CITY COUNCIL SPECIAL MEETING September 27 , 1993 A Special Meeting of the Cape Canaveral City Council was held on September 27, 1993 , at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 6: 00 P.M. by Mayor Salamone. ROLL CALL: Mayor Joy Salamone Present Mayor Pro Tem John Porter Present Councilmember Arthur Berger Present Councilmember Joan Calvert Present Councilmember Rocky Randels Present City Manager Bennett Boucher Present Assistant City Attorney Kevin Markey Present City Clerk Faith Miller Present PUBLIC HEARINGS: 1. Resolution No. 93-35, Adopting the Millage Rate for 1993 . Mayor Salamone read the title of the Resolution and the sections of the Resolution pertaining to the millage rates for 1993 . A RESOLUTION ADOPTING A MILLAGE RATE FOR THE LEVY OF AD VALOREM TAXES FOR 1993 ON ALL TAXABLE PROPERTY LOCATED WITHIN THE CITY OF CAPE CANAVERAL, BREVARD COUNTY, FLORIDA; PROVIDING FOR AN EFFECTIVE DATE. Motion by Mr. Randels, seconded by Mr. Porter to adopt Resolution No. 93-35. Mr. Randels spoke in favor of the resolution and stated that all of the millages had been voted on and approved by the citizens of Cape Canaveral. He stated that the 1993 ad valorem tax rates were lower than in 1992 . There were no public comments. Motion carried with members voting as follows: Mayor Salamone, For; Mayor Pro Tem Porter, For; Councilman Berger, For; Councilwoman Calvert, For; Councilman Randels, For. 2 . Resolution No. 93-36, Adopting the Annual Budget for FY 93/94 . Mayor Salamone read the title of the Resolution. A RESOLUTION OF THE CITY OF CAPE CANAVERAL, BREVARD COUNTY, FLORIDA; ADOPTING THE ANNUAL GENERAL FUND, SEWER ENTERPRISE FUND, SPECIAL REVENUE FUNDS, DEBT SERVICE FUNDS, EXPENDABLE TRUST FUNDS, AND CAPITAL IMPROVEMENT BUDGETS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1993 , AND ENDING SEPTEMBER 30, 1994 ; PROVIDING FOR AN EFFECTIVE DATE. Motion by Mr. Porter, seconded by Mrs. Calvert to adopt Resolution No. 93-36. Mayor Salamone stated that Council had approved raising the utility tax rate from 8. 53% to 10% with an effective date of January 1, 1994, to fund capital expenditures. She stated that since the increased utility tax would not provide additional funds until the new year that there would be no capital expenditures until after January 1, 1994 . She also asked that the two (2) part- time positions included in the budget not be filled until after January 1st. She expressed concern regarding the low amount included in the contingency fund for FY 93/94 . Mr. Porter stated he had not realized that Council had agreed not to fill the part- time positions until January. Mayor Salamone explained that until the increased utility tax was collected, the funds for capital expenses and additional part-time employees should not be expended. She felt that an additional three (3) months would not adversely affect any department. Mr. Porter stated that he felt the City needed to research the possibility of employing a part-time grant writer to assist the City in securing funding for various projects through federal or City of Cape Canaveral, Florida City Council Special Meeting September 27, 1993 Page 2 state grants. He further explained his reasons for advocating such a position for the City and suggested hiring a grant writer on a trial basis to determine if it was a worthwhile program. Mayor Salamone felt that Council should consider filling such a position in January after the first quarter's expenses were reviewed, Council concurred to consider the matter at a Council workshop meeting in January 1994 , Mr. Randels expressed his concerns regarding the elimination of the part-time Animal Control Officer position from the FY 93/94 budget. Mayor Salamone stated that the City would be retaining the animal control vehicle and all the equipment and that the situation would be reviewed again in six (6) months to determine whether or not it was feasible to utilize only the County's animal control services. Ms. Deborah Haggerty, City Treasurer, noted that a statement regarding who to contact for animal control services could be included on the next month's utility bills to advise the residents that the County would now be providing animal control services. There were no public comments. Motion carried with members voting as follows: Mayor Salamone, For; Mayor Pro Tem Porter, For; Councilman Berger, For; Councilwoman Calvert, For; Councilman Randels, For.
