MR. SCOTT INFORMED COUNCIL THAT INQUIRIES FROM INTERESTED PARTIES
HAD COME IN AFTER THE BIDS WERE OPENED AND HE RECOMMENDED THAT COUNCIL
REJECT ALI. BIDS AND REBID THIS LABORATORY EQUIPMENT DUE TO THE FACT
THAT THE CITY HAD RECEIVED ONLY ONE BID.

III. Operation and Control of Wastewater Treatment Facilities
A complete description of individual unit processes will he
provided, including how they relate to adjacentprocesses,
the major components involved, how they are normally
operated and controlled, and common operating problems.
Where appropriate, alternate or emergency operating
conditions will also be discussed. The following unit
processes or systems will be included:
A. Comminution and Screening
B. Grit Processing System
C. Oxic/Anoxic Reactor
D. Phosphorus Removal System
E. .Settling Tanks
F. Chlorination. System
G. Flow Measurement
IV. Operation and Control of Sludge Processing Facilities
Individual processes involved in sludge handling will be
presented in a similar level of detail as described for
Chapter III above. The following processes will be included:
A. Return Sludge and Waste Sludge Pumping
B. Aerobic Holding and Thickening Tank
C. Sludge Drying Beds
D. Treatment of Recycle Flows
V. Laboratory Testing
A. Purpose of Lab Testing
B. Sampling Methods and Locations
C. Interpretation and Use of Testing Results
D. Sample Laboratory Data Forms
V1. Basic Maintenance
A. Equipment Identification
B. Preventive Maintenance Scheduling and 'Procedures
C. Lubrication Requirements
D. Record Keeping Suggestions
E. Spare Parts Inventory
F. General Housekeeping
VII. Safety
Potential safety hazards at the treatment plant will be
identified, and preventive measures'and emergency procedures
for minimizing personal injuries will be outlined. The
following subjects will, be included:
A. Mechanical equipment hazards
B. Electrical hazards
C. Explosion hazards
D. Bacterial infection
E. Chlorine hazards
F. Chemical handling
G. Laboratory hazards
VIII.Electrical System
Subject matter to be provided in this chapter will include
the normal power source, power distribution, electrical
monitoring and controls, and procedures relating to the use
of the standby engine generator.
IX. Manufacturer's Equipment Manuals
Manuals which describe operation and maintenance procedures
for each of the major equipment items are required to be
supplied by the manufacturer's. These will be assembled and
bound separately for use by plant operating personnel.
Our estimatefor completing nd producing five copies of the manual in
final draft form 1s $21,800, and we would be willing to accomplish the
work through that stage on a lump sum basis. If additional work is
required by DER after .their review of the draft manual, or if
modifications are desired based on actual operating experience, it is
further proposed that we be reimbursed for that extra effort on an
"actual cost" basis, in accordance with the terms of our existing
contract:
Please also be advised that the requirement for, an 08M manual was
anticipated during the early financial planning stages of the plant
expansion project (late 1980), and that an allowance of $30,000 for.
this purpose was included with overall cost estimates at that time.
