HomeMy WebLinkAboutMinutes 09-21-1992 Special CITY COUNCIL SPECIAL MEETING September 21, 1992 A Special Meeting of the Cape Canaveral City Council was held on September 3 , 1992 , at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 5: 35 P.M. by Mayor Salamone. Pledge of Allegiance was led by Mayor Salamone. ROLL CALL: Mayor Joy Salamone Present Mayor Pro Tem John Porter Present (Late) Councilmember Joan Calvert Present Councilmember Rocky Randels Present Councilmember Ann Thurm Present City Manager Edward Spenik Present City Attorney John Kancilia Present Acting Deputy City Clerk Sharon Hoover Present PUBLIC HEARINGS: 1. Resolution No. 92-44 , Adopting Millage Rate (1992) . Mayor Salamone read the resolution in its entirety. A RESOLUTION ADOPTING A MILLAGE RATE FOR THE LEVY OF AD VALOREM TAXES FOR 1992 ON ALL TAXABLE PROPERTY LOCATED WITHIN THE CITY OF CAPE CANAVERAL, BREVARD COUNTY, FLORIDA; PROVIDING FOR AN EFFECTIVE DATE. Motion by Mr. Randels, seconded by Mr. Porter to adopt Resolution No. 92-44 . Mr. Randels spoke in favor of the resolution and mentioned the 3% decrease in property taxes. The public hearing was opened and closed as there were no public comments. Motion carried with members voting as follows: Mayor Salamone, For; Mayor Pro Tem Porter, For; Councilwoman Calvert, For; Councilman Randels, For; Councilwoman Thurm, For. 2 . Resolution No. 92-45, Adopting Annual Budget for FY 92/93 . Mayor Salamone read the resolution in its entirety. A RESOLUTION ADOPTING THE ANNUAL GENERAL FUND, SEWER ENTERPRISE FUND, SPECIAL REVENUE FUNDS, DEBT SERVICE FUND, EXPENDABLE TRUST FUNDS, AND CAPITAL IMPROVEMENT BUDGETS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1992 , AND ENDING SEPTEMBER 30, 1993 ; PROVIDING FOR AN EFFECTIVE DATE. Motion by Mr. Porter, seconded by Mrs. Calvert to adopt Resolution No. 92-45 . Mr. Bennett Boucher stated that the Sheriff's Department had been granted a 4% salary increase by the Board of County Commissioners which increased the contract by $23 , 499 . The Fire Department was also requesting that a new mini-van be funded in the 92/93 FY budget at a cost of $15, 000. The total changes amounted to $38 , 499 . Mr. Randels questioned why the salary increase for the Sheriff's Department was passed on to the City. Mr. Spenik explained that the City had picked up the costs in the past. Mayor Salamone stated that since the contract had not been signed prior to the increase then the City was responsible for the increase. There was further discussion regarding where to obtain the funds necessary to meet the increased expenses. City of Cape Canaveral, Florida Special City Council Budget Meeting September 21, 1992 Page 2 Mayor Salamone expressed that she did not believe that the budget should be cut and that the money should come from Reserves or the Contingency Fund. Mrs. Thurm felt that the increased utility tax could be implemented as proposed earlier in the year. Mr. Boucher stated that in FY 91/92 , $140, 000 was used from reserves and that no use of the reserves was proposed in the FY 92/93 budget. Mr. Boucher stated that the anticipated interest income from the reserves was $56, 000. Mr. Porter suggested utilizing the interest income from the reserves for the change in the Sheriff's contract. Council concurred to use $23 , 500 from the interest income on the reserves to cover the increased Sheriff's department's budget. Chief Dave Sargeant, Fire Department, explained the necessity for the vehicle requested by his department. He stated that the present car received from the Sheriff's Department needed repairs frequently. Mayor Salamone felt that there should not be any capital expenses. Mrs. Calvert suggested a compromise of purchasing a used vehicle. There was additional discussion regarding funding capital items. Motion by Mr. Porter, seconded by Mr. Randels to amend the capital budget for the Cape Canaveral Volunteer Fire Department to allocate $7 , 500 from reserves to purchase a used vehicle. Mr. Randels questioned the possibility of leasing a vehicle. Mayor Salamone stated that if Council felt that the Fire Department should have a vehicle then it should be a new vehicle. There was further discussion regarding purchasing a new vehicle versus used vehicle. Motion carried with members voting as follows: Mayor Salamone Against Mayor Pro Tem Porter For Councilwoman Calvert For Councilman Randels For Councilwoman Thurm For Mrs. Thurm asked if Mr. Abbott wished to further explain the reorganization of the Public Works Department. Mr. Abbott explained the reorganization in detail. Mayor Salamone questioned if the part-time secretary was being given the full-time position. Mr. Abbott stated that it was his understanding that the position would have to be advertised and that the current employee would be given the opportunity to have the position if desired. Mrs. Calvert further questioned why the position would have to be posted. Mr. Spenik stated that the Personnel Policy provided that the proposed position be posted. A ten-minute break was taken at this time, after which the meeting reconvened. Mayor Salamone stated that Ordinance No. 2-92 enacted in April, 1992 , provided that each job vacancy shall be posted on the bulletin board at City Hall and that the City Clerk shall determine if outside recruitment was necessary. Mr. Abbott further reviewed the Public Works' organization chart. Mr. Porter expressed his approval of the reorganization. Mr. Spenik asked for an executive session on union negotiations for Tuesday, September 29 , 1992 , at 5: 00 P.M. Council concurred. Motion carried on the main motion with members voting as follows: Mayor Salamone, For; Mayor Pro Tem Porter, For; Councilwoman Calvert, For; Councilman Randels, For; Councilwoman Thurm, For. There being no further business, the meeting adjourned at 7: 01 P.M.
