March 30, 19'65
The City Council of the City of Cape Canaveral, Florida,
r.et in Special Session at .':30 P.M., at the City Hall Annex,
110 Jackson Ave., Cape Canaveral, Florida.
The Meeting was called to Order by Mayor Thurm and the
roll was called by the Clerk. .Officials present were: Mayor
Richard R. Thurm, Councilwoman - Francis Jamieson, Councllce:: -
Jack Hurck, Wm. Eberwein, Eugene Jandreau', City Attorney - T.
David Burns, City Clerk - Donna J. Anderson, Sergeant- At -Ar,'s
L. W. Nichols.
Mrs. Jamieson expressed appreciation and commended St.
Alan Erb of the Cape Canaveral Police Department on an excall_uit
,lob of beautifying and improving the appearance of the Counc_1
rnom on his off, duty hours.
Item 1. Bulkhead Line Resolution.
Mayor Thur^ read the Minutes of the Special Meeting of
the Zoning Board of March 22, 1965, a report submitted to the
Council by the 'City Engineers, and a "RESOLUTION ESTABLISHING
A BULKHEAD LINE oFF -SHORE FROM EXISTING LANDS BORDERING ON THE
BANANA RIVER FROM THE SOUTHERN TO THE NORTHERN MOST TERRITOR'_,L
LIMITS OF THE CITY OF CAPE CANAVERAL, FLORIDA; PROVIDING AN
EFFECTIVE DATE.
Mrs. Jamieson made a. Motion to Amend by substituting the
word Resolution for Ordinance. Mr. Hurck . seconded the Motion.
'dr:i. Jamieson, then made a Motion to amend in Section 2, Page
' by striking the words "and /or ". tau•. Hurck seconded the
!'lotion and it carried with i -lrs. Jamieson and Mss. Hurck votin,
in :'ever, Mr. Eberwein and Mr. Jandreau opposing and Mayor
Thurm voting In favor thereby breaking the tie.
Mrs. Jamieson then made the Motion to Adopt the Resolution
as Ar:ended. Mr. Hurck seconded the Motion. The Resolution as
amemded was adopted with Mrs. Jamieson and Mr. Hurck voting in

Motion and it carried with the unanimous .vote of the Council.

Jandreau made a Notion to approve second and final readin3. +r•
Hurck seconded the Motion. Mr. Hurck then made a.4:otion to
amend by striking the words City ,Manager wherever it appears
and Inserting in lieu thereof l.he %,,rds "City Council ". M'.
Jandreau seconded the ?lotion and it carried with Mr. Hurck,
Nre. Jamieson and Mr. Jandreau voting in favor and Mr. Eberwo' -.n

Mrs. Jamieson made a,Motion that the first reading of

Item 5. Elected Officials Compensation Ordinance (Second hciolin;j
Mayor Thurm gave second and f]nal readllig !c :a. "ORDINANCE
PROVIDING FOR TILE COMPENSATION OF THE MAYOR AND MEMBERS OF THE
CITY, COUNCIL; PROVIDING AN EFFECTIVE DATE." Mr. Hurck made a
Motion that the Ordinance be adopited., Mir. Jandreau seconded
the Motion which carried with Mr. Hurck, Mrs. Jamieson and Mr.
Jandreau voting in favor and Mr. Eberwein opposing.
Item 6. Amendment of A.B.C.Ordinance (First Reading)
Mayor Thurm read " A14 ORDINANCE AI4ENDINO ORDINANCE 140.

Hurck made a Notion to approve first reading. After discussion,
Mr. Hurck withdrew his ipt rn and a [:ot!,n tc Table until
the next regular. Meeting of April 6, 19+15. Mr. Jandreau
seconded the Motion and It carried unanimously.
Item Proposed Police Department Ordinance.
Mayor. Thurm gave first readin6 to "LN ORDINANCE

seconded, the Motion and it carried unanimously.
The Meeting was adjourned on a Motion by Mrs. Jamieson,
seconded by Mr. Hurck and carried by the unanimous vote of the
Council.
