1. Call to Order
Dr. Tim Grady called the meeting to order at 2:03 pm, Tuesday January 14, 2003
A. Approval of minutes
Motion was made by Jim Brown to accept the minutes of September 10, 2002 with a 2nd by
Joanna Atwood. Motion carried and the minutes were approved and accepted.
CORRESPONDENCE
Ms. Escape noted that they had received various Customer Survey Responses for excellent
library service from different patrons for the staff and the library programs.
Susan Stills, City Clerk of the City of Cape Canaveral, sent the roster of the Cape Canaveral
Public Library Board members with the appointed and reappointed dates. She also sent a flyer to
the Board Members to mark their calendars for the Board Member's Appreciation Dinner which
is scheduled for Saturday, March 15, 2003 at 6pm at the Radisson Resort Hotel. Board
Members may bring a guest.
B. DIRECTOR'S REPORT
Monthly reports of library activities were reviewed. The following reports were discussed.
October was a1% increase.
November was a 1% increase.
December was a 0% increase.
Ms. Excapa attended Library Directors' Meetings, Brevard County Library Board Meetings and
Trainings, and Rosann Gallagher's Memorial Service held on Patrick Air Force Base.
Staff
All the vacant positions were filled. The Library page and the Library Aide started working in
November.
New Training Manager
Susan Szymnia, former Law Librarian, is the new Training coordinator for the Brevard County
Library System. Besides staff training, she will be offering workshops for Library Board
Members.
Youth Services and Adult Programs
The Brevard County Libraries Activity Calendar was distributed and the Cape Canaveral Public
Library activities for the month of January were highlighted.
Foundation
The Brevard County Library Foundation offered a Novel Affair: From Books to Space on
Saturday, October 19, 2002, at 7:30 pm at the Central Brevard Library & Reference Center.
The guest authors were Dave Weldon, William Proctor, and Les Standford. The food was
provided by Carraba's Italian Grill.
The Foundation sponsored a Children's REading Festival on Saturday, November 9. This year's
event was a huge success and will be held at the Riverfront Park in Cocoa Village in future
years. The turnout was outstanding and the author, Edward Boolr, also conveyed his satisfaction
with the warm reception he received from staff and patrons. he has written two books,
Tangerine and Crusader. Ms. Escapa thanked the Friends of the Cape Canaveral Library for
purchasing two autographed copies.
During the Christmas holiday season, the Foundation had a fundraising efforet at the Merritt
Square mall with a booth where people could purchase a book or give donations in honor of
someone. The donor's name was placed on a huge Christmas tree in front of Dillards. Some of
the Youth Services Libraries from the different libraries offered half hour story time to the
children. Maribeth Devich, our Youth Services Librarian, did one Story time and worked the
booth twice with Ms. Escapa.
The Foundation is offering on Saturday, January 18th, "An Evening at Mangrove Point". This is
a visit to a grand beautiful house in Merritt Island owned by the Sottiles. The cost is $125.
Libraries
Melbourne Beach Public Library had their Grand Opening on October 5. It is a 15,000 square
feet facility located at 324 Ocean Avenue in Melbourne Beach. Suntree/Viera Public Library
has recently opened. it si also a 15,000 square foot facility located on 902 Jordan Blass Drive in
Melbourne. Port St. John Public Library is expected to open soon.
Florida State Libraries
Judith Ring is the new Director of Library and Information Services and the State Librarian.
Memorial Plaques
The Beautification Board of the City of Cape Canaveral will plant two oak trees and will place
plaques next to the trees to honor Harry Warne Ernst's and Rosann Gallagher's services to the
Cape Canaveral Public Library.
Equipment
We have purchased a Hoover Commercial Vacuum Cleaner, Conquest 18, and two printers, one
for the Director's office, and the other one for the Youth Service Department. We added two
more Emergency lights for the building. We have ordered two more Internet computers for the
patrons and a scanner for the circulation desk.
Library Services Department Customer First Campaign
This campaign started in November to improve service to all patorns. We all are wearing a new
badge which identifies ourselves as staff and asks "May I help?" Flyers with more information
were handed out to the Board Members.
Youth Services Libraries Meeting
It is going to be held on Friday, January 31, from 1:30pm to 4:30 pm at our library. We want
to take this opportunity to thank the Friends of the Cape Canaveral Public Library for providing
the refreshments.
Relay for Life
The Brevard County Library System has formed a team to participate in the Relay of Life that
helps to raise funds for the American Cancer Society. Ms. Escapa is a participating team
member during the campaign that ends on April 12.
II. PERSONAL APPEARANCES
There was none.
III. UNFINISHED BUSINESS
A. Fire Sprinkler Head Replacement - Ms. Escapa reported that we have received confirmation
that the manufacturere has received requisition to replace the fire sprinkler heads
B. Budget 2002-2003 - Ms. Escapa distributed the Budget 2002-2003 and explained that the
opening budget was exactly the same as the previous year except for salaries.
IV. NEW BUSINESS
A. 2003 Business Meeting Dates
A list with the dates of the Cape Canaveral Public Library Board Meetings for 2003 was distributed
to the Library Board Members. The Library Board Members approved the dates.
B. Library Day at Tallahassee - March 24 & 25 2003
Ms. Escapa distributed literature and discussed the importance of attedning the Legislative Day
at Tallahassee this year. Joanna Atwood, June Bell and Isabel Escapa will be attending this year.
Registration fee is $35.
C. Election of Officers
June Bell made a motion to continue with the same slate of officers as last year. Jean Deck
seconded the motion. Motion was approved unanimously

