historical background on the project
and noted the hospital's environmental stewardship in the campus enhancement
design. Ms. Smirl presented a video that further explained the need for the
expansion plan.
Mr. Bill Kerr explained how the sea grasses in the area played a determining
factor in the project. He stated that the permitting agencies agreed that one -acre
of sea grasses would be impacted. Mr. Kerr stated that mangroves would be
planted around the hospital perimeter. He referred to the component from the
City's Stormwater plan and stated that Center Street is the targeted location to
transplant the impacted sea grasses. Mr. Kerr stated that the Florida Department
of Transportation is in favor of the Center Street project.
Mr. Treverton asked how long the mitigation plan had been filed with the state.
Mr. Kerr responded that the latest mitigation strategy had been submitted within
eighteen months. Mr. Treverton asked if the City possessed a copy of the
mitigation plan to which Mr. Kerr replied that a copy would be supplied after
review from the St. John's River Water Management District. Mr. Bruns
expressed concern that the City was not a partner in the mitigation plan. Mr. Kerr
responded that he had viewed City locations with the City engineers and staff
who had knowledge of the plan. Mr. Bruns queried what would make the hospital
deed land back to the State in light of any future development. Mr. Kerr explained
that the hospital's foresight is twenty years inclusive. He stated that the 8.85
acres was based on founded calculations. Mayor Pro Tem Petsos expressed that
other areas were under Council consideration in the mitigation plan. Mr. Kerr
responded that following research he found that Center Street was cost effective.
Mayor Pro Tem Petsos questioned the impact of any expansion to State Road
520 on the hospital. Mr. Kerr pointed out that the rights-of-way were outside the
hospital property and he was not aware of any future highway needs. Mayor
Randels expressed the consensus of the Council in favor of the project and
asked if a resolution would show support. Mr. Tom Mill concluded that the City's
support would be appreciated after the hospital begins the construction
permitting process with the City of Cocoa Beach.

A motion was made by Mr. Weber and seconded by Mr. Bruns to approve
Consent Agenda Item No. 1.
The motion for approval of Consent Agenda passed 5-0 with voting as
follows: Mr. Bruns, For; Mayor Pro Tem Petsos, For; Mayor Randels, For;
Mr. Treverton, For; and Mr. Weber, For.

CONSIDERATIONS:
2. Interview of Business & Cultural Development Board Applicant,
Elizabeth Foy.
Ms. Foy stated for the record that her address is 125 DeLeon Ave, Cocoa
Beach, Florida. She owns residential property in Cape Canaveral and has a
business in Rockledge. Ms. Foy responded to Attorney Bennett that she
worked with the City of Houston on cultural events and her interest in the
Board is the cultural aspect. Mayor Pro Tem Petsos referred to a memo from
Ms. Jackie Coates supporting Ms. Foy's appointment. Mr. Treverton
commended Ms. Foy on her metropolitan experience and willingness to
contribute to the Board. Mayor Randels thanked Mr. Jovan Barzelatto for
introducing Ms. Foy to the Board's activities.
3. Request by the Friends of the Cape Canaveral Library, Inc. to use the
City Seal for Promotional Products.
Ms. Joanna Atwood requested on behalf of the Friends of the Library that
the Council permit the use of the City seal on tote bags. Mr. Treverton
expressed favor of using the seal to raise funds for a non-profit organization
however he also expressed concern with setting an unfavorable precedent.
He stated that although the Friends have a noble intent, he would not like to
see this privilege abused by subsequent requestors if allowed on an
unlimited basis. Attorney Bennett stated that conditions could be set within
the motion. Mayor Pro Tem Petsos queried if the privilege could be revoked
at a later date. Mr. Bruns expressed concern with reporting how the funds
from sales would be used. Attorney Bennett explained that subsequent to
findings of fact the motion could be revoked. Mr. Leo Nicholas stated that
under 501(3)( c) the Friends are regulated as a non-profit organization. He
explained that the Friends are audited and subject to annual accounting and
reporting could be submitted to ascertain use of funds.

