A Regular Meeting of the Code Enforcement Board of the City of Cape Canaveral,
Florida was held on November 20, 2003, in the City Hall Annex, 111 Polk Avenue, Cape
Canaveral, Florida.
Chairperson Mary Russell called the meeting to order at 7:00 PM. The Board Secretary

NEW BUSINESS:
Approval of Meeting Minutes: October 23, 2003.
Motion by Mr. Biederman, seconded by Mr. Hale to approve the meeting minutes of
October 23, 2003. Vote on the motion carried unanimously.
2. Interview Perspective Board Member, Alice Filteau.
Chairperson Russell explained the Board's responsibilities and stated that as a Board
member, Ms. Filteau would loose her right to bring a Case before the Board. Ms. Filteau
stated that she was interested in serving the community through the Code Enforcement
Board.
Motion by Mr. Hale, seconded by Ms. Hartley to recommend that City Council appoint
Ms. Filteau to the Board. Vote on the motion carried unanimously.

Mayor Randels asked if any Council Member, staff or interested party desired to
remove an item from the Consent Agenda for discussion.
A motion was made by Mr. Morgan and seconded by Mr. Miller to approve
Consent Agenda Items No. 1 through 4. The vote on the motion carried 4-0

ORDINANCES: First Public Hearing:
5. Motion to Approve: Ordinance No. 41-2003; Non -Conforming Lots, for
Second Reading.
Mayor Randels read Ordinance No. 41-2003 by title.
AN ORDINANCE OF THE CITY OF CAPE CANAVERAL, FLORIDA, AMENDING
ARTICLE V, CHAPTER 110 OF THE CITY CODE, ENTITLED NONCONFORMITIES;
PROVIDING REGULATIONS FOR NONCONFORMING LOTS OF RECORD;
PROVIDING FOR THE REPEAL OF PRIOR INCONSISTENT ORDINANCES AND
RESOLUTIONS, INCORPORATION INTO THE CODE, SEVERABILITY AND AN
EFFECTIVE DATE.
Mayor Randels explained that there are property lots of an allowable size to build
town homes but not to build single-family residences. Mr. Boucher stated that the
intent of the Board is to allow single-family homes on these existing non -conforming
lots of record. Mr. Treverton questioned Section 110-196 (b). Mr. Nicholas
explained that the intent of this section was to combine the two non -conforming lots
to create a larger lot for residential construction. Mr. Treverton questioned why a
50 -foot size lot would not be adequate enough for residential construction.
Attorney Garganese stated that the ordinance serves two purposes that apply to
non -conforming lots. He defined the requirement for a conforming lot that meets a
minimum bulk requirement. Subparagraph A would allow building a single-family
residence on a non -conforming lot. Subparagraph B addresses how to handle two
contiguous non -conforming lots by building a larger residence using the two non-
conforming lots. Mr. Morgan stated that Subparagraph B infringes on property
rights.
Mr. Nicholas explained that the idea was to upgrade the size of the lot in order to
avoid closely adjoining residential property. He asked the Council to consider
excluding the combining lot portion of the provision. Ms. McNeely also asked that

the Council exclude subparagraph (b). Mr. Morgan expressed his concern with
allowing town home construction but not a residential on a 50 -foot lot. He stated
that this requirement applies to new subdivisions only. Mayor Randels summarized
that the ordinance could be approved with the excluded subparagraph noted. Mr.
Boucher inquired about the possibility of language to address redevelopment on a
non -conforming lot such as razing an older structure to build on the lot. Council did
not choose to include redevelopment language in this amendment.
Amendment to the Main Motion: An amendment to the main motion was made
by Mr. Treverton and seconded by Mr. Morgan to eliminate subparagraph (a)(1
and subparagraph (b) and to incorporate subparagraph (2) into Paragraph (a).
The vote on the motion carried 4-0 with voting as follows: Mr. Miller, For; Mr.
Morgan, For; Mayor Randels, For and Mr. Treverton, For.
Main Motion: A motion was made by Mr. Treverton and seconded by Mr.
Morgan to Approve Ordinance No. 41-2003 at first reading. The vote on the

