CONSENT AGENDA
All items brought before the City Council on the Consent Agenda are to be
approved by a single motion. Such requests shall include, but not be limited to:
• Approval of the minutes
• Proclamations (unless a special presentation is to be made)
• Bid recommendations for items which were approved by the City Council
during the budget process and which are permitted under the provisions
of the City Code
• Certain fee waivers for licenses, sign permits, etc. as permitted by City
Code
• Payment of contracts
• Map approval, reports, bids and agreements that have been previously
discussed
• Other minor events that, in the City Manager's opinion, do not significantly
impact the normal service delivery capacity of the City.

Sanitary Sewer Cleaning; Griner's, Inc.
As part of the City's Sanitary Sewer line rehabilitation program, each year funds are
budgeted for repairing the sewer collection system. This program entails the cleaning, televising,
and repairing and/or replacing of sewer lines as required. Three years ago the collection crew had
identified problem areas and developed a five -(5) year plan for cleaning and televising its
sanitary sewer system. As part of this year's rehabilitation program we are scheduling to perform
lining of 4,536 feet of sewer line. The estimated cost for slip lining is $140,616. A total of
$396,000 has been budgeted for the Sewer Collection System Rehabilitation Improvements for
this budget year. This work is complete.
The City's Public Works Department staff has located a line blockage within the 10 -inch
ductile iron sewer line along the canal south of lift station #3, see attached map. Due to the type
of the construction of the line, a cutter tool is required to clear the blockage and build up along
the pipe wall. This is a common problem with older DIP sewer lines. Griners will clean 1,200
feet of DIP sewer line for the amount of $7,800. The City of Cape Canaveral had utilized
Griner's Pipeline Services last year and found the quality of workmanship satisfactory. Funds
are available and budgeted.
Recommend approving cleaning of 1,200 feet of DIP sewer line Griner's in the amount of
$7,800.

Emergency Sewer Line Repair
During the demucking process at the construction site of the new Wendy's, BBB Services
Co. damaged the City's sewer main that extends along the south side of the canal. Atlantic
Development of Cocoa was call by the City of Cape Canaveral to make the emergency repair.
The site engineering drawings depicted the location of the sewer line. More so, City staff
located the sewer for the contractor, BBB Services of Atlanta. The invoice to the City of Cape
Canaveral in the amount of $13,985 from Atlantic Development needs to be paid and the
Contractor and/or the property owner shall be invoiced for the damage to city property. Wendy's
has been notified of the damage.
Recommend the approval of payment to Atlantic Development in the amount of $13,985
and filing a claim with the parties responsible for the damage of the City's sewer line.

business within the city, the city shall
award the contract to one of the tie bidders
by drawing lots in public.
t'9i Performance bond. The city shall have the
authority to require a performance bond be-
fore entering into any contract in such
amount as the city shall find reasonably
necessary to protect its interest.

Sec. 2.219. Open market purchase proce-
dures.
All purchases with an estimated value of
$5,000.00 or less shall be made on the open market
without observing the procedure prescribed by sec-
tion 2-218 for the award of contracts. Purchases of
greater than $500.00 but less than $5,000.00 will
be obtained by soliciting written quotes prior to
awarding a contract or purchase order. All pur-
chases exceeding $500.00 but not exceeding
$5,000.00 shall be approved by the city manager.
Except in the case of emergency, the city pur-
chasing agent shall solicit at least three compet-
itive quotes by way of mail, telephone or other
suitable means, and the quote of the lowest re-
sponsible bidder shall be accepted. The city pur-
chasing agent shall keep a record of all open
market purchases and the bids submitted in com-
petition therefor and such records shall be open to
public inspection. If the open market purchase
sought is less than $500.00, the city purchasing
agent shall make purchases according to best com-
mercial practice.

Sec. 2-220. Sole source.
When it has been determined that a certain type
of supplies, services or construction is available
from only one source, or no other substitutive sup-
plies, services, or construction are available for
purchase by the city, the city may purchase the
items from the single source of supply without
complying with the competitive purchasing pro-
visions of this division.