A motion was made by Mayor Randels and seconded by Mr. Weber to
approve the request from the Friends of the Cape Canaveral Library, Inc."
an organization recognized by the State of Florida as a 501(c ) (3),
established with the purpose being only to benefit the Cape Canaveral
Library to use the seal of our City on their bookmark and tote bag products.
This finding of fact is after much discussion by City Council and determining
that both a public purpose exists and a benefit for the City. This motion
carries the understanding that a copy of current Articles of Incorporation and
an annual audit will be provided to the City and if a future Council finds
reason to discontinue this privilege to the organization, it may be revoked at
that time. The motion passed 5-0 with voting as follows: Mr. Bruns, For;
Mayor Pro Tem Petsos, For; Mayor Randels, For; Mr. Treverton, For; and
Mr. Weber, For.
4. Renewal of the Landscaping and Mowing Contract.
A motion was made by Mr. Bruns and seconded by Mayor Pro Tem Petsos
to approve the Renewal of the Landscaping and Mowing contract with Nick's
Lawn Service. The motion passed 4-0 with voting as follows: Mr. Bruns, For;
Mayor Pro Tem Petsos, For; Mayor Randels, For; and Mr. Weber, For.
[Mr. Treverton stepped away from the dais.]
RESOLUTIONS:
5. Mayor Randels read Resolution No. 01-07 by title:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAPE
CANAVERAL, FLORIDA SUPPORTING THE ESTABLISHMENT OF
AMTRAK PASSENGER RAIL EAST COAST OF FLORIDA, PROVIDING
FOR THE REPEAL OF PRIOR INCONSISTENT RESOLUTIONS;
PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE
DATE.
A motion was made by Mr. Weber and seconded by Mr. Bruns to approve
Resolution No. 01-07 supporting the establishment of AMTRAK passenger
rail service between Jacksonville and West Palm Beach along the East
Coast of Florida. Mayor Randels clarified for Mayor Pro Tem Petsos that
Cape Canaveral was not listed as one of the cities with a station. Mr.
Boucher listed the cities that were committed to the 20 percent cost. Mr.
Treverton stated that although he favored the rail system, he expressed
concern with using tax dollars for a profit -oriented system in light of potential
lack of use. Council requested that Ms. Lynn Pickett of Community
Development, City of Cocoa, provide further information prior to any decision

on this issue. Mayor Randels directed the City Manager to contact Ms.
Pickett to meet with the Council.
A motion was made by Mr. Bruns and seconded by Mr. Treverton to table
Resolution No. 01-07. The motion passed 5-0 with voting as follows: Mr.
Bruns, For; Mayor Pro Tem Petsos, For; Mayor Randels, For; Mr. Treverton,
For; and Mr. Weber, For.
6. Mayor Randels read Resolution No. 01-08 by title:
A RESOLUTION OF THE CITY OF CAPE CANAVERAL, BREVARD
COUNTY, FLORIDA; AMENDING THE RETIREMENT PLAN AND
TRUST FOR THE EMPLOYEES OF THE CITY; PROVIDING FOR THE
REPEAL OF CONFLICTING RESOLUTIONS; AND PROVIDING AN
EFFECTIVE DATE.
A motion was made by Mayor Pro Tem Petsos and seconded by Mr.
Weber to approve Resolution No. 01-08 amending the retirement plan and
trust for the employees of the City. Mr. Boucher explained that this
resolution would fulfill a statutory requirement. Mayor Randels explained
that Senate Bill 372 provided for a new requirement in that the investment
of assets in any requirement plan of any pension needed a specific,
consistent format. The adopted statute required consistency in verbiage.
He explained further that the Florida Municipal Pension Trust Fund
required revisions in order to remain in existence and all retirement trust
require a uniform investment policy. Mayor Randels stated that the By -
Laws in the Masters Trust Agreement has been partitioned and
considered exhibits. He stated further that this would facilitate any
revisions without affecting the Master Trusts. Mayor Randels clarified for
Mayor Pro Tem Petsos that this resolution does not fiscally affect the
City's retirement plan. The motion passed 5-0 with voting as follows: Mr.
Bruns, For; Mayor Pro Tem Petsos, For; Mayor Randels, For; Mr.
Treverton, For; and Mr. Weber, For.
Mr. Bruns requested to make his report at this time.
• Mr. Bruns expressed concern with trolley stops in the City and asked that
staff provide further exploration.
• Mr. Bruns questioned a site plan on the Villages of Seaport in light of
current construction and asked for an upgraded site plan.
• Mr. Bruns expressed concern with lack of response from the City of Cocoa
Beach regarding the reuse agreement. Mayor Pro Tem Petsos responded
that the Cocoa Beach Commission has not yet seen the proposed Reuse
Resolution.
Mr. Bruns left the meeting at 8:35 P.M.

