HomeMy WebLinkAbout03-09-1993 Special CITY COUNCIL SPECIAL MEETING March 9, 1993 A Special Meeting of the Cape Canaveral City Council was held on March 9, 1993 , at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 6: 02 P.M. by Mayor Salamone. ROLL CALL: Mayor Joy Salamone Present Mayor Pro Tem John Porter Present Councilmember Robert Abbott Present Councilmember Joan Calvert Present 111. Councilmember Rocky Randels Present City Manager Bennett Boucher Present City Attorney John Kancilia Present City Clerk Faith Miller Present BUSINESS: 1. Discussion & Motion Re: Selection of Sub-Consultant for Wetlands Project. Mayor Salamone advised that the selection committee consisting of Don Arabian, Bennett Boucher, and John Porter had listened to presentations by three firms including: Advance Technology & Management, Inc. , Breedlove, Dennis & Associates, Inc. , and Ecotech, Inc. Mr. Boucher advised that each firm had a different approach to the wetlands project and all three firms gave excellent presentations. He briefly summarized several of the key points presented by the firms. He recommended the selection of Ecotech, Inc. based on Mr. Swindell's experience with wetlands projects from start to finish, Mr. Swindell's current knowledge of the City's project for the past year, and the time constraints involved in meeting the deadlines set by the Department of Environmental Regulations (DER) . Mr. Porter also expressed his concerns regarding the time constraints imposed on the City and summarized his recommendation for the wetlands subconsultant. He felt that the wetlands project was a complicated option, but that it was the best economical plan for the City. He also recommended Mr. Swindell's firm (Ecotech, Inc. ) . Mr. Don Arabian summarized the marsh system proposals and explained several characteristics of each of the proposed systems. He strongly recommended the selection of Ecotech, Inc. for the wetlands project based on their experience at Iron Bridge of Orlando. He also recommended settling on a fixed price contract for the marsh part of the project to be awarded immediately to Mr. Swindell's firm at $170, 000. [11. Mayor Salamone stated that, based on the team concept approach to provide fact finding to the Council, there was a consensus of opinion from the committee to recommend Ecotech, Inc. Motion by Mayor Salamone, seconded by Mr. Porter that the selection for subconsultant for wetlands be Ecotech, Inc. Mayor Salamone summarized the wetlands project so far and thanked Mr. Arabian for the tremendous amount of time and effort he had put into the project. Mrs. Calvert stated that the motion should be contingent upon Ecotech, Inc. providing the required insurance. Mayor Salamone stated that the insurance provision was included in the contract with Hartman & Associates. Mr. Schmidt advised that Ecotech had advised that the firm would obtain the required insurance. Mr. Arabian, Mr. Chip Swindell of Ecotech and Mr. Hal Schmidt of Hartman & Associates, Inc. , answered questions from Councilmembers relative to the project. Mr. Porter expressed his concerns City of Cape Canaveral, Florida City Council Special Meeting March 9, 1993 Page 2 regarding the complicated details Florida of the man-made wetlands proj ect. Mr. Porter stated that there was a fixed price proposal from Ecotech at $170,000 or the Hartman & Associates proposal for $235,000 which included Hartman & Associates doing much of the labor and/or some of the project pieces with Ecotech receiving a $95,000 fee from the $235,000. The fee of $170,000 for Ecotech was 1ka fixed price for the majority of the wetlands project. Mr. Schmidt advised that the fees for the wetlands portion would be under $225,000 which included all of the geotech. Mayor Salamone fto stated that Mr. Hartman had assured Council that his firm would do everything possible to save money for the City. Mr. Schmidt advised that the preliminary engineering report had to be completed within three weeks and submitted to DER and Mr. Swindell's concept for the wetlands project had to be in written form. Motion carried with members voting as follows: Mayor Salamone, For; Mayor Pro Tem Porter, For; Councilman Abbott, For; Councilwoman Calvert, For; Councilman Randels, For. Mayor Salamone referenced the request by Hartman & Associates for subconsultant approval to utilize Dr. G. Ronnie Best for the wastewater treatment plant and wetlands project. Motion by Mayor Salamone, seconded by Mr. Porter to approve the request for the subconsultant approval of Dr. Best. Mr. Schmidt advised that Dr. Best would review Mr. Swindell's wetlands design from a standpoint of value. Mayor Salamone stated that Dr. Best would also pursue grants for the ongoing monitoring process of the wetlands and she spoke in favor of utilizing Dr. Best's skills. Mr. Arabian spoke against expending the funds for value engineering. Mayor Salamone stated that value engineering was a very important concept to Hartman & Associates. There was further discussion regarding the value engineering concept. Mr. Swindell stated that he was 100% confident in his work and he did not feel that value engineering was needed. He also stated that grant monitoring was typically only research oriented, not DER permit requirement monitoring. Mrs. Helen Filkins stated that Dr. Courtney Hackley with Breedlove, Dennis & Associates, Inc. impressed her more than Dr. Best. She suggested obtaining Dr. Hackley for this type of value engineering, if necessary. Mr. Porter suggested that Council further consider obtaining another subconsultant at a later date. Motion failed with members voting as follows: Mayor Salamone, Against; Mayor Pro Tem Porter, Against; Councilman Abbott, Against; Councilwoman Calvert, Against, Councilman Randels, Against.
