HomeMy WebLinkAboutMinutes 09-13-1990 SpecialCITY COUNCIL SPECIAL MEETING SEPTEMBER 13, 1990 A Special Meeting of the City Council of the City of Cape Canaveral, Florida was held on September 13, 1990, at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7 : 35 P.M. by Mayor Joy Salamone. Pledge of Allegiance was led by Mayor Salamone. The roll was called by the City Clerk. Officials present were Mayor Joy Salamone; Mayor Pro Tem, Ann Thurm; Council Members Don Arabian; John Porter, and Rocky Randels . Also present were Acting City Manager, Bennett Boucher; City Attorney, Jim Theriac; and City Clerk, Jan Leeser. PUBLIC HEARINGS 1 . Resolution No. 90-52 Adopting Millage Rate A RESOLUTION ADOPTING A MILLAGE RATE FOR THE LEVY OF AD VALOREM TAXES FOR 1990 ON ALL TAXABLE PROPERTY LOCATED WITH- IN THE CITY OF CAPE CANAVERAL, BREVARD COUNTY, FLORIDA; PROVIDING AN EFFECTIVE DATE. Mayor Salamone read the title of the Resolution. She advised that the millage rates, which were all voter approved, were .4823 mill for Beautification; . 3253 mill for the Library; and . 2000 mill for storm drainage debt reduction. Mrs. Thurm moved for adoption. Mr . Porter seconded motion. Mr. Randels pointed out that the library millage rate would con- tinue to be reduced. There being no comments by members of the audience, Mayor Salamone requested that the question be called. Vote on the motion was unanimous . Resolution No. 90-52 was adopted. 2 . Resolution No. 90-53 Adopting Annual Budget for FY 1990-91 A RESOLUTION ADOPTING THE ANNUAL GENERAL FUND, SEWER FUND, SPECIAL REVENUE FUNDS, DEBT SERVICE FUND AND CAPITAL IMPROVEMENT BUDGETS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1990 AND ENDING SEPTEMBER 30, 1991 ; PROVIDING AN EFFEC- TIVE DATE. Mayor Salamone read the title of the Resolution. Mrs . Thurm moved for adoption. Mr. Arabian seconded motion. Mayor Salamone pointed out that the Cost of Living Adjustment for the members of the bargaining unit would be determined by the union negotiations . Discussion followed. A member of the audience, Mr. Conway requested clarification on the increase in the Sheriff ' s Department budget . There being no other comments, Mayor Salamone requested that the question be called. Vote on the motion was unanimous . Resolution No. 90-53 was adopted. Mayor Salamone extended appreciation to the Acting City Manager, Mr. Bennett Boucher, and the members of the staff for their efforts in the budget preparation.