REPORTS:
1. City Manager
• Mr. Boucher announced the Patriot's Day parade and Student Art Show at
the Library on Saturday, March 10tH
• Mr. Boucher announced that the Sand Fence's are ready and a volunteer
project date was set for March 31St
• Mr. Boucher queried if Council would like a spring planting. Mayor Pro
Tem Petsos suggested planting hibiscus along the fence line on
Washington Avenue. Mr. Treverton suggested beautification on the chain
link fence at the City Park using webbing and green vegetation.
• Mr. Boucher stated that he would meet with the Fire Chief, the Precinct
Commander and the City Attorney regarding fireworks regulations.
Attorney Bennett stated that regulations regarding discharging without a
license do exist. He stated that proactive measures such as signage might
assist regulation.
• Mr. Boucher announced that the Mayor and Mayor Pro Tem are attending
the Legislative Action Day in Tallahassee and that Council might consider
canceling the Regular meeting on April 3rd at the next regular meeting on
March 20tH
• Mr. Boucher announced that Deputy John Potter was named the National
Deputy of the Year.
• Mr. Boucher reported that Barbara Myers from the Metropolitan Planning
Organization would attend the next scheduled meeting and speak
regarding the Greenways program
AUDIENCE TO BE HEARD:
Mr. Frank Kuhns, 120 E. Central Blvd. expressed concern with City
employees issuing citations. Mr. Kuhns also stated that he was fined
doubled after -the -fact on a building permit issue. Mr. Boucher encouraged
Mr. Kuhns to visit the City Manager's office and discuss his issues further.
Mr. Bill Tyra, 300 Columbia Drive, stated that he wrote a letter to Mr.
Boucher regarding the low -motor zone. Mr. Tyra explained the proposed
no -motor boat regulations in the area. Mr. Scott Carlson from the County
told Mr. Tyra that the community would still have ingress and egress out of
their channel. Mr. Tyra's request is for official markers on the channel to
ensure community access. Mr. Tyra announced that the County is holding
a workshop on the issue from 4 to 9 P.M. on March 7tH. Mr. Boucher
stated that the meeting would receive extensive coverage and feedback
would be available. Mayor Pro Tem Petsos expressed that he would like
to see the markings. Attorney Bennett stated that in light of the no -wake