Sec. 2.221. Emergency purchase.
In the case of an apparent emergency which
requires an immediate purchase of supplies, ser -

vices or construction, the city manager shall be
empowered to secure by open market procedures,
at the lowest obtainable price, any supplies, ser-
vices or construction, regardless of the amount of
the expenditure, when such procurement is essen-
tial to prevent delays in the work of the city which
may vitally affect the life, health or welfare or
convenience of the citizens. A full report of the
circumstances of an emergency purchase shall be
filed by the city manager with the city council at
the next regular city council meeting following j
the purchase, shall be entered in the minutes of
the city council and shall be open to inspection.

Sec. 2-222. Cooperative purchasing.
(a) The city may procure, without compliance
with the competitive purchasing procedures of the
this division, supplies, services and construction
under the terms of contracts entered into by or
through other governmental agencies as follows:
(1) The United States government General Ser-
vices Administration (GSA), or other such
federal contract;
(2) State department of purchasing and pro-
curement;
(3) Brevard County;
(4) Multicounty cooperatives; or
(5) Cooperative purchasing agreements as des-
ignated by the city council.
(b) The city manager shall approve any pur-
chase from the agencies described in subsection
(a) of this section which exceeds $500.00 but does
not exceed $5,000.00. 'The city council shall ap-
prove any such purchase which exceeds $5,000.00.

Engineering evaluation of Lift Station 94 and
Authorization for final design and bidding
Lift Station # 4 is a "Can" type lift station located in Harbor Heights. This type of lift
station is the last remaining original dry well lift station that is about 35 years old. More so, the
safety requirements for maintenance for this lift station mandates that three people are needed to
meet the confined space regulations. Other "Can" type lift stations within the City have been
replaced. For example lift station #1 was converted in 1997, Lift Station 42 was converted in
1989 and Lift Station 43 was converted in 1990. On October 5,1999 City Council approved the
evaluation and redesign of Lift Station #4 by SSA.
SSA Engineering have completed the evaluation and redesign of Lift Station 94 and the
associated force main with gravity line Funds for this project has been budgeted in the Enterprise
Fund Capital FY 00-01 Budget. The required up sizing of this Lift Station is impact fee eligible.
SSA has successfully completed Task 1 approved by City Council.
. Attached is a map depicting the location of Lift Station 44 and the route of the new
sewer line. The route of this line will require an easement around the property at the end of Oak
Lane. The property owner has agreed to an easement agreement to allow the city to tie its sewer
line to the exciting line, which is along the Canaveral Ditch.
Lift station # 4 is failing structurally and mechanically. On February 6`" of the year the
dry well, the location for pumps and controls, was flooded with sewage. Emergency repairs have
been made to curtail any health hazards. It is imperative that lift station # 4 be replaced as soon
as possible in order to provide sewage disposal from the Harbor Heights area.
Recommend the approval of the evaluation of Lift Station #4 by SSA and to proceed with
the design and advertising the bidding of the project for construction.

