Summary Explanation & Background: Currently, over (40) Sheriff's personnel work within the existing 3,300 s.f facility location at the City Hall Annex. The attached report shows existing and possible future building floor plans along with preliminary construction costs. Additionally, it continues to be a challenge to find a two (2) acre site suitable for this project. Representatives from the Sheriff's Department, SSA and city staff look forward to working with City Council to finalize a new police station concept that can be implemented in the near future. The estimated building cost is $1,397,000 and the land acquisition cost is $1,500,000, totaling $2,897,000. The annual debt service to finance this project over a (15) year term is approximately $265,000 at 3.59%. In searching there does not appear to be any 2 acre vacant sites. The Former IBM building is available (I understand it's been vacant for almost 18 years), has just 1.4 acres and no land to expand. Too, the property was purchased in January 2004 and now the purchase price is $3,000,000.00. We will keep searching and will give you an update early next week. We're restricted by the Do -Not -Call law and catching people in when we call. We'll do our best to find a 2+ acre property. In the meantime if there is anything you'd like us to do just let us know. The existing site has inadequate parking facilities for the number of deputies and staff that service the facility. During shift change periods, off site parking is required to service the facility. The sheriff department has adapted to the existing facility as best it could. Operations are, however, inefficient for the required duties and responsibilities of the department. Many spaces are overcrowded and numerous department requirements and needs are lacking. The department operates within 3,300 sq. ft. of area in the annex. The new programmed space requirements total approximatly 12,000 sq. ft. of area needed to function properly. With the advent of 9/11/01, security within law enforcement facilities has become a major design criteria. The existing facility is seriously lacking in security design issues and needed requirements. The design of a new facility will afford the opportunity to integrate needed security requirements into the facility. The present site offers no secure parking areas for the department's staff and deputies. This lack of security may endanger the physical well being of department personnel. With the rapid growth of the City of Cape Canaveral and the Port of Cape Canaveral, security concerns for this department become of paramount importance. To effectively provide the public with the services required of this department, a secure, efficient and well planned physical facility is needed in the near future.