RESOLUTIONS:
6. Motion to Adopt: Resolution No. 2003-49: Agreement for
Engineering Services with Stottler, Stagg, and Associates.
A RESOLUTION OF THE CITY OF CAPE CANAVERAL, BREVARD COUNTY,
FLORIDA; AUTHORIZING THE MAYOR AND THE CITY CLERK TO ENTER INTO AN
ENGINEERING SERVICES AGREEMENT WITH STOTTLER, STAGG AND
ASSOCIATES, ARCHITECTS, ENGINEERS, PLANNERS, INC., TO PROVIDE
CONSULTING ENGINEERING SERVICES TO THE CITY OF CAPE CANAVERAL,
FLORIDA; PROVIDING FOR AN EFFECTIVE DATE.
Mayor Randels explained the negotiation process between the City Manager and
the Engineering firm of choice. Mayor Randels expressed his desire to Mr. Pekar to
see the 15 -day site approval turnaround time on site reviews. Mr. Boucher pointed
out that the firm would provide a billing recap and refund any remaining sums to the
applicant. Mr. Pekar replied to Mr. Treverton that project rates are approved on a
per project basis.
A motion was made by Mr. Treverton and seconded by Mr. Morgan to
Approve the Agreement for Engineering Services with Stottler, Stagg and
Associates. The vote on the motion carried 4-0 with voting as follows: Mr.

7. Review of Board Member Application.
Mayor Randels acknowledged Mr. Lars Holfve and noted that he submitted his
academic credentials however the documents were in Swedish. Mr. Holfve
explained his academic background to the Council. He graduated from school at
age 12 and again at age 17 and continued on with college course work. Mr. Holfve
stated that he acquired the requested documents from the Swedish education
department archives. Mayor Randels summarized that Mr. Holfve has submitted
the appropriate documentation to substantiate his academic credentials.
8. Review of Proposed County Fireworks Ordinance
Mayor Randels summarized that the Fireworks committee decided to address the
six fireworks distribution centers. He said that the County is proposing fireworks
sales in Zone IU (Industrial Zoning). The committee's main intent is to regulate
sales. Mr. Morgan expressed that the intent might cause subversive fireworks
sales. Discussion ensued on mail-order fireworks sales. Mr. Boucher said that he
would forward Council's agreement on fireworks sales regulation to the committee.
Discussion ensued on establishing moratorium on issuing licenses to fireworks
distribution centers. Attorney Garganese stated that a designated zoning ordinance
would be in order instead of setting a moratorium.
9. Regulation of On -Site Storage Containers.
On behalf of Mayor Pro Tem Hoog, Mayor Randels explained how the temporary
Portable On -Demand Storage might become permanent structures once delivered
Mr. Morgan pointed out that public safety is a concern due to lack of tie -down. He
stated that moving or construction is a valid purpose however these structures
should have a designated time of use. Mayor Randels asked the Building Official
how he would address their use. Mr. Morley replied to set a time limit on usage.
Attorney Garganese stated that the burden of applying for permitted use could be
placed on the POD Storage Company. The City Attorney would provide the
regulatory language for permitted use.
10. Model Shuttle Project.
Mayor Randels displayed the photos that Mr. Boucher submitted of the model
shuttle. Mr. Boucher stated that he is working with a group of NASA and USA
Space volunteers on the project. The volunteers would supply some of the
materials needed. Council agreed for the committee to continue their work.

REPORTS:
1. City Manager
• Mr. Boucher encouraged the Council to participate in the Reindeer Run 5K
Walk/Run on Saturday, December 13th at 8 A.M. from Cherie Down Park.
• Mr. Boucher reported that Mayor Randels has been working with the Carlisle
Group to develop affordable housing units in the City. The company builds as
well as manages the units. Mr. Boucher explained that the company could build
new housing or retrofit existing housing. The company's goal is to establish
aesthetically pleasing units. Council expressed an interest in pursuing the program.
• Mr. Boucher reported that the Stormwater Fee letters would be distributed in the
upcoming week and a Town meeting is scheduled for Wednesday, December 10th
at 6:00 P.M.
• Mr. Boucher also reported that the Manatee Sanctuary Park Request for Bid was
published and the bid opening is scheduled for December 22"d
• Mr. Boucher commended the Public Works Department on decorating the City
for the holidays.
• Mr. Boucher announced the Space Coast League of Cities dinner on Monday,
December 8th and the City of Palm Bay as the City's gift recipient.

