SPECIAL MEETING
September 3, 1992
A Special Meeting of the Cape Canaveral City Council was held on
September 3, 1992, at the City Hall Annex, 111 Polk Avenue, Cape
Canaveral, Florida. The meeting was called to order at 7 : 30 P.M.
by Mayor Salamone.

PUBLIC HEARINGS:
1. Resolution No. 92-36, Adopting Tentative Millage Rate.
Mayor Salamone read the resolution in its entirety.
A RESOLUTION ADOPTING THE TENTATIVE MILLAGE RATE FOR THE LEVY OF AD
VALOREM TAXES FOR 1992 ON ALL TAXABLE PROPERTY LOCATED WITHIN THE
CITY OF CAPE CANAVERAL, BREVARD COUNTY, FLORIDA; PROVIDING FOR AN
EFFECTIVE DATE.
Motion by Mrs. Thurm, seconded by Mr. Randels to adopt Resolution
No. 92-36. Mr. Boucher referenced his memo of September 3, 1992
which explained the 1991/92 versus the 1992/93 proposed budget
which showed that there was an overall 3% decrease in the tax
millage.
The public hearing was opened and closed as there were no public
comments.
Motion carried with members voting as follows : Mayor Salamone,
For; Mayor Pro Tem Porter, For; Councilman Randels, For;
Councilwoman Thurm, For.
2. Resolution No. 92-37, Adopting Tentative Annual Budget for FY
1992/93.
Mayor Salamone read the resolution in its entirety.
A RESOLUTION ADOPTING THE TENTATIVE ANNUAL GENERAL FUND, SEWER
ENTERPRISE FUND, SPECIAL REVENUE FUNDS, DEBT SERVICE FUND,
EXPENDABLE TRUST FUNDS, AND CAPITAL IMPROVEMENT BUDGETS FOR THE
FISCAL YEAR BEGINNING OCTOBER 1, 1992, AND ENDING SEPTEMBER 30,
1993; PROVIDING FOR AN EFFECTIVE DATE.
Motion by Mr. Randels, seconded by Mr. Porter to adopt Resolution
No. 92-37. Mrs. Thurm stated the functional reorganization of the
Public Works Department would not result in any additional pay
raises above the 2 . 8% C.O. L.A and normal annual merit increases.
She questioned how much the Public Works budget increased for the
new positions . She stated that there were too many layers of
supervision in the Public Works Department; it appeared that the
reorganization chart included too many chiefs and not enough
indians.
Mayor Salamone stated that the City Council asked that the Public
Works organization chart be reviewed. She stated that the Council
had discussed the problems with the organization chart at the
budget workshops. She asked that the organization of the Public

Works Department be fixed prior to the second public hearing on the
budget.
Mrs. Thurm also felt that the wastewater treatment plant employees
should receive credit for obtaining the necessary licenses to
qualify for different classification levels.
The public hearing was opened and closed as there were no public
comments.
Motion carried with members voting as follows: Mayor Salamone,
For; Mayor Pro Tem Porter, For; Councilman Randels, For;
Councilwoman Thurm, For.
Mayor Salamone stated that the next budget hearing was scheduled
for Monday, September 21, 1992, at 5 : 30 P.M.
There being no further business, the meeting adjourned at 7: 47 P.M.
