The following is also an item -by -item response to each of the comments: Public Works Services: 1. All drawings should reference City of Cape Canaveral — not Brevard County. The property is located within the limits of the City of Cape Canaveral. Response: The plans have been revised to reference City of Cape Canaveral, except the utility details used from the City of Cocoa and Brevard County, since City of Cape Canaveral does not have applicable details for the project. JUN 2 8 20s 2. City Staff agrees with review comment #2 from John Pekar; land elevations indicate the dry retention area may actually be a wet pond for a portion of the year. Are the elevations correct? Response: The ponds are proposed to be dry detention ponds, which are interconnected and will recover via a proposed 2.75" orifice set at Elevation 2.0 Ft. NAVD 88. Therefore, they will adequately drawdown. Please refer to detail of the outfall structure on Sheet C-8. Also, based on review of all the borings, the SHWT elevation is at about an average elevation of 1.8 Ft., and the pond bottom is set at the elevation 2.5 Ft. We have discussed our approach with Mr. Pekar, and we believe he is agreeable to the design as submitted. 3. Reclaimed water is not available in the area. Response: This comment is noted. 4. Coordinate closely with the Florida Department of Transportation (FDOT) on any work performed in the SR AlA right-of-way (e.g., driveways, utility construction, drainage ditch, sidewalks, etc.) Response: This comment is noted. Drainage Connection, Driveway Connection, and Utility Connection Permit applications have been submitted to the F.D.O.T. for approval. 5. The developer shall provide copies of all permits provided by others. Response: This comment is noted. A copy of all applicable permits will be provided to the City of Cape Canaveral upon receiving. City Engineering Comments: 1. Cover Sheet: Brevard County does not approve City site plans; performed by City. Response: The cover sheet has been revised to reflect the City of Cape Canaveral for Site Plan Approval. 2. The supplied soil report (by Universal Engineering) notes measured ground water at the B- 4 location of 1.9'. It also notes wet seasonal ground water is estimated to be 1' higher; i.e., at 3.0' (+/-). The proposed dry detention basins are showing elevation 2.5. It appears the eastern pond will be wet during the summer wet season. Response: The eastern pond is interconnected with the west pond, which has a SHWT elevation of 1.7 Ft. (i.e. encountered water table at elevation 0.7 Ft. and SHWT 1 Ft. higher). Also, most of the borings reflected a water table of less than 1.0 Ft. We believe that the Boring B-4 may not accurately reflect the conditions, since it is the only boring with a F E GFLORIDA GROUPFFRING -09503252 Suite�� significantly higher water table elevation. It is possible that the water table in that boring may be influenced by the fact that it was taken in the pond and also is adjacent to the Church pond and Ace Hardware pond. Nonetheless, the eastern and western ponds are interconnected with an equalizer pipe and are controlled by a 2.75" bleeder, which will allow the ponds to adequately recover consistent with SJRWMD requirements. Please refer to detail of the outfall structure on Sheet C-8. 3. Note one of the pond computer inputs reflects a ground water elevation boundary 2.0. Wet season elevation will be higher. Response: As discussed above, the SHWT at the site is at about an average of 1.8 Ft., and we believe that the SHWT at the eastern pond may not accurately reflect the site conditions. Also, since the eastern pond and western ponds are interconnected, the average SHWT for these two ponds would be about 2.3 Ft. even with the questionable higher SHWT elevation for the eastern pond. We believe that the model is reasonable given all these factors. 4. The soil report recommends excavating 4' below the pond bottom level and replacing with highly permeable find sands. Will this be done? Response: The proposed ponds are the interconnected dry detention pond system, which mechanically recover via a proposed 2.75" orifice set at Elevation 2.0 Ft. NAVD 88. Therefore, they will drawdown through a bleeder and not natural infiltration. The geotechnical engineer recommendation was based on a dry retention system, which requires pond recovers via percolation thru the pond bottom. Therefore, it is not applicable for the proposed system. In addition, our model uses an infiltration rate of 0.12 Ft./Day, which is reflective of the slow permeability soils, which were encountered and will remain. The geotechnical engineer recommended 0.12 Ft./Day to 0.4 Ft./day for the slow permeability soils. We are using the low end of the range. The eastern detention basin "short circuits" storm water treatment by bringing storm runoff both in and out the same drainage culvert (i.e.; reduces contact time). Response: As discussed with Mr. Pekar, since the two ponds are interconnected and controlled by the outfail structure on the west portion of the side, no short-circuiting will occur, since the ponds will stage -up and discharge at the outfall structure located on the extreme western side of the pond. ra FLOR IDA 200 S.Od Orangerdo,F Avenue. Response: General Note #1 has been added to the Sheet C-8 indicating that "The contractor shall pay close attention to grading to prevent "bird baths" within the site and provide a signed and sealed copy of as -built to the E.O.R., and the City of Cape Canaveral for review and approval. We have used 0.8% slopes on other projects when the conditions were restrictive and have not had significant issues. 7. Proposed storm water culverts also reflect fairly flat slopes with limited storm capacities and potential for increased cleaning. Response: This comment is noted. We have added a General Note #3 for the owner to provide maintenance if required. The pipes have adequate hydraulic capacities given the proposed sizes and very limited drainage areas. The pipe slopes are restricted by the pond bottom elevation, which is in question (we cannot lower the pond anymore) and by the finished grade of the site, which are much higher than A -1-A and Church Lane. Raising the site more will create H.C. accessibility issues for the S/W access from A -1-A and stepper driveway slopes. 8. Is the outfall from the eastern detention pond mislabeled with the call out D-2 SD -4? Response: The plans have been revised to label the MES to the eastern dry detention pond (Pond -B) as SD -6. Please refer to Sheet C-6. 9. Will pond bottoms be sodded or seed and mulched? If seeded, will Contractor water until grass grows? Response: General Note #2 has been added to Sheet C-6 indicating that "The contractor shall water the all sodded/seed & mulch areas within the proposed ponds until the grass is established". A similar note has been added to the site cross-sections on Sheet C-9. 10. Has copy of temporary easement agreement with Ace Hardware been given to City? Response: The owner is still working through the agreement. We hope to get a reply in the next few weeks and will provide a copy to the City of Cape Canaveral upon receiving it. 11. Is City reuse water being proposed for irrigation systems? Response: No, the City reused water is not available for the site 5127 S.