• Mr. Morley announced five new, five -story condominiums in the City
• Mr. Morley also announced occupancy at Bayside condominiums in the near
future.

• Ms. Hanson announced the Holiday tree lighting program at the Library, on
December 14th at 7:00 P.M.

City Attorney
• Attorney Garganese reported that he and the City Manager would review the
sidewalk construction on the Fairvilla property due to Fairvilla's opposition.
• Attorney Garganese reported that the Milliken settlement negotiations had
severed and a Court order would follow. A motion for contempt of court would
regulate any further bee -keeping activity on Mr. Milliken's part.
AUDIENCE TO BE HEARD:
• Mr. Nicholas inquired about the Fairvilla Adopt -A -Highway signs. Mr. Gardulski
replied that he would address the signage.

Mr. Nicholas thanked the Mayor for speaking at the Veterans Memorial service
and Mr. Treverton and Mayor Pro Tem Hoog for attending.
Mr. Nicholas announced the annual Children's Christmas Party at the Library on
December 20th. He replied to Mr. Morgan that the V.F.W. provides toys to
disadvantaged children in the community. Mr. Boucher stated that interested parties
could also deliver new unwrapped toys at the precinct.

• Mayor Randels reported on the Shower Exchange Program at City Hall. The City
of Cocoa delivers water -conserving showerheads for local distribution.
• Mayor Randels reported on the expiration of funds for the Space Coast Area
Transit buses. He said that usage has increased by 29 percent and he would
pursue continued funding.
• Mayor Randels reported that he attended a Zoning and Land Use Seminar along
with the City Manager and Planning and Zoning Board Chairperson. Land Use
issues have become a prevalent topic around the state.
• Mayor Randels asked if there were any interest in acquiring a map paid for through
local advertising that indicates schools, parks and recreation.

SSA Fee Proposal for Design Reuse Water Lines
The City of Cape Canaveral has had a high public demand for reclaimed water services to
additional areas within the Avon by the Sea Subdivision. This area has an estimated 145
potential customers. The area was targeted because of the large number of potential customers
and the number applications the City has received. More so, some of our citizens have made
application with payment for reuse water and have been waiting for over two years. Attached is
the proposal from SSA and a City of Cape Canaveral Map depicting the additional locations.
The Public Works Director Staff has received a design proposal from SSA for the design
of the reuse distribution system in the amount of $18,000. This project will extend the City reuse
system along Adams, Monroe, Tyler and Lincoln. The Public Works Director has determined
that the probable construction cost will be $265,518 based on historical data. The Engineering
as -built, permitting and inspection by SSA will be $9,000. The total project cost is estimated to
be $292,518.
Recommend the approval of the Reclaimed Water Extension Design proposal from SSA
in the amount of $18,000. Funds have been budgeted in the Enterprise Capital Account.

(SSA) is pleased to present our revised engineering/survey fee proposal for extension
designs of Cape Canaveral's reclaimed water. In general, the design work will include

Service connections will be provided for residents along each block that will be served
by the reclaimed water distribution system. The actual location of each service will be
coordinated with the City. In addition, an 8 -inch valve will be placed in the system to
allow isolation of certain areas during periods of extreme demands.
As this work involves several street segments, the designs and contract documents will
include some of the residential concerns SSA has encountered in past phases. Safety
issues such as signage, closing of open jack pits, informing residents of work, etc., will
all be considered.
SSA will incorporate the following survey criteria into our work:
• To begin the street surveys, both SSA's Chief Surveyor and Designer will ride
the above referenced streets with the Public Works Team to review potential
obstructions.

