SPECIAL MEETING
NOVEMBER 22, 1988
A Special Meeting of the City Council of the City of Cape Canaveral,
Florida, was held on November 221 1988; at the City Hall Annex, 111
to
oPolk Avenue, rder at 7:30 P.M. by Mayor aJay Salamone. TPI dge tofgAllegiancewasdwas
led by Mayor Salamone.
The roll was called by the City Clerk. Officials present were Mayor
Joy Salamone, Mayor Pro Tem Robert Hoog, Council Members Steve
Miller NicholasinCitycky Attorney 1s. Also Jim TheriaceandtCityeClerk,Manager,

Mayor Salamone explained that it had come to her attention that the
Canaveral Port Authority was considering the lease of 18 acres on
the north side of the Port, near the south ,gate of Cape Canaveral
Air Force Station, to General Dynamics, for the purpose of a payload
processing facility. Mayor Salamone voiced concern regarding the

Mr. Ernie Breil, President of the architectural firm of Briel,
Rhame, Paynter and Houser, who would design the facility, addressed

tained with no emissions and that the satellites would be
transported to the Cape Canaveral Air Force Station in their own

Mrs. Sue Ford, Canaveral Part Authority Commissioner, advised that
the Port Authority would vote on advertising the lease, which in
effect approves the lease, at their meeting the following day.
Discussion followed. Several members of the audience spoke against
the fueling of the satellites at the proposed facility. Mr. Hoog
noted that it was his opinion the the

Canaveral's responsibility. Discussion continued.
Mayor Salamone moved that the City adopt the following Resolution:
' WE AGREE THAT THE GROWTH AND DEVELOPMENT OF THE PAYLOAD
PROCESSING FACILITY CAN HAVE A POSITIVE IMPACT ON OUR CITY.
HOWEVER, AS THERE IS A POSSIBLE DETRIMENT TO THE SAFETY AND
WELFARE OF OUR CITIZENS WE OPPOSE THE FUELING STATION PART OF
THE PLAN.,
Mr. Randels seconded the motion. Motion carried unanimously.
The special Meeting was adjourned at 9:02 P.M.