RE: SSA Fee Proposal for Evaluation and Redesign of Lift Station #4, Cape Canaveral, Florida
Dear Ben:
Per your request, Stottler Stagg & Associates, Architects, Engineers, Planners, Inc. (SSA) is pleased to present our
fee proposal for evaluation and possible upgrading designs for lift station number 4. This lift station is located in
Harbor Heights Subdivision at Coquina Avenue, and was originally part of the 11.185 sewerage system improvements
for the City. The ouffall for the lift station is through the Ocean Woods Subdivision to a force main on Central
Avenue.
SSA design work will include an evaluation of the 1985 plans (for the lift station), along with shop drawings supplied
by the City. SSA's specific scope of services includes the following:
SSA SCOPE OF SERVICES
Task 1 - Inspection and Plan Review: SSA will coordinate with the City and perform a field inspection and plans
review of Lift Station #4. (The City will also furnish historic calculations for this lift station along with the
historic DEP permit.) Upon completion of the review, SSA will issue an Engineering Memorandum for
design improvements (if needed) to the lift station. If design upgrades are recommended by SSA, then field
measurements of the existing lift station will be taken.
Task 2 - Design Plans: Upon authorization by the City to proceed (from the SSA Engineering Memorandum), SSA
will prepare design drawings for Lift Station 44. As a part of the package SSA will include design
specifications and an estimate of probable costs for the improvements. SSA will also include bid document
support for the designs. (No off-site improvements have been included for the force main through Ocean
Woods or tie-ins to Central Blvd. If required, this work would be performed as an additional service to the
City.)
Task 3 - Permits: Upon City authorization, SSA will prepare a permit application for modification of Lift Station #4
with the FDEP.
SCHEDULES AND FEES
Schedules: Upon receipt of written authorization to proceed SSA will complete Task 1 in fifteen (15) working days.
Upon City's approval of the Engineering Memorandum, SSA will complete the design package in another fifteen (15)
working days. (It is anticipated that approximately twenty (20+) days may exist between Tasks 1 and 2 for the City
review.) Permit applications will be prepared when 90% plans are complete and these schedules will be coordinated
with City staff.
Fees: SSA fees will be as follows:
Task 1 - Lump Sum Fee of $975.00
Task 2 - Lump Sum Fee of $5,450.00
Task 3 - SSA's City Hourly Rates Not to Exceed $1,200.00

Print costs for final drawings (and documents) will be billed to the City at SSA's cost plus a 15% mark-up. Fees will
be invoiced once a month based on a percentage of work completed (plus any hourly permit work) and will be due
within 30 days of receipt.
The City of Cape Canaveral and SSA respectively bind themselves, their partners, successors, assigns and legal
representative to the other party to this Agreement and to the partners, successors, assigns, and legal
representatives of such other party with respect to all covenants to this Agreement. Neither the City of Cape
Canaveral nor SSA shall assign, sublet or transfer any interest in this Agreement without the written consent of the
other.
The terms and conditions of this proposal are effective through October 1, 1999. Acceptance after this date may
necessitate increased fees or altered conditions.

INTRODUCTION
The City of Canaveral contracted with Stottler Stagg & Associates, Architects,
Engineers, Planners, Inc. (SSA) to inspect and evaluate the condition of Lift Station
No. 4.
Lift Station No. 4 serves the residences in Harbor Heights, Ocean Woods, and the
two Ocean Oaks condominiums in the City of Cape Canaveral. It is located on
Coquina Avenue in the Harbor Heights subdivision. Wastewater from residences
and condominiums flows by gravity sewer lines to the lift station. After Lift Station
No. 4 collects the sewage flows it pumps them through a 4" force main which
discharges to an 8"gravity line along Central Boulevard. This gravity line then
discharges sewage flows to the 12" force main along North Atlantic Avenue.
The purpose of any lift station is to receive, store temporarily, and move wastewater
through the sewage collection system. Lift Station No. 4 consists of a wet well to
collect and store wastewater and a companion dry well which contains the pumping,
control and related equipment. The existing dry well has two 150 gpm Model 5432B
Fairbank Morse Pumps rated for a total head of 32 feet. The pumps have 5 hp
Westinghouse motors with a 9-3/4" impeller.
In order to evaluate the adequacy of Lift Station No. 4 and its associated 4" force
main, SSA reviewed construction plans and record plats, visited the lift station,
reviewed pump readings, contacted City personnel, and estimated sewage flows,
pipe and lift station losses, and velocity and headloss in the existing 4" force main.