reuse line will go on.
• Utilities will be located after "Sunshine One" marks lines in the field.
Based on the above criteria, our specific Scope of Services includes the following:
SSA SCOPE OF SERVICES
SURVEY / DESIGN - PHASE I
Task 1 - SSA will perform field surveys to locate potential obstructions along the above
referenced Cape Canaveral streets. Survey work will be in conformance to the
above referenced approach.
Task 2 - Upon receipt of field data SSA will prepare base drawings showing roadway
segments and measured obstructions.
Task 3 - Reclaimed water line location designs will be prepared for the City's contractor
bid package. SSA's construction drawings will include both construction typical
sections and construction notes for the work. Four (4) copies of the plans which
reflect proposed horizontal locations of the reclaimed water lines will be furnished
to the City as a part of this service.
CONSTRUCTION / PERMITTING - PHASE II
Task 4 - Per earlier discussions with City staff a FDEP permit may not be required. (If
the FDEP permit is needed it will be considered an additional service.) If
required, all permit application fees will be paid by the City. For this task, SSA
will prepare one (1) request for additional information for each submittal. If more
work is requested this will be an additional service.
Task 5 - Construction Services. SSA will work with the City's Public Works Department
to provide select construction service support. SSA work tasks will include:
• Preparation of technical documents for City bid package
• Review of contractor bids with City
• Attend and support pre -construction meeting with City
• Review contractor shop drawings
• Perform eight (8) inspections of work in progress
• Perform final inspection of work with the City
• Review contractor record drawings

SCHEDULES AND FEES
Schedules: Upon receipt of written authorization to proceed SSA will begin work
immediately. Approximately 60 working days are estimated to complete the drawings.
Schedule areas of concern include "Sunshine One" marking of utilities and any City
reviews or public workshops.
Fees: SSA's fees for the above work will be a lump sum amount as follows:
Phase I - Survey/Design
Task 1 - Surveys ............................. Lump Sum Fee of $7,500
Task 2 - Base Drawings ................. Lump Sum Fee of $2,500
Task 3 - Design .............................. Lump Sum Fee of $8,000
Phase I Subtotal .......................... $18,000
Phase II - Construction / Permitting
Task 4 - Permitting ......................... Lump Sum Fee of $3,500
Task 5 - Construction ..................... Lump Sum Fee of $5,500

Print costs, other than the four (4) sets, will be billed to the City at SSA's cost plus a
15% mark-up. Fees will be billed monthly based on a percentage of work completed
and payment will be due within fifteen (15) days of receipt.
Additional work authorized in writing by the City that is not specifically included in this
proposal, such as follow-up coordination work with land owners, additional City
meetings, etc., will be deemed as additional services upon City's written authorization to
proceed and will be billed at SSA's standard hourly rates (attached) or negotiated as a
lump sum prior to beginning work. Out-of-pocket expenses for hourly work and
additional printing will be billed with a fifteen percent (15%) mark-up.
Compensation rates are based on ordinances, regulations and procedures in force on
the execution date of this Agreement by the appropriate governing bodies having
jurisdiction over the project. Any significant modification in these ordinance, regulations,
procedures, etc. shall be justification for re -negotiation for the compensation due to the
Consultant for the work involved.
It is understood that any and all professional liabilities incurred by SSA throughout the
course of rendering professional services on this project shall be limited to a maximum
of the net fee received by SSA, not including reimbursable expenses and sub -
consultants, for all services rendered on the project. Should it become necessary to
obtain a third party to collect our fees for services, the City hereby agrees to pay all
costs of such collections including Attorney's fees.
The City and SSA respectively bind themselves, their partners, successors, assigns and
legal representative to the other party to this Agreement and to the partners,
successors, assigns, and legal representatives of such other party with respect to all

covenants to this Agreement. Neither the City nor SSA shall assign, sublet or transfer
any interest in this Agreement without the written consent of the other.
The terms and conditions of this proposal are effective through December 22, 2003.
Acceptance after this date may necessitate increased fees or altered conditions.
Ed, your authorization of this proposal can be accomplished by the appropriate City
signature below and our receipt of a signed copy. SSA is looking forward to working
with the City on this project in Cape Canaveral.

Summary Explanation & Background:
The Planning & Zoning Board recommended this proposed ordinance at their 11-12-03 meeting.
The ordinance provides that where single family dwellings are permitted, they shall be allowed to be erected,
expanded or altered where such lot fails to meet the minimum area, width or depth criteria for the zoning district.
The city attorney cleaned up the language text as requested.

