COMBINED WORKSHOP AND REGULAR MEETING
FEBRUARY 18, 1992
A Combined Workshop and Regular Meeting of the Cape Canaveral
City Council was held on February 18, 1992, at the City Hall
Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting
was called to order at 7 : 30 P.M. by Mayor Joy Salamone.
Pledge of Allegiance was led by Mayor Salamone. The roll was
called by the Deputy City Clerk. Members present were: Mayor
Joy Salamone; Mayor Pro Tem John Porter; Council Members Andy
Kedzierski, Rocky Randels and Ann Thurm. Also present were City
Attorney Jim Woodman, City Manager Edward Spenik, and Deputy
City Clerk Debbie Morris.
Mr. Porter moved to accept the minutes of the regular meeting of
February 4, 1992. Mr. Kedzierski seconded motion. Mrs. Thurm
requested that the last sentence in the first paragraph on page
3 be amended to read, "Vote on the main motion was as follows:
In favor, Mr. Kedzierski , Mr. Porter, Mr. Randels, and Mayor
Salamone; opposed, Mrs. Thurm" . Vote on the motion was
unanimous. The minutes, as amended, were approved.
Mr. Frank Piccione was not in attendance for his personal
appearance.
NEW BUSINESS
1 . Resolution No. 92-5 Transfer of Cable TV Franchise to Time
Warner Entertainment Company
Mayor Salamone read the title of the Resolution. Mr. Randels
moved for adoption. Mr. Porter seconded the motion. Mr. Bill
Suggs, of CableVision, addressed Council regarding the partner-
ship of Time Warner, Inc. , Toshiba Corp. , and C . Itoh & Co. ,
Ltd. , to be known as Time Warner Entertainment Company. Mr.
Suggs stated that there would be no adverse impact on the cable
system, its customers, services, business practices, or
personnel. Discussion followed.
Vote on the motion was unanimous. Resolution No. 92-5 was
adopted.
2. Resolution No. 92-6 Urging Immediate Selection of VA
Hospital Site
Mayor Salamone read the title of the Resolution. Mr. Randels
moved for adoption. Mr. Kedzierski seconded the motion. Motion
carried unanimously.
3 . Resolution No. 92-7 Removing a Member from the Planning &
Zoning Board
Mayor Salamone read the title of the resolution. Mr. Porter
moved for adoption. Mr. Kedzierski seconded the motion. Mr.
Randels spoke in support of the removal of Cecil Everett from
the Planning & Zoning Board. Motion carried unanimously.
4. Cape Sierra 's Request for Craft Shows and Chili Cookoff
Mr. Ken Detwiler, General Manager of Cape Sierra, addressed
Council. He stated that past craft shows have brought in a
number of crafters from other areas of the country and he pro-
jects a larger number of crafters to attend future shows . The

benefit the March of Dimes, will be held on April 4, 1992.
Mayor Salamone questioned the amount to be donated to the March
of Dimes. Mr. Detwiler assured Council that all monies
collected from the Chili Cookoff would be donated. Mr. Randels
moved to approve both the craft shows and the Chili Cookoff
subject to Cape Sierra paying for the permits. Mr. Porter
seconded the motion. Mayor Salamone moved to amend the motion
to state that Cape Sierra would pay a $25.00 permit fee and not
a per-crafter fee. Mr. Porter seconded the motion.
Vote on the motion to amend was unanimous. Vote on the main
motion was unanimous.
5. Motion Re: City Employee ' s Request for Training
Mrs. Thurm moved that Mr. Abbott receive allocation to attend
the budget seminar in Orlando. Mr. Randels seconded the motion.
Motion carried unanimously.
6. Scheduling Special Workshop Meeting (February 22, 1992) for
the Oral and Written Presentation on Evaluation of Prelimin-
ary Engineering Report on Wastewater Treatment Plant Expan-
sion/Modification and Reclaim Water Reuse System
Mayor Salamone moved that the Special Workshop Meeting be
rescheduled for Monday, February 24 , 1992, at 7 :00 p.m. provided
all concerned parties can attend. Mrs. Thurm seconded the
motion. Motion carried unanimously. Mr. Spenik was directed to
contact Briley, Wild and Associates, and Dyer, Riddle, Mills and
Precourt to advise them of the tentative date.
Motion carried unanimously.
7. Duval Bank Property
Mr. Randels stated that the property was a good buy, but an
unnecessary purchase. Mr. Kedzierski was in agreement. It was
the consensus of Council not to pursue the matter.
8. Monthly Activity Reports
Mayor Salamone requested the activity reports be placed on the
agenda for the next meeting.
9. Trash/Waste Disposal
Mr. Kedzierski stated he had received a number of complaints,
mostly from the commercial and construction sector, alleging
that service is atrocious in comparison to the cost of the
service. Mr. Kedzierski requested the City Attorney determine
if the present contract with Western Waste is enforceable.
Mayor Salamone stated that she had received complaints, also.
Mr. Bob Hires, of Western Waste Industries, came forward to
address Council. Mr. Hires assured Council that Western Waste
was making an effort to improve service to their customers.
10. City Manager 's Report
Mr. Spenik stated that, in regards to the incident that occurred
last week, the issue would be resolved by the end of next week.
DISCUSSION
Mr. Randels spoke on a Wastewater seminar that he had attended
in Tampa. He also stated that he had attended a seminar in St.
Petersburg on Beach Technology. He provided Council with hand-
outs from those seminars.

Mayor Salamone reported to Council that Capeview Elementary
School had begun a yearbook program to earn funds for the school .
She requested Council to consider putting an advertisement in
the yearbook on behalf of the City. It was the consensus of
Council that an educational ad about the City and civic responsi-
bility would be appropriate. The cost of a full-page ad would
be $150. The Council members agreed to pay $30.00 each towards
the ad.
There being no further business, the meeting was adjourned at
8 : 25 P.M.