EVALUATION OF EXISTING EQUIPMENT
From a review of construction drawings, SSA concluded that the lift station and
4"force main were built prior to construction of Ocean Woods and Ocean Oaks
condominiums (late 1965-1966). The 1985 construction plans show that some minor
modifications were made to the lift station but the original pumps were not replaced.
The pump manufacturer, Fairbanks -Morse's records show that the pumps' shipment
dates were October 1965. Therefore, the original pumps have been in service since
late 1965 or 1966, approximately 35 years. On April 24, 2000 when SSA personnel
visited the lift station, the meter monitoring operation hours showed that each pump
had logged approximately 20,000 hours. Replacement parts for the Fairbanks -
Morse's pumps and the Westinghouse motors and electrical controls are difficult to
obtain due to the age of the equipment.
Since the original design calculations were not available, SSA evaluated Lift Station
No. 4 based on existing data and inspection. To determine the number of times the
pumps operated each day, reports of pump run times were reviewed. Twenty - one
days between 11/1/99 and 11/23/99 and 236 days between January 1, 2000 and
January 25, 2001 were studied. The maximum pump operation that occurred during
these periods happened on October 4, 2000 when each 150 gpm pump at Lift
Station No. 4 operated 115 times day. Over the course of the day, this is equivalent
to 4.8 times per hour, which is within normal design limits of 6 times/ hour. However
during times of peak sewage inflows, such as the early waking hours or in the
evening, the pumps are likely to operate more frequently. SSA personnel observed,
during one of their site visits in April 2000 that the pumps turned on 4 times in 20
minutes or 6 times per hour per pump.
Pump operation may be further increased by infiltration. City personnel have
reported and pumping records indicate that the pumps operate most frequently
during the heavy rain periods (summer months). This is probably the result of
infiltration into the old brick manholes, the old vitrified clay pipe collection system,
and the lift station wet well itself. During a visual inspection, SSA personnel
observed that the interior wet wall lining material had completely deteriorated. Also,
SSA personnel noticed a seam in the concrete where infiltration may occur.
Infiltration is higher in the summer months when the groundwater table is higher and
there is more hydrostatic head. Infiltration in other wetter years will be higher than
the data observed between November 1999 and January 2001. This period is
considered unusually dry. Drier conditions cause a lower groundwater table and
hence less infiltration. High rates of infiltration to the wet well can be reduced by
replacing the existing wet well.
Pump operation at Lift Station No. 4 is regulated by float controls The lead pump is
set to start pumping when the float in the wet well reaches level of 4.5' and to shut
off when it reaches a level of 1.75'. The lag pump is set to start pumping at a level of
5.0' and to cease pumping when the wet well reaches a level of 1.75'. Alarms are

set if the level exceeds 7.5' or falls below 1.5'. SSA personnel noticed on April 24,
2000, that the pumps did not appear to be operating consistently with these float
controls. Even though both pumps were set to operate until the wet well dropped to
a level of 1.75', the pump that was operating shut off instead at a level of 2.25'. This
means that the wet well was not drawn down as much as it could be and therefore,
will refill more quickly since there is less available storage. If the float controls are
working improperly, this could cause the pumps to turn on more frequently.
The dry well needs to be replaced. Periodic observations of dry pit indicate possible
sewage leakage from the wet well. It cannot be repaired because welding would
damage the existing protective outside coating and is too dangerous due to the small
space and therefore, is prohibited by OSHA. Maintenance of the existing dry well is
hindered by safety concerns. Because of OSHA requirements, two personnel are
required instead on one. To meet OSHA confined space requirements, a new dry
well will need air conditioning and a dehumidifier.
In general, it is difficult to service Lift Station No. 4 because it is hard to take part or
all of the existing system offline due to the quantity of sewage flows.
EVALUATION OF EXISTING FLOW CONDITIONS
The size of the pumps was checked by estimating the average daily flow and
maximum daily flow and total head. Estimates of the existing average daily sewage
flows per residence were based on corresponding building area and number of
bedrooms. The number of units and building areas were estimated from record plat
drawings and interview with real estate personnel.

Check Velocities in Force Main
Velocities within the force main should be maintained between 2.5 fps and 7 fps.
The lower limit of 2.5 fps ensures that there are sufficient velocities to prevent
settling. The upper limit of 7 fps is to protect the pipe from scouring.