AN ORDINANCE OF THE CITY OF CAPE CANAVERAL,
FLORIDA, AMENDING ARTICLE V, CHAPTER 110 OF THE
CITY CODE, ENTITLED NONCONFORMITIES;
PROVIDING REGULATIONS FOR NONCONFORMING
LOTS OF RECORD; PROVIDING FOR THE REPEAL OF
PRIOR INCONSISTENT ORDINANCES AND
RESOLUTIONS, INCORPORATION INTO THE CODE,
SEVERABILITY, AND AN EFFECTIVE DATE.
WHEREAS, the City is granted the authority, under Section 2(b), Article VIII, of the Florida
Constitution to exercise any power for municipal purposes, except when expressly prohibited by law;
and
WHEREAS, the City recognizes there are lots of record within the City which are
nonconforming for purposes of residential development, but which are conforming under the code
for more intense uses, such as town house and commercial development; and
WHEREAS, the City desires to amend its code such that where single family dwellings are
permitted, they shall be allowed to erected, expanded or altered where such lot fails to meet the
minimum area, width or depth criteria for the zoning district; and
WHEREAS, the City Council of the City of Cape Canaveral, Florida, hereby finds this
Ordinance to be in the best interests of the public health, safety, and welfare of the citizens of Cape
Canaveral.
BE IT ORDAINED by the City Council of the City of Cape Canaveral, Brevard
County, Florida as follows:
Section 1. Recitals. The foregoing recitals are hereby fully incorporated herein by this
reference as legislative findings and the intent and purpose of the City Council of the City of Cape
Canaveral.
Section 2. Code Amendment. Article V of Chapter 110 of the Code of Ordinances, City
of Cape Canaveral, Florida, is hereby amended as follows: (underlined type indicates additions and
strikeottt type indicates deletions, while asterisks (* * *) indicate a deletion from this Ordinance of
text existing in Article V of Chapter 110. It is intended that the text in Article V of Chapter 110
denoted by the asterisks and set forth in this Ordinance shall remain unchanged from the language
existing prior to adoption of this Ordinance).

ARTICLE V. NONCONFORMITIES
Sec. 110-196. Nonconforming lots of record.
In any zoning district in which single-family dwellings are permitted, a single-family
dwelling and customary accessory buildings may be erected, expanded, or altered on any single lot
of record, notwithstanding that such lot fails to meet the requirements for area, width, and/or depth
for the applicable zoning district. This provision shall only PIly where yard dimensions and
requirements other than area, width, and/or depth conform in all other respects with the land
development regulations for the applicable zoning district.
Sec. 110-it6197. Repairs and maintenance.
(a) On any building devoted in whole or in part to any nonconforming use, work may be done
in any period of 12 consecutive months on ordinary repairs or on repair or replacement of nonbearing
walls, fixtures, wiring or plumbing to an extent not exceeding ten percent of the replacement value
of the building, provided that the cubic content of the building as it existed at the time of passage or
amendment of the ordinance from which this section is derived shall not be increased and, provided
further, that such repair or replacement shall not affect the assessed valuation -time allowance before
termination setting the time limit for conformity, set forth in section 110-195(6).
(b) Nothing in this chapter shall be deemed to prevent the strengthening or restoring to a safe
condition of any building or part thereof declared to be unsafe by an official charged with protecting
the public safety, upon order of such official.
Sec. 11049'7198. Temporary uses.
The casual, intermittent, temporary or illegal use of land or structures shall not be sufficient
to establish the existence of a nonconforming use. Such use shall not be validated by the adoption
of the ordinance from which this section is derived, unless it complies with this chapter.
Sec. 110-19$199 - 110-220. Reserved.
Section 3. Repeal of Prior Inconsistent Ordinances and Resolutions. All prior
inconsistent ordinances and resolutions adopted by the City Council, or parts of prior ordinances and
resolutions in conflict herewith, are hereby repealed to the extent of the conflict.

Section 4. Incorporation Into Code. This Ordinance shall be incorporated into the
Cape Canaveral City Code and any section or paragraph number or letter and any heading may be
changed or modified as necessary to effectuate the foregoing.
Section 5. Severability. If any section, subsection, sentence, clause, phrase, word or
provision of this Ordinance is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, whether for substantive, procedural, or any other reason, such portion shall
be deemed a separate, distinct and independent provision, and such holding shall not affect the
validity of the remaining portions of this Ordinance.
Section 6. Effective Date. This Ordinance shall become effective immediately upon
adoption by the City Council of the City of Cape Canaveral, Florida.

