HomeMy WebLinkAboutMinutes 07-09-1988 SpecialCAPE CANAVERAL CITY COUNCIL SPECIAL MEETING JULY 9, 1988 A Special Meeting of the City Council of the City of Cape Canaveral, Florida, was held on July 9, 1988, at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 10:05 A.M. by Mayor Patrick Lee. Pledge of Allegiance was led by Mayor Lee. The roll was called by the City Clerk. Officials present were Mayor Patrick Lee, Mayor Pro Tem Robert Hong, and Council Member Rocky Randels. Also present were City Manager, Leo Nicholas; City Attorney, Jim Theriac; and City Clerk, Jan Lesser. Council Members Jeff Kidd and Steve Miller were out-of-town. 1. Discussion Res Beach Erosion Interim Relief Mayor Lee introduced Mr. Bob Day and Mr. Derek Busby from Brevard County Department of Natural Resources. They gave a brief history of the erosion problem explaining that it was caused by the building of the Canaveral Jetties in 1967. They further noted that the Corp of Engineers had a Beach Restoration Project in 1974 in which Canaveral's beaches were renourished and utilized as a feeder beach. This restoration project had an estimated life -span of ten years and it has lasted for 14 years, with a large portion of the sand still in place. It was noted that although the erosion is bad, it is not an emergency situation at this time. Mr. Joe Lapolla, Chief Engineer and Deputy Director from Port Canaveral, explained that there are plans to construct a Sand Transfer Plant on the north side of the jetties. He noted that the project is number one priority on the State of Florida Department of Natural Resource's (DNR) list. He further noted that congress has not released these funds and construction will begin approximately two years after the funds are released. He suggested lobbying the congress and the State legislative delegation to release the funds. Discussion followed and it was pointed out that the Corp of Engineers (COE) has an emergency fund of two million dollars set aside for renourishment. Mr. Lapolla suggested the Council authorize the Mayor to lobby for release of these funds. Discussion followed with several members of the audience offering comments and suggesting solutions. The City Council. was encouraged to seek some avenue of relief. It was suggested that an interim solution may be to request the COE to pump sand onto Canaveral's beaches from the north side of the Jetties. Discussion followed on the necessity of a sand source study. Another suggestion was to do beach scraping. Discussion followed on whether or not the beach scraping was successful in ' Cocoa Beach. Mr. Nicholas suggested the City apply for an open-ended permit for beach scraping, to be used in the case an emergency situation arises. County Commissioner, Mr. Roger Dobson, advised that he planned to request the County prepare an emergency plan in case there is another "Thanksgiving Day" storm this fall. Mr. Randels offered the following motions 1) Authorize the expenditure of funds necessary for the Mayor to travel to Jacksonville, and Washington (if necessary) to apply for a permit to do beach scraping, if the beach erosion reaches an emergency situation; 2)authorize the Mayor to lobby the Legislative Delegation in Tallahasse for relief by using the two million dollar emergency money set aside by the Corp of Engineers. CITY COUNCIL SPECIAL MEETING JULY 9, 1988 PAGE 2 OF 2 Mr. Hong seconded motion. Motion carried unanimiously. Mayor Lee called for a five -minutes recess. The meeting was reconvened at 10:50 A.M. 2. Discussion Re: Brevard Count -s Proposal to Privatize Ambulance Service Mr. Dobson advised that he was going to request the County delay implemntation of the change until next fiscal year to allow for further study of the issue. .Discussion followed. Mr. Dobson explained that the reasoning behind the proposal was funding= it is estimated the County can save $700,000 to $900,000 by privatizing theservice. He further noted that if the County continues to provide ambulance service it would be the to increase the ad valorem taxes. 3. Discussion Re: Sister City Visitation Mr. Nicholas introduced Mr. Franco Iraci and his family who were visiting from the Sister City of Guidonia, Italy.
