HomeMy WebLinkAbout01-19-1965 Regular MeetingREGULAR COUNCIL MEETING CITY OF CAPE CANAVERAL, FLORIDA, JANUARY 19, 1965 The Regular Meeting of the City Council of the City of Cape Canaveral, Florida, set in Regular Session at the City Nall Annex, 190 Jackson Ave., Cape Canaveral, Florida. The Meeting was called to Order by Mayor Thum and the Roll was called by the Clark. Officials present were: Mayor Richard R. Thum, Councilwoman{ Francis Jamieson, Counoilmenl Wm. Eberwain, Jack Hurok, Eugene Jandreaus City Manager - J. D. Bedgetts City Attorney - T. David Burns, City Clerk - Donna J. Anderson, I. W. Nichols - Sergeant -At -Arms. Minutes of the Regular Nesting of January 5, 1965 were read by the Clerk and were approved with the following corrections ITEM 6. VARIANCE REQUEST as lEOLIN SELLS, TO READ " MOTION TABLED BECAUSE TIE REQUEST WAS PROPERLY FOR A CHANCE IN ZONING RATHER THAN A VARIANCE." The Minutes of the Special Meeting of January6, 1965, were read and approved with no additions or corrections. Mayor Thum read the following letters January 19, 1965 Honorable Mayor and City Council City of Cape Canaveral, Florida Gentlement For personal and professional reasons,I find that I em unable to continue as City Manager and wish to submit v7 resignation effective within thirty days, or at such time thereafter when cy services are no longer required. - Sincerely, /e/ J. D. Badgett Mayor Thum asked that the Minutes reflect that the resignation was accepted with regret and Mrs. Jauiseon asked that the Minutes reflect appreciation to Mr. Badgett for saving the City an approximate one -half million dollars on the sewerage protect while he me with the City. NEW BUSINESS Item 4 Was Moved to Item 1 on the Agenda - Appointment of Officials Mrs. Jamieson made a lotion that Irving H. Fropper be nominated as Judge of the Hsnicipal Court. Mr. Hurok seconded the Motion. Mayor Thum read "A RESOLUTION APPOINTING A CITY JUDGE OF THE MUNICIPAL COURT) PROVIDING AN EFFECTIVE DATE." Mrs. Jamieson made a lotion that the Resolution be adopted. Mr. Hurok seconded the Motion with Mr. Hurok, Mrs. Jamieson and Mr. Jandreau voting in favor and Mr. Eberwain abstaining thereby adopting the Resolution appointing Irving H. Propper as Municipal Court Judge. mwnSS OF REGULAR MEETING, January 19, 1965 Page 2 HEORBATION BOARD APPOINTMENT Mayor Thum then read a letter from Mrs. Ann Rose, Chaimand of the Recreation Board requesting theappointment of Mr. Carl Welton as a member. There being no objections, Mr. Welton was appointed to the Recreation Board. Item 1 Request for Rezoning - Sells Myof Thum read an Ordinance "ANN ORDINANCE OF THE CITY OF CAPE CANAVERAL, FLORIDA, AMENDING ORDINANCE NO. g1-64 To REZONE A PARTICULAR PARCEL OF LAND FROM p,4 CLASSIFICATION TO C-1 CLASSIFICATION, CAUSING ZONING MAP TO CONFORM TO THE AHOO)MENT1 PROVIDING AN EFFECTIVE DATE," setting a Public Hearing date of February 9, 1965 at 7130 P.Hi. City Hall Annex. Hr. Jandreau made a Motion to approve the first reading, Yr. Hurck seconded the Notion and it carried unanimously, Item 5. Purchase of R(miament Mayor Thum Read a "IESSOLUTION AUTHORIZING THE ADVERTISING OF NOTICE Or INVITATIONS FOR BIDS FOR PURCHASE Or POLICE REPARTMENT PATROL CARL PROVIDING AN EFFECTIVE DATE." Mrs. Jamieson made a Notion that the Resolution be adopted. sr. Hurck seconded the Motion and the Resolution was Adopted with Mr. Harck, Mrs. Jamieson and Mr. Jandreau voting in favor and Mr. Eberwein opposing. Item 6 Banana Dirve Right of Wav AaauisitioA Mayor Thum read "A RRF.SOiITION AUTHORIZING AND DIIECTBRG THE LOCATION AND ACQUISITION OF RIGHT OF NAY FOR NORTH BANANA RIVER MW THROUGHOUT THE CITY OF CAPE CANAVERAL, FLORIDAI PROVIDING AN EFFECTIVE DATE. ". Mr. Jandreau made a Notion to Adopt the Resolution. Mrs. Jamieson seconded the Motion and the Resolution was Adopted by the unanimous vote of the Council. rM—M 7 Ridgewood Aw Ri,dit of Way Acouisition Mayor Thum read a "RESOLUTION AUTHORIZING AND DIRECTING THE LOCATION AND ACQUISITION Or RIGHT OF WAY FOR RIDCEwOCO AVENUE THROUGHOUT THE CITY OF CAPE CANAVERAL, FLAHIDAI PROVIDING AN EFFECTIVE DATE." Mr. Merck made a Notion to Adopt the Resolution- lb "---" seconded the Motion and it carried unanimously. Item 8 Amendment to Procedure Ordinance Mayor Thum gave First Reading to an "ORDINANCE AMENDING ORDINANCE NO. 19-43 RELATING TO THE RUM OF PROCEDURE OF THE CITY COUNCIL OF THE CITY OF CAPS CANAVERAL IN REGARD TO GOVERNING RULES, AGENDA AND EXECUTIVE SEQCIONI PROVIDING AN EFFECTIVE DATE." Hr. Hurck made a Motion to approve first reading. Mrs. Jamieson seconded the Notion. Hr. Hurck and Mrs. Jamieson and Hr. Jandreau voted in favor, and Hr.
