HomeMy WebLinkAboutMinutes 06-29-1989 Workshop and Regular CITY COUNCIL COMBINED WORKSHOP AND REGULAR MEETING JUNE 29, 1989 A Combined Workshop and Regular Meeting of the City Council of the City of Cape Canaveral, Florida was held on June 29, 1989, at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7: 30 P.M. by Mayor Joy Salamone. Pledge of Allegiance was led by Mayor Salamone. The roll was called by the City Clerk. Officials present were Mayor 11, Joy Salamone, Mayor Pro Tem Robert Hoog, Council Members Jeff Kidd, Steve Miller and Rocky Randels. Also present were City Manager, Leo Nicholas; City Attorney, Jim Theriac, and City Clerk, Jan Leeser . Mr. Hoog moved to forego the reading of the minutes of the Regular Meeting of June 20, 1989 . Mr. Miller seconded motion. Motion carried unanimously. At this time, Mayor Salamone presented the "Volunteer of the Month" Award to Mrs. Marlene Woodside, for her services as Chairman of the Beautification Board. PUBLIC HEARINGS 1 . Motion Re: Transmittal of Comprehensive Plan Amendments to State of Florida Mr. Randels so moved. Mr . Kidd seconded motion. Mr . Randels ex- pressed thanks to the Local Planning Agency, the staff, and Mr . John Schock, Consultant with Briley, Wild and Associates, for their work on the amendments. Motion carried unanimously. Mayor Salamone announced that a second advertised public hearing would be held when the City receives the comments back from DCA. 2 . Resolution No. 89-30 Vacating 20 ' Alleyway West of Tracts 1 , 2 & 3 and East of Tracts 4 & 4A, Chandler Park (Cheri Down Park) - Brevard County A RESOLUTION VACATING THE 20 FOOT ALLEYWAY WEST OF TRACTS 1 , 2 AND 3 AND EAST OF TRACTS 4 & 4A, CHANDLER PARK; PROVIDING AN EFFECTIVE DATE . Mr. Hoog moved for adoption. Mr. Kidd seconded motion. Mr. Nicholas pointed out that the County owns all the property adjacent to the alleyway. Discussion followed on the County' s future develop- ment plans for Cheri Down Park. Vote on the motion was unanimous. Resolution No. 89-30 was adopted. [w NEW BUSINESS 1 . Interview of Prospective Planning and Zoning Board Members Mayor Salamone noted that Mr . John Porter was out of town. Mr. Theriac interviewed prospective Booard Member, Mr. Wayne Washburn. This item will be placed on the agenda for the next workshop meeting. 2 . Resolution No. 89-31 Plat Approval , Gizella Townhomes, Phase Four, Lots 13-16, Tuten ' s Subdivision on ( 8668-8674 N. Atlantic Ave) - William Bennix A RESOLUTION OF THE CITY OF CAPE CANAVERAL, FLORIDA APPROVING THE PLAT OF "GIZELLA TOWNHOMES, PHASE FOUR; AUTHORIZING THE MAYOR AND THE CITY CLERK TO CERTIFY THE PLAT; PROVIDING AN EFFECTIVE DATE . Mr. Hoog and Mr. Kidd abstained from voting because of a conflict; Mr. Miller, Mr . Randels and Mayor Salamone voted in favor of the motion. Motion carried. Resolution No. 89-31 was adopted. 3. Resolution No. 89-32 Plat Approval, Replat of a Portion of Beach Park Village, Lots 29-42 (Cheri Down Lane) - Joseph Kodsi A RESOLUTION OF THE CITY OF CAPE CANAVERAL, FLORIDA APPROVING THE "REPLAT OF A PORTION OF BEACH PARK VILLAGE" AUTHORIZING THE MAYOR AND THE CITY CLERK TO CERTIFY THE PLAT; PROVIDING AN EFFECTIVE DATE . Eir Mr. Randels moved for adoption Mr. Miller seconded motion. Mr. Hoog and Mr. Kidd abstained from voting because of a conflict; Mr. Miller, Mr . Randels and Mayor Salamone voted in favor of the motion. Motion carried. Resolution No. 89-32 was adopted. 4. Resolution No. 89-33 Requesting that Brevard County School Board Promote and Participate in Intergovernmental Activities A RESOLUTION OF THE CITY OF CAPE CANAVERAL, FLORIDA REQUESTING THE SCHOOL BOARD OF BREVARD COUNTY, FLORIDA PROMOTE AND PARTIC- IPATE IN INTERGOVERNMENTAL ACTIVITIES THAT RESPOND TO THE NEEDS OF THE YOUTH AND MUNICIPALITIES WITHIN BREVARD COUNTY; PRO- VIDING AN EFFECTIVE DATE . Mr. Hoog moved for adoption. Mr. Randels seconded motion. Mr. Nicholas advised that the City of Palm Bay had requested support in their efforts to urge the School Board to be more flexible with their facilities and to encourage the students to participate in other community activities. Discussion followed. Vote on the motion was unanimous. Resolution No. 89-33 was adopted. 5. Discussion Re: Membership in Florida Shore & Beach Preservation Association Mr. Nicholas advised that this organization promotes conservation and preservation of the beach. He further noted that the annual membership fee was $300. 00. Discussion followed. Mr. Kidd moved to join the association. Mr. Hoog seconded motion. Motion carried unanimously. 6. Discussion by Beautification Board regarding DNR Grants Mrs. Marlene Woodside, former Chairman of the Beautification Board, presented information to the City Council regarding DNR Grants that were available for parks. Some suggestions that were presented were: development of the wetland area in the north-west section of the City into a passive park; purchase of the vacant block located on the Atlantic Ocean between Buchanan and Pierce Avenues; and, [N, purchase of riverfront property located behind Galaxy Station. It was noted that the State would match the City' s funds, two to one. The question was raised whether or not Beautification revenue could be used for these purposes. Discussion followed. Mayor Salamone advised that the City would review the information to see if it would be feasible to apply for the grants. 7. Discussion Re: Maintenance of Beautification Projects Mr. Randels advised that the Beautification Board was concerned about the lack of maintenance on the beautification projects. Mr. Nicholas noted that the street department crew would be doing the routine maintenance in order to allow the Landscape Gardener to concentrate on the new projects. He further noted a helper had been hired to assist the Landscape Gardener. It was also pointed out that the use of the prisoners had been at a minimum. Discussion followed. Discussion Re: Sister City Request Mr. Nicholas advised that the City had received a request from the City of De Vila Do Bispo in Portugal regarding becoming their Sister City. Discussion followed. Mr. Nicholas was requested to acknowledge their request and seek additional information. 9 . Discussion Re: Employee Assistance Program Mr. Nicholas explained that the Chamber of Commerce, in conjunction with Circles of Care, sponsored an Employee Assistance Program. He noted that the annual cost was $ 17. 00 per employee. Discussion followed . It was decided to invite a member of the Chamber to the ` next workshop meeting to discuss the program further. DISCUSSION Mr. Nicholas reported on the following: the up-coming Brevard League of Cities meeting; a Stormwater Management Seminar; thank you received from Cocoa Beach High School for the City' s donation to Project Graduation; and that the Fire Department received their Certificate of Public Convenience and Necessity. Mr. Nicholas requested a clarification from Council on whether or not a sidewalk should be installed along a street that was not con- structed (extension of Ridgewood Avenue) . Discussion followed. It was the consensus of Council that the sidewalk would have to be in- stalled, prior to the issuance of a Certificate of Occupancy. There being no further business, the meeting was adjourned at 9 : 06 P.M.