ordinance, the markings would benefit the City. Mr. Treverton commended
Mr. Tyra on a well -presented plan.
Mr. Leo Nicholas queried the status of Fairvilla rescinding its Adopt -A -
Highway sign. Attorney Bennett stated that since the Florida Department
of Transportation was third party to the agreement, they could not require
the sign removal.
Mr. Nicholas asked if a dedication is planned for Thurm Blvd. Mr.
Gardulski stated that the dedication for Thurm Blvd. would be held during
Public Works Week in May.
Ms. Lee Vicodomini thanked the City for promoting Mrs. Stills and said
that she experienced friendly customer service whenever she visited City
Hall.
City Clerk
• Mrs. Stills reported that she submitted a memo to City Council and staff
with information on the visiting Irish student from Brevard Community
College. The student will work as a Public Information Technician in the
City Clerk's office to help re -develop the City services booklet.
• Mrs. Stills announced that the City Board banquet is set for Saturday, April
7th from 6 to 9 P.M.
City Attorney
• No report
Mr. Weber
• Mr. Weber related that all City staff is to be commended for jobs well
done.
• Mr. Weber asked that the City Manager's evaluation be placed on the next
Agenda.
Mr. Treverton
• Mr. Treverton reported on his status of obtaining a German translator for
our visitors from Kloten, Switzerland in that he found a prospect and asked
the City to compensate the student's time and effort.
Mayor Pro Tern Petsos
• Mayor Pro Tem Petsos questioned if the City is working on a continued
sidewalk plan. Mr. Gardulski responded that the plan would continue
following subsequent repairs.
• Mayor Pro Tem Petsos asked if the survey was completed regarding tax-
exempt construction materials from the Florida League of Cities. Mr.
Boucher responded that he would reply.

• Mayor Pro Tem Petsos expressed that all citizens be asked to stand for
the Pledge of Allegiance. Attorney Bennett stated that "Please Stand for
the Pledge of Allegiance" is appropriate.
Mayor Randels
• Mayor Randels recognized and thanked the Streets/Maintenance
department for the street signs on the dune crossovers.
• Mayor Randels recognized replacing the mulched areas with grass.
• Mayor Randels expressed thanks to Cape Canaveral's law enforcement
on serving outstanding warrants and maintaining a safe, law-abiding
community.
• Mayor Randels recognized the Public Works Department for becoming the
first municipal member of Florida Urban Forestry.
• Mayor Randels reported that the Coast Guard Station is the first annual
site of the 7th District Buoy Tender Roundup that involves training and
competition in Coast Guard activities.
• Mayor Randels reported that three NATO destroyers would be available at
the Port for public tours.
• Mayor Randels reported that the AJT engineering firm is ranked in the top
ten for the state of Florida.
• Mayor Randels reported that the final draft of the coast-to-coast rail should
be finalized within the next two months.
• Mayor Randels questioned further information on participation in the
Brevard County Youth Board. Mayor Pro Tem Petsos expressed concern
with the amount of the required donation.

We are excited to present the Brevard County Greenways and Trails Draft Master Plan to your
community. It has been nearly a year since we went out into the community seeking input for
Brevard's greenways and trails. We gathered many ideas and have put them down on paper
creating the master plan. The master plan is a compilation of existing greenway projects and
extensive public involvement workshops held throughout Brevard County this past year.
The public gave us their vision for what they want to see for future greenways and trails. They
told us their ideas as well their concerns about trails. We listened and now we would like to
present the plan to your community for further refinement.
We will be happy to schedule a presentation before your city council or conduct a workshop with
your staff on the master plan. We would like to schedule the workshops to start as early as the
middle part of January and extend through February. This is an important opportunity for your
city to participate further in developing the future greenways and trails network in Brevard
County. Please Contact Ms. Barbara Meyer at the Brevard MPO (690-6890) to schedule a
presentation or workshop.

Comments: Bennett's years of experience with the city, starting with the Finance
Department, have prepared him well as a fiscal manager. He sees the "big picture"
and he consistently kept our books "in the black".

Comments: Besides relying on staff, Bennett makes productive use of consultants

Had Bennett acted sooner, he could have saved the city two years of grief.

level, dedication and low turnover rate of the staff he has hired. I think
their performance speaks well of Bennett's relationship with them.

Comments: Bennett has always been available and helpful to me personally. He has
provided me with information on annexation, city hall remodeling, and gave a good
presentation to the Murcias about possible Center Street purchase. He has also
arranged various informational workshops (city hall, 5 -year capital, sewer rate,
and stormwater) this year for the benefit of the entire City Council.