V. ANNOUNCEMENTS
A. The next Cape Canaveral Public Libarary Board Meeting will be held on Tuesday,March
11,2003.at 2:00 p.m at the Cape Canaveral Public Library Meeting Room. The next
County Library Board Meeting will be held on Weduesay,February 12,2003, at 5:00 p.m
at the Martin Luther King Jr Library at 5:00 p.m, 955 University Blvd., Melboume,FL.

I . CALL TO ORDER J
Jim Brown Called the meeting to order at 2;02 pm, Tuesday,
March 11, 2005.
A.APPROVAL OF. MINUTES
June Bell moved that the minutes of January 14, .2003 be accepted.
Joanna Atwood seconded the motion. The motion carried and the
minutes were approved and accepted.
B. CORRESPONDENEE
i . Mrs. Escapa reported that she had received an e-mail from
Evelin Reid notifying the board and the director of' her
resignation . . Due to her schedule she is unable to attend
meettngs. Her resignation was accepted with regret. A letter
of thanks for her service with be sent.
2 . The Library Board roster was presented. It includes Harry
Pearson, 2nd alternate, our newest member.
3. Mrs . Escapa reported that she has made contact by telephone
with Geraldine Vavrek who was vice-chairperson of theLibrary
Board for many years. Gerry was pleased to be remembered.
C.DIRECTOR'S REPORT
1 .Monthly reports of library activities were reviewed'. The
statistics included O% increase - for January and 3% increase
for February.
2. Mrs . Escapa reported attendance at Library Director ' s
meeting, Brevard County Library Board meetings and
Training sessions .
STAFF
Cynthia McDowell , Library Aide, resigned on February 7 . The
position has been advertised in the 6revard County Job tine.
Yesterday.'was the last day to apply for this position. It was
only advertised for internals(persons who are already working

in the Brevard County Library System.
Susan Travis, Secretary, has been out for two weeks . Her older
parents are very sick. She will probably take leave without -pay.
YOUTH 'SERVICES and ADULT PROGRAMS
The monthly calendar of events highlighting April Youth Services
and Adult Programs for National Library Week was distributed.
National Library Week is April 6-12 . Youth Services will offer a
contest "Guess Who' s @ Your Library"for children in grades K-6.
Adult Services will offer a Book Talk and Signing by Don Argo,
author of the novel Canaveral Light on' Tuesday, April 8, at 2:00 pm,
in our meeting room. Ref eeshments donated by t•he Friends of. the
Cape Canaveral Library will be served. On Wednesday, April 9,
at 2:00 pm in our meeting room a film titled India will .be shown.
Authentic - Indian treats- will be provided by tie Taste of Goa
Restaurant.
FOUNDATION
The Brevard.. Library Foundation -is offering a lunch for the Library
Directors on -Wednesday, March 19, at noon at the Central Brevard
Library and Reference Center. They will give e-ach .director some "
money to buy additional books . "An Evening at Mangrove Point",
a visit to a 'grand and beautiful house i'n Merritt* Island owned by
the Sottiles, was a success*.
ENDOWMENT FUND
We recieved a donation of $220. from the corporation ZHA to honor
their clients at the Kennedy Space Center in memory of the seven
Columbia astronauts . We will buy books on aerospace for both
children and adults.
LIBRARIES
Port St. John Public Library had its Grand Opening on Saturday,
March 1. It is a 15,00.0 square feet facility. It is located at
6560 Carole Avenue in ,Port St. John, Cocoa.
MATERIALS, EQU-IP.MENT -and WIRING
We have received the two computers and the scanner we ordered.
Last week Bell South did the wiring for four additional computers
in our facility. Three were done' in the Reference Area and the
other in Youth Services . We ordered five software licenses for the
staff terminals. We ordered the World Book and the People and
Places Encyclopedia for the Youth Services Departments .
RELAY for LIFE
The Brevard -County Library System Relay Readers Team continues
raising funds for the American Cancer Society.
II UNFINISHED: BUSIRESS
A. The Fire Sprinkler Heads replacement at our library was finished
on Saturday, March 1, 2003.
B. Materials pertaining to Library bay in Tallahassee were
distributed. The dates are March 24-25.