For peak flows, velocities in the 4" force main exceed 7 fps so there may be some
scouring within the pipe for existing conditions.
RECOMMENDATIONS
Lift Station No. 4 needs to be replaced for the following reasons:
Replacement pump parts and electrical components are difficult to find.
Fairbanks -Morse and Westinghouse no longer manufacture
replacement parts and new parts are incompatible with the older
equipment. For this reason and their age (35 years and over 20,000
hours of service), the pumps, motors, and control equipment need to
be replace.
2. The pumps, motors, and control equipment at Lift Station No. 4 are not
compatible with equipment at other City lift stations and wastewater
treatment plant which hampers maintenance and repair.
3. The current Lift Station No. 4 including the 4" force main is undersized.
The system was originally designed in the mid 1960s to handle sewage
flows from Harbor Heights and now the station also services Ocean
Woods and Ocean Oaks. Both pumps operating together cannot
pump the estimated peak hourly flow (350 gpm). Replacement pumps
should be selected to include the sewage flows from Ocean Woods
and Ocean Oaks.
4. The large variance in pump operation frequency during dry and wet
periods indicates there is a good amount of infiltration in the system's
pipe, wet well and manholes. Abandoning the existing system and
replacing it would reduce the amount of infiltration.
5. During critical periods (wet season and peak sewerage flow periods), it
is likely that the pumps operate more frequently than the recommended
6 times per hour.
6. Periodic observations of dry pit indicate possible sewage leakage from
the wet well.

7. The existing Lift Station No. 4 in its present condition is difficult to
safely maintain. The dry well, which houses the pumps and electrical
controls, is considered a confined space. Due to OSHA requirements,
welding is prohibited; two men must be present for service instead of
one; and air conditioning and a dehumidifier would be required in a
replacement.
8. It is difficult to service or repair the existing lift station because of the
high flows it services.
9. Lift Station No. 4 in its existing state does not comply with current
FDEP standards.
10. Lift Station No. 4 has been operating for over 35 years. It is the only lift
station built in Cape Canaveral in the 1960s that has not been
upgraded. A new lift station would be easier to maintain and need
fewer repairs than the existing lift station.
11. By upsizing and relocating the force main, the system will be able to
meet current demands and future development within the service area.
More so, the service area will be extended to the property along Oak
Lane that could be prone to septic service.
A new lift station should be designed so that the old station is not taken off line prior
to the new station's completion. This will minimize any inconvience to the public. It is
recommended that a new wet well be constructed with a submersible pump system
to replace the current wet well/dry well system. The 4" force main should be
replaced due to its age, its condition, and its undercapacity. The design of a new lift
station will be determined by engineering design of the new force main and
standardization of parts and equipment in other City lift stations and treatment
facilities. The upsizing of Lift Station No. 4 is eligible for impact fee funding.
Based on preliminary evaluations, estimates of probable cost to replace Lift Station
No. 4 and the force main and gravity sewer have been included for review.
It is imperative that Lift Station No. 4 be replaced prior to its failure. For some public
works that can be easily repaired or replaced, it may be tolerable to operate the
system until it fails but this is not the case for sewerage systems. Failure to replace
an antiquated system may inconvenience the public, be a public health hazard, and
cost more to replace than to follow good engineering practice and replace the
system after its useful life has been exceeded.