(mitigation). In Bennett's favor, let me say that his non -confrontational style
often works and reaps positive benefits for the city.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAPE
CANAVERAL, FLORIDA SUPPORTING THE ESTABLISHMENT

COAST OF FLORIDA, PROVIDING FOR THE REPEAL OF PRIOR
INCONSISTENT RESOLUTIONS; PROVIDING FOR
SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Amtrak and the Florida East Coast Railroad have announced they
are close to signing an agreement that will make possible passenger and improved
freight rail service to the East Coast of Florida, and
WHEREAS, this critical addition to our infrastructure depends on a one-time
Florida Department of Transportation investment of approximately $60 million; and
WHEREAS, Amtrak trains will provide stops in St. Augustine, Daytona Beach,
Titusville, Cocoa/Port Canaveral, Melbourne, Vero Beach, Ft. Pierce and Stuart, and
WHEREAS, the route will follow existing Florida East Coast right-of-way to West
Palm Beach and very little land will need to be acquired, making the project inexpensive
when compared with the costs of linking other cities; and
WHEREAS, the trains will run at speeds of nearly 80 miles per hour in certain
places, providing fast, efficient passenger transportation; and
WHEREAS, the project will offer rail transportation as an alternative to the more
than three million revenue cruise passengers who sail annually from Port Canaveral and
help ease our overcrowded highways; and
WHEREAS, the train service will provide connectivity for all the East Coast
stations, linking them to a national rail system; and
WHEREAS, each Amtrak train can carry up to 300 passengers, resulting in the
equivalent of four large airliners coming daily to the door of each community,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CAPE CANAVERAL, FLORIDA, as follows:
Section 1. The City of Cape Canaveral supports the establishment of Amtrak
passenger rail service between Jacksonville and West Palm Beach along the East Coast
of Florida.

Section 2. The City of Cape Canaveral urges the Florida Department of
Transportation, the Florida State Legislature and Governor Jeb Bush to support and fund
the establishment of such passenger rail service.
Section 3. Repeal of Prior Inconsistent Resolutions. All prior resolutions or
parts of resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 4. Severability. If any section, subsection, sentence, clause, phrase,
word, or portion of this resolution is for any reason held invalid or unconstitutional by any
court of competent jurisdiction, such portion shall be deemed a separate, distinct and
independent provision and such holding shall not affect the validity of the remaining
portion hereto.
Section 5. Effective Date. This Resolution shall become effective immediately
upon adoption by the City Council of the City of Cape Canaveral, Florida.