IV. ANNOUNCEMENT
The next meeting of, the Cape Canaveral Public Library
Board will be held on Tuesday, May 13, 2003 at 2 :00 pm
in the Cape Canaveral Public Library meeting room. The
next %revard Cou"r+ty Library toard meeting will be held on
Wednesday, March 12, 2003, at the Port St. John Public
Library, 600 Carole Avenue, Cocoa, FL 32927.

1. Call to order ,
The regular meeting of the Cape Canaveral Library Board was held tide date and
called to order at 2:00 p.m.by Chairman Dr.Tim Grady. The following members

A. Approval of minutes
Jim Brown made the motion to approve the March 11, 2003 minutes as
submitted. June Bell seconded the motion. Motion cardedunanimously as
appnwed and accepted.
S. Correspondence
Mrs.Evcapa reported that an updated Library Board Roster was received from the
City of Cape Canaveral and copies were given to each member. Mrs,Escape also
stated that the recent Customer Service Survey resulted w[th excellent comments
for the staff and service provided by the library.
C. Director's Report
Mrs. Escape reviewed the Monthly Reports of Library Activities with the Board
members stating that the monthly Increases are due to the slow economy and
increased population. The statistics Included 11% increase for Aprll,10% Increase
for May,5%increase for June, 12%Increase for July,1%increase for August, 10%
Increase for September,and 1.1%increase for October.
Mr&Escapa also reviewed the Annual Volume Work Report and stated that the
Friends of the Library have been a tremendous help not only by book and video
donations but also endless hours of preparation with the serni-annual book sale, In
addition to organizing efforts. Mee.Atwood stated that Joan Do*and June Bell
were the key members Instrumental in spearheading this operation. Mrs.Escape
complimented the Friends of the Library on their extraordinary help and work for
the book sale - it Is the best book sale In the county!
Mrs.Esaapa advised that Berard that No library now offers computer training for
the patrons. Susan Szyrnula,Library Services Training Coordinator,coordirotps
schedulers with the Reference librarian. Class size is Iimtted so attendees receive
better understanding and tralning of the computer.
Mrs.Estanpa reported attendance at the Library Director's meeetir4 Brevard County
Library Board meeUrgp and Training sessions.
Mrs.Emapa also reported the results of the Materials Avallabgity Survey. The
survey helps determine how well patrons can find materials when visiting the
library. The response rate was 84%. Comments from the patrons were excellent.
"Ask A Librarian"($339,000)grant was awarded to the Collie Center for Library
Automation and the Tampa Bay Consortium. Each county will take a turn working
the virtual reference service. The goat Is to have 24 hour service.
Mrs.Escapa advised the Board of the following glaary Whim available for their

Statement, LS-19 Patron Bankruptcies & LS-13 Meeting Room procedure was also
reviewed but needs some minor changes before it will be available for alt.
Mrs.Escape stated at this time there area no staff vacancies
Under Youth Services and Adult Programs,Mrs.Escape stated that the friends of
the Ubrary recently donated$300 for materials and resources for the Youth
Services summer Program. The Adult Programs have fihrns every Thursday at 2.:00
p.m.and recently completed a Holiday craft series. Both programs generate good
participation by patrons.
The Brevard County Library Foundation donated ON for g m library M the
system. With that money,Cape Canaveral public Library purchaseed a series of 52
books for the ChOdren's Circulation Collection for$641. The series Is called One
Nation which includes all the states of the USA and Puerto Rico,
The Walk-A Thon held on November th was successful. The Library Operations
Manager,Jennifer Morrison,and Mrs.Eseapee were part of one of the library
Team& Their team was caged'Good Soles".