A RESOLUTION OF THE CITY COUNCIL OF THE CAPE CANAVERAL,
BREVARD COUNTY, FLORIDA, SUPPORTING THE CONTINUED FUNDING
BY THE COUNTY COMMISSION OF THE BREVARD ZOO AND
CONTINUATION OF THE COMMITTED REVENUE SOURCE FROM THE
TOURISM DEVELOPMENT COUNCIL OF 0.25 PERCENT OF THE FOURTH
PENNY COLLECTED AS A HOTEL TAX PROVIDING FOR THE REPEAL OF
PRIOR INCONSISTENT RESOLUTIONS; PROVIDING FOR SEVERABILITY;
AND PROVIDING FOR AN EFEECTIVE DATE.
WHEREAS, the Brevard Zoo has been a valued member of the area community
since opening in 1994; and
WHEREAS, Cape Canaveral volunteers were among the more than 16,000
county residents who joined together for the largest community zoo build ever
undertaken anywhere, and
WHEREAS, the Brevard Zoo annually attracts more than 230,000 visitors and
contributes more than $10 million to the local economy; and
WHEREAS, the allocation of 0.25 percent of the fourth cent of the Hotel Tax was
crucial to the establishment of the Brevard Zoo and vital to its continued growth into a
world-class facility; and
WHEREAS, the Brevard Zoo has established already an international reputation
for excellence and innovation in conservation and education; and
WHEREAS, the Brevard Zoo has met its initial objectives many times over with
the opening of the "Paws On" interactive area, the native Florida exhibit, the Brevard
Zoo Railroad, Lemur Island, the Australian area, and the restoration of 22 acres of
wetlands; and
WHEREAS, planning is underway for the underway on the Okavango Delta
African Habitat, the Native Florida Aquarium and an expanded educational complex;
and
WHEREAS, the Brevard Zoo has consistently rallied dedicated volunteers for
each new project and serves as a symbol of community involvement and pride; and
WHEREAS, the City of Cape Canaveral and the Brevard Zoo hope to partner on
educational programs highlighting the city's successful efforts to improve the quality of
the Indian River Lagoon.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CAPE CANAVERAL, FLORIDA, that:

Section 1 The City Council of the City of Cape Canaveral, Florida, hereby
supports the continued funding by the County Commission of the Brevard Zoo and the
continuation of a committed revenue source from the Tourism Development Council of
0.25 percent of the fourth penny collected as a hotel tax.
Section 2. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts
of resolutions in conflict herewith are hereby repealed to the extent of the conflict,
Section 3. Severability. Should any section or provision of this resolution, or any
portion hereof; any paragraph, sentence, or word be declared by a court of competent
jurisdiction to be invalid, such decision shall not affect the validity of the remainder
hereto as a whole or part thereof to be declared invalid.
Section 4. Effective Date. This resolution shall become effective immediately
upon adoption by the City Council of the City of Cape Canaveral, Florida.

RESOLUTION NO. 01- 06
A RESOLUTION OF THE CITY OF CAPE CANAVERAL, BREVARD
COUNTY, FLORIDA; REMOVING A MEMBER OF THE
BEAUTIFICATION BOARD OF THE CITY OF CAPE CANAVERAL,
FLORIDA; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS,_ the City Council of the City of Cape Canaveral, Florida, has found that the
Beautification Board requests removal of one of its members; and
WHEREAS, Jean Simoes's failure to attend Beautification Board meetings on a regular basis is
just cause for removal from the Board; and
WHEREAS, it is now incumbent upon the City Council of the City of Cape Canaveral to remove
this member from the Beautification Board.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cape Canaveral,
Florida, as follows:
SECTION 1. Jean Simoes is hereby removed as a Member to the Beautification Board.
SECTION 2. This Resolution shall take effect immediately upon its adoption.
ADOPTED BY the City Council of the City of Cape Canaveral, Florida, this 20th day of February,
2001.

This is being presented to inform`City Council about what a storm water utility is and what is involved in
establishing said utility.
The city will be awarded a grant from the St. Johns River Water Management District later this month to assist
the city in formally establishing a storm water utility.

it would be great if you could organize that the family heinzelmann can
see the shuttlestart of April 19th. they would like to stay in cap
canaveral for two days. what you should look for is a translater because
they don't speak so much english . i hope this is possible.
it's your turn to say what time they have to meet you at the 18th or
19th. make a suggestion and i will tell it to bruno heinzelmann. he is
accompanied by his wife and his boy and girl which are 10 and 12 years
old.