BENEFITS OF AMTRAK'S PROPOSED SERVICE
ALONG THE EAST COAST
1. Amtrak and FEC are close to signing an agreement that will make possible
passenger and improved freight rail service to the East Coast of Florida.
This critical addition to our infrastructure depends on a one-time FDOT
investment of approximately $60 million to increase track capacity and fund
80 percent of the cost of each passenger station.
2. The project will be very visible, ,popular and fast. Amtrak and FEC estimate
the first passenger train can be running 10 months after FEC receives the
initial funding for certain of the infrastructure capacity improvements.
3. Amtrak trains will add stops in:
•'• St. Augustine
❖ Daytona Beach (full service, staffed station)
•'• Titusville
❖ Cocoa/Port Canaveral (full service, staffed station)
•'• Melbourne
❖ Vero Beach
•'• Ft. Pierce
❖ Stuart
4. The proposed project will link Jacksonville and Miami. The route will
follow existing FEC right-of-way to West Palm Beach and very little land
will need to be acquired. (Existing CSX track will connect the new Amtrak
service from West Palm Beach to Miami.)
❖ Because of the existing right of way, the project will be relatively
inexpensive when compared to the costs of linking other cities. It also
will not be controversial with property owners.
❖ The trains will run at speeds of nearly nearly 80 miles per hour in certain
places, providing fast, efficient passenger transportation.
5. The project will offer rail transportation as an alternative to the more than
three million revenu-e cruise passengers who sail annually from Port
Canaveral. Carnival Cruise Lines, Sterling Casino Lines and others have
already approached Amtrak in the hope of utilizing the trains to transport
their passengers to the ships. Sterling has offered to pay its passengers to
ride Amtrak. At the present time, Sterling must transport many of its
passengers by bus from Orlando, Vero Beach, etc. Carnival has indicated
that it hopes to use Amtrak to haul passengers to both Port Canaveral and
Miami and hopes to offer package deals. This participation will help make
the East Coast Amtrak service profitable.
6. The train service also will provide connectivity for all the East Coast stations,
linking them to a national system. For example, it will be possible to travel
from Cocoa to Boston without changing trains and as far as Vancouver, British
Columbia, with only a few changes.
5. The proposed Amtrak Service will help alleviate the congested roads and
airports throughout Florida. It will provide a convenient alternative to travelers.
6. The FDOT's portion of the cost for the service will be approximately $60
million. Fifty million dollars will go for capacity improvements, which will
allow both Amtrak and FEC to keep growing. FEC will be free to continue to
pursue more freight traffic even with the additional passenger trains operating
on its line. This, in turn, will help take more freight off Florida's overcrowded
highway system as it strengthens the state's intermodal transportation
infrastructure.
7. About 10 million dollars of FDOT's investment will go for station costs. The
cities along the route have expressed willingness to provide approximately 20
percent of the cost for stations. The remaining 80 percent will come from
FDOT.
8. Cocoa, although a small community with only 18,000 residents, looks at its
Amtrak station as an investment and willingly will provide its 20 percent, which
is approximately $468,000. For many of the communities along the East Coast,
Amtrak service will aid economic development and make traveling much
easier.
9. Each Amtrak train can carry up to 300 passengers. This results in the
equivalent of four large airliners coming to the door of each community.
10. The proposed service is a win -win-win situation for all involved. The state, the
communities, FEC, Amtrak and, most importantly, the residents will benefit
from this expanded passenger and freight network.

Dear Gov. Bush:
I strongly urge you to support funding to make Amtrak Passenger Rail Service a reality along the East Coast of
Florida. This service can be up and running from Miami to Jacksonville in 10 months with an expenditure of $60
million dollars. This is less than it would cost to build 60 miles of new highway and will be available to travelers in
much less time. It will help alleviate the overcrowding on our highways and major airports and provide a critical,
missing piece to our state infrastructure.
This project will be very visible, very popular and very fast. Because existing Florida East Coast Railway right of
way will be used, it provides an inexpensive and non -controversial method of linking the cities of the East Coast of
our state with a national rail system. Upgrading the track along the East Coast also will improve the rail freight
capacity in our state and improve our competitive position when competing with other states for new industries.
While I realize that the state is facing a pinched budget year, I believe that a Florida Department of Transportation
investment of $60 million for passenger rail service on the East Coast is an opportunity we may not see again. Fifty
million dollars of the money would go to track capacity improvements and the remaining ten million dollars would
help build eight new passenger stations in St. Augustine, Daytona Beach, Titusville, Cocoa/Port Canaveral,
Melbourne, Vero Beach, Ft. Pierce and Stuart. These cities have committed to funding 20 percent of the cost of
station construction because they know this service will foster economic development all along the route. FDOT
will be able to invest in the entire East Coast of Florida and provide a much needed rail link for a very minimal
investment. If we try to postpone this project until next year or later, we may lose the full cooperation of either
Amtrak or the Florida East Coast Railroad. They are ready to act now. Surely the state can join them.
I ask you to put your full support behind this project and instruct FDOT to budget the necessary funding. All of
Florida will benefit.

I reviewed the list of signs provided to me by staff. Apparently these are
signs located in the north half of the City. I have prepared the following
tables based upon the information given to me.
I also compared these tables to Table 94-96-1 of the Sign Ordinance. Any
sign greater than 150 total square feet has been nonconforming already.
Presently, there are 10 nonconforming signs by square footage in the area
reviewed. Also there were no signs above the 30 feet height restriction.
