HomeMy WebLinkAboutMinutes 06-26-1992 Special CITY OF CAPE CANAVERAL, FLORIDA CITY COUNCIL SPECIAL MEETING JUNE 26, 1992 A Special Meeting of the Cape Canaveral City Council was held on June 26, 1992, at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 4 :32 P.M. by Mayor Joy Salamone. Pledge of Allegiance was led by Mayor Salamone. Presentation by Post, Buckley, Schuh & Jernigan, Inc. regarding the Reuse Feasibility Study. Mr. Dan Click briefed Council regarding the conclusions of the Reuse Feasibility Study which was a State dictated requirement pursuant to the Indian River Lagoon Act which obligated all dischargers to the Indian River Lagoon to prepare and submit a Reuse Feasibility Study by July 1, 1992 to the Department of Environmental Regulations (DER) . He explained the five ( 5) alternatives that were evaluated by the firm and the methods by which the alternatives were evaluated. The alternatives included: a) No action - No reuse program and requirements to upgrade treatment at the plant in order to have basic compliance with the Indian River Lagoon Act. b) Reuse alternative dealing only with the "Arabian Plan" wetlands as a form of reuse. c) Wetlands with Minimal Reuse for neighborhood and residential public contact. d) Wetlands with Medium Reuse for neighborhood and residential public contact. e) Wetlands with Maximum Reuse for neighborhood and residential public contact. IWMs. JoAnn Jackson, Reuse Technology Program Manager, distributed the draft proposal including the five ( 5) alternatives to each Councilmember and the City Manager. She reviewed the methodology used by Post, Buckley to develop the alternatives. She explained all the tables included in the proposal including the following: effluent reuse capacity analysis program for maximum reuse; capital and operation and maintenance (0 & M) summary; present value analysis with and without consideration of water savings; comparison of estimated 1995 connection fee and monthly user charge comparison; and estimated impacts to wastewater user charges. Ms. Jackson spoke regarding the need to conduct a survey of residents to determine potential participation in the reuse program. Mr. Click stated that he recommended that the Reuse Feasibility Study be submitted to DER on July 1 , 1992 with the recommendation selecting the wetlands only alternative while anticipating that the agency may come back with a requirement to utilize the wetlands City of Cape Canaveral, Florida Special Council Meeting June 26, 1992 Page 2 plus minimal public access reuse. He also addressed the need to conduct a survey of potential reuse subscribers. He stated that the ongoing rate study with Burton & Associates would give the City a more realistic view of the impact of increased customer rates. He addressed questions from the City Council . Discussion followed. Motion by Mayor Salamone, seconded by Mr. Kedzierski to accept Post Buckley's recommendation to submit the wetland reuse only plan to [110 the DER. Discussion followed. Motion carried with members voting as follows: Mayor Salamone, For; Mayor Pro Tem Porter, For; Councilman Kedzierski , For; Councilman Randels, For, Councilwoman Thurm, For.
