Special Meeting
October 7 , 1992
A Special Meeting of the Cape Canaveral City Council was held on
October 7 , 1992 , at the City Hall Annex, 111 Polk Avenue, Cape
Canaveral, Florida. The meeting was called to order at 7 : 10 P.M.
by Mayor Joy Salamone.

PRESENTATIONS:
1. Interview of engineering firms who responded to RFP No. 92-05 .
7 : 10 P.M. - Hartman & Associates, Inc.
Mr. Gerald Hartman, Principal-In-Charge, Hartman & Associates,
Inc. , gave an overview of his firm explaining that they specialize
in serving municipalities. He stated that they were a small firm
with 55 employees. He believed that the size of the firm along
with other unique cost saving ideas made them very cost effective.
He also stated that Hartman & Associates, Inc. prided themselves in
arriving at innovative solutions to their customers' problems.
Presentations were made as follows:
a) Mr. Harold Schmidt, Jr. , P. E. on wastewater
systems, preliminary and final design;
b) Mr. William Musser, P. E. , on stormwater management
planning and engineering;
c) Mr. Robert Ori, C.P.A. , on financial management,
rates and charges.
Several questions were asked by Council members, including what
experience Hartman and Associates, Inc. had in the area of
wetlands. Mr. Hartman stated that they had not done a wetlands
applications system for wastewater that flows through into the
Indian River Lagoon. He stated that they had done systems that
flow through into surface waters; the gulf and the ocean.
8 : 30 P.M. - Post, Buckley, Schuh & Jernigan, Inc.
Mr. Richard Karasiewicz, Director, Water & Wastewater Facilities
Division of Post, Buckley, Schuh & Jernigan, Inc. , stated the focus
of their presentation would be on how their project team related to
the City's project. Mr. Karasiewicz stated that the team had tried
to anticipate what the City expected out of the project and arrived
at: (1) a project that meets the performance goals, (2) that the
project is economical, (3) a project where solutions were flexible
and (4) that the City wanted to stay involved in the decision
making process.

Presentations were made by the Project Team as follows:
Mr. Dan Click, Project Director, stated that the objective was to
comply with the Indian River Lagoon Act and that the team would
discuss the series of steps needed to accomplish that goal. He
also stated that if selected they would work very closely with the
Financial Consultant and with Mr. Boucher regarding financing.
Presentations were also made by the following team members:
Mr. Craig Ferguson - Deputy Project Director
Mr. Peter Manz - Stormwater Project Manager
Mr. Chip Swindell - Wetland System Design
Ms. JoAnn Jackson - Reuse System Design
Slides were presented of existing facilities along with an
explanation of proposed improvements.
Mr. Click summarized the presentation by stating that the City was
on the threshold of a process that over the next twenty years would
cost many millions of dollars of City money and stated that what
his firm offered was the planning stage which would be thorough,
careful, and have imaginative engineering.
A discussion was held regarding tabeling of the ranking process
until the firms responding to RFP No. 92-02 had all been
interviewed. Mr. Kancilia advised that as far as legalities were
concerned the ranking could be tabeled. He also stated that he
would like a few days to research the process when fewer than three
(3) firms respond to an RFP.
Mr. Joseph Abbott, Public Works Director, gave his opinion
regarding the two (2) firms who made presentations.
Motion by Mr. Porter, seconded by Mr. Randels to table the ranking
of the engineering firms responding to RFP No. 92-05 until at least
October 15, 1992 .
There being no further business, the meeting adjourned at 9 :48 P.M.