Subject: Non -conforming lots in R-2 zoning.
We recently reviewed a special exception request for residential (single
family) use for a commercially zoned parcel that was a non -conforming
lot of record. When this happens and if approved, the residential use
must comply with the rules found in R-2 zoning or zoning for town home
developments, Section 110-334(c)10.
The lot itself is similar to many vacant non -conforming lots in the City.
It is 50' x 125', equaling 6,250 sq. ft. and in the case of the special
exception is a corner lot. The parcel in question can meet the setbacks of
R-2 residential single family but not the lot width (751, Section 110-
296(2) or overall minimum lot size (7,500 sq. ft.), Section 110-296(1)a.
This proposed request was tabled to allow further consideration and to
possibly amend the code. Again the parcel in question can meet all the
setback requirements, Section 110-297.
If this were an interior lot, and the applicant wanted to build a single
family home they could not; however, they could build two (2) town
homes. This could suggest that property owners with these non-
conforming lots of record must build town homes or are not permitted to
build single family homes.
The P&Z board felt this was an unintended result and recognized the
need to allow for single family homes. The discussion and
recommendation also recognized that property owners should still meet
the setback requirements found in the R-2 zoning district and that only
for lots that are official non -conforming lots of record. The City Attorney
prepared language to address this specific concern.

Summary Explanation & Background:
City Council reviewed the proposed wage and salary plan at a 12-02-03 workshop meeting. Susan Stills, City
Clerk/Human Resources Director, incorporated the changes requested by City Council within this proposed
ordinance.
Also provided are wage tables for each department indicating position, current salary and years of service.
The overall goal of this proposed ordinance is to have a competitive wage and salary plan that will attract and retain
a high quality work force for our community.

WHEREAS, Ordinance No. 29-1998 intended to repeal and replace the Personnel
Policy of the City of Cape Canaveral with New Personnel Rules and Regulations.
BE IT ORDAINED by the City Council of the City of Cape Canaveral, Brevard
County, Florida, that:
SECTION 1. The Personnel Policy of the City of Cape Canaveral adopted on
October 1, 1998 is hereby amended under Section 5.03, Content as indicated in Exhibit A
— Non -Union Employees Wage and Salary Plan and Exhibit B — Union Employees Wage
and Salary Plan."
SECTION 2. SEVERABILITY. If any section, paragraph, phrase, or word of this
Ordinance is held to be unconstitutional or invalid, such portion shall not affect the
remaining portions hereof, and it shall be construed to have been a legislative intent to
pass this Ordinance without such unconstitutional or invalid part.
SECTION 3. CrONFLICIING PROVISIONS. Any ordinance or resolution, or parts
of an ordinance or resolution, in conflict herewith are repealed.
SECTION 4. EFFECTIVE DATE. This Ordinance shall take effect immediately
upon its adoption.

SUBJECT: Proposed Wage and Salary Plan Revision
Under City Council's direction the City Manager and Department Heads met in several
consecutive sessions to review the current City employee Wage and Salary plan. The goal of
these sessions was to compile information using the Florida League of Cities Annual Salary
Plan and its comparative data from other cities to develop a competitive rate plan for our
employees. The methodology used Included a summary of wage values for All Regions
In the State, All Counties, All Sizes of Municipal Organization were the Jurisdiction is a
population of greater than 9,999 and less than 50,000.
Staff concluded that this methodology would provide a greater level of competitive wage than
using a range inclusive only of organizations that are the same size as the City of Cape
Canaveral and with a population of less than 9,999. Due to the anticipated increase in the
City's population and the fact that employees transfer to similar or larger municipalities, the
proposed plan provides several advantages for City employees.
1) Employees who are topped out under their job class in the existing wage plan will
benefit from an increase in the maximum range.
2) Union employees have the opportunity to pursue specialized trade certifications along
with their current job descriptions for increased salary potential.
3) The proposed plan distributes increases across all job classifications.
Each employee's job classification was reviewed and accepted or in a few cases modified to
meet the new Florida League of Cities job classification codes. Three new categories, Senior
Secretary, Lead Treatment Plant Operator and Specialized Trades (HVAC Mechanic, Plumber,
Carpenter and Electrician) were introduced to offer employees advanced skill set opportunities.
The City Manager and each Department Head has reviewed the final proposed plan and agree
as undersigned with its content.