Two computers and seven UPS were ordered with the Fines&Fees money. The
UPS system will protect Circulation,Reference,Youth Services,Technical
Processing Circulation Desk and Secretary terminals.
Mrs.Escape advised the Board that since the one penny sales siutax was defeated
on November 4,proposed library projects such as Rockledge E-Library and
Multlimpose Cultural Art Center,expansion of the Palm Bay Public Library,
exapansion and modification of the Franklin T.DeGroodt Library,expansion of the
Cocoa Beach Library,a permanent 16,000 square feet Mims/ Scottsmoor Library,
and expansion of Suntree/Viera library will have to wait.
Mrs.Escapa remitided the Board of the two annual events slated during
December. The annual Christmas Tree Lighting ceremony is scheduled for Sunday,
December 14 from 7:00 pm to 8..-00 pm.,and the annual Children's Christmas
Party,sported by the VFW Post#610131 and Ladles Auxilary Is scheduled on
Saturday,December 20,from 11:30 am to 1:00 pm. Mrs.Escape also extended a
verbal invitation to the Board concerning the Staff & Volunteer luncheon set for
Wednesday,December 10 at 12 noon. The Director will provide the ham,
cheese and bread,and everyone else Is asked to bring a covered dish.
A copy of the history of the Cape Canaveral Public Library was shared with the
Board. The library was established in April 1967,and the current fifty will
celebrate its 15th year in the spring also. It was suggested that perhaps the
original staff could be invited and also have a tree planting ceremony to honor the
public service the library has provided to the patrons of Brevard County.
The Beautification Board of the City of Cape Canaveral planted two oak trees and
placed name plaques to honor and recognize Harry Warne Ernst and Rosann
Gallagher's service to the Library recently.

A. By-laws of the Cape Canaveral Public Ubrary
Discussion followed with the Board conceming scgusft the current
June Bell made a motion to accept the By-Laws as stated within the
Board's policy. Seconded by Andrea Bower. Motion carried
unanimously as approved and accepted.
IV. New Business
A. Budget FY 2003 - 2004

j New fiscal budget was approved with employees receiving a 2%Cost
Of Living increase along with a 1%In Merit increase. Mrs. Escapa
stated that this budget was the same as the previous fiscal year;
however,there was 010%increase In Book Media from $47,041 to
$ 51,748).
B. Just for Kids Card
The goal and objective of this now service is to make a child an adult
reader. A one time card will be issued to each child that comes with
a school group during an orientation and tour with their teacher. Their
parent(s) will not need to sign an authorization card for the child to
get a library card. Each child will be able to check out only one
juvenile book- no videos, it will not generate fines. This new service
has been approved by the Brevard County Literary Board and will be
submitted to the Commissioners for approval.

and the new offters are as follows.

seconded the motion. Motion carried unanimously as approved and

Chairperson of the Cape Canaveral library Board. Joanna Atwood
seconded the motion. Motion carried unanimously as approved and

V: Announcements
A. The next Cape Canaveral Public Library Board meeting will be held on
Tuesday,January 13,2004 at 2:00 p.m. in the Cape Canaveral Public
library Meeting Room.
The next Brevard County libbrary Board Meeft will be I*W on
Wednesday,January 14,2004, at the Melbourne Public Library,540
E. Fee Avenue,Melbourne,Fl 32901
No meeting In December.
Ubrades will be dosed on Thursday,November 27th,and Friday,
November 28"for the Thanksgiving Holidays.
Libraries will be dosed Wednesday,December 24th and Thursday,
December 251h for the Christmas Holidays.
The libraries will be closing at 5.:00 p.m.on Wednesday, December
31st for New Year's Eve and Thursday,January 1st.
B. Adjournment
There being no further business before the Board, the meeting was
adjourned at 3:10 p.m.