SUMMARY
Performs skilled secretarial, clerical and administrative duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other related job duties

Answers inquiries for information some of which may involve limited research

SUMMARY
Technical work in the maintenance and repair of electrical and hydraulic systems, pumps and
controls in a water distribution and sewer collection system. Inspects, adjusts and replaces
necessary parts on equipment. Repair chlorination equipment, installs and repairs water
distribution and sewer collection pipelines. Provides technical assistance in trouble shooting
operational problems associated with the Utility system.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be

Operates heavy equipment such as back hoe, front end loader, sewer pressure cleaner, pipeline
television equipment, sludge press, water reclamation and other equipment.
Develop and maintain a plant and sludge belt press maintenance work schedule and preventive
maintenance program.
Keep records of all maintenance activities in the plant and sludge press facility.
Assist with purchase requisitions.
Inspects, adjusts and replaces necessary parts on equipment.
Cuts and breaks up concrete.
Mixes and pours concrete for manhole repairs, city projects, etc.
Repairs street excavations, repairs sewer system infrastructure.
Washes and cleans vehicles and machines.
Monitors, operates and maintains sewage pump stations.

SUMMARY
Skilled work in repairing and maintaining machinery and mechanical equipment, city buildings, parks
and grounds, streets and right of ways. May be required to provide leadership in the accomplishment
of construction and maintenance projects requiring in-depth traininglexperience in the electrical,
mechanical and/or carpentry trade, signs and signals, and work zone safety.
Constructs, erects, installs and repairs structures, fixtures, and equipment made of wood, plywood
and wallboards.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Installs and repairs doors, furniture, benches and other hardware proficiently.
Operates heavy equipment such as back hoe, front end loader, tractor, power mower and other
equipment.
Operates power and manual tools skillfully.
Performs mowing of right of ways and city property.
Performs preventive maintenance to machinery, vehicles and equipment.
Patches potholes, repairs storm drainage infrastructure and repairs/constructs sidewalks.
Builds and repairs playground, recreation and beach access facilities.
Performs street sign and traffic control device installations and repairs in accordance with MUTCD
regulations.
Performs plumbing and irrigation repairs to city facilities
Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES
This job has no supervisory responsibilities; however, may serve as work crew leader and assume
supervisory duties in the absence of the supervisor.
QUALIFICATIONS To perform this job successfully, an individual must be able to perform each

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED); and three years related experience in one or

write simple correspondence. Ability to effectively present information in one-on-one and small
group situations to customers, clients, and other employees of the organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common
fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar
graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or
diagram form. Ability to deal with problems involving several concrete variables in standardized
situations.
CERTIFICATES, LICENSES, REGISTRATIONS
Requires a valid Florida Drivers License. A Brevard County compentency license as a Carpenter, or
certification from a qualified professional trade Board.

SUBJECT: DISCUSSION: REVIEW OF ANNUAL 3% SEWER RATE INCREASE

Requested Action:
City Council review the proposed 3% sewer rate increase that is scheduled to be implemented on January 1, 2004.
Overview: In Fiscal Year 2001/02, the City collected $1,997,934 in sewer utility operating revenue and $2,040,863
for 2002/03, an additional $42,930 in annual revenue (see attached monthly recap).
This fiscal year, $2,040,000 is budgeted for sewer utility operating revenue. Collections are estimated to meet
and/or exceed this revenue estimate.
Summary Explanation & Background:
This past year, City Council placed a sewer rate freeze on commercial sewer bills. The commercial rate computation
is a percent of the water bill. Since the City of Cocoa increased the water rates, these commercial customers
uidirectly had a rate increase this past year.
We are currently in the fourth year of the five-year rate plan. Is there any interest in modifying or eliminating the
January 1, 2004 rate increase?
