CREATION DEPARTMENT QUARTERLY REPORT
JANUARY, FEBRUARY & MARCH 2003
The Parks & Recreation Department had a fiul array of events during the
first quarter of the new year even though the numbers of snow birds here this
winter seem to be lower than in past years.
Brevard Youth Soccer Organization held registration at the Recreation
Center on January 4®.
Little League began practicing in January; opening day was February 22'.
Due to the low number of participants there is only a minor boys league and
T-ball utilizing one field this year. There is no major boys baseball or girls
softball (the senior field was converted to accommodate this league)
playing in Cape Canaveral this year.
Gator Bill was at the Recreation Center on February Sth. (report attached).
Merritt Island Christian School is using our courts again this year for their
varsity team tennis practice and home games. Their season ends in late April.
Special Olympics began using the shuffleboard courts in March for practice.
They are here for a couple of hours on Sunday afternoons in preparation for
their competition in June. The City is allowing this use, as in past years, at no
charge.
Regrettably, the Patriots' Day Parade was cancelled due to lack of interested
participants. It could be that this event has "run its course", as in the past
several years, there has been a decline in participation.
Brevard County Parks Department cancelled the Traveling Skate Park
dates, March 14-16. Another date has not been scheduled as yet.
P.A.I.. representative, Deputy John Ilndgens from the Brevard County
S erili's Department, is using the Youth Center on Wednesday evenings for
meetings. I believe the turnout is very low.
The basketball court has been poured and striped. The only thing remaining
to be done is the installation of the safety fence on the west & south sides of the
court. As soon as that is accomplished, the grant can be closed out and the City
can be reimbursed $50,000 from the state.
Enginring is nearly complete on the Manatee Park restroom/pienie
pavilion. The next step will be advertising for bids.
The Youth Center had very good attendance daring the past quarter. Mike
has been doing a good job of keeping the kids interested.

March - 933 (avg. 33 per day)
The youths were required to re -register in January 2003 so we could purge,
and update, our records. Daring the period of October 2001 through
ecember 2002 there were 182 youths registered. The following is a
breakdown of where they reside.

RATION
An Easter E;; ,, hunt was held at Canaveral City Park on April 19t. 2,077
candy & toy filled eggs were available for the kids (pre-school through. 3'
graders). The Easter Bunny paid a visit, 70 prizes were distributed and
refreshments were served to the kids, parents,grandparents, etc. A report
is attached.
The Recreation Centers annual Spring Fling Racquetball Tournament was
held May 2, 3 & 4'. Eighty-one players participated in '- °µ, year's event.
A report is attached.
« The shuffleboard players participating in Special Olympics competition in
June used the Recreation Center's courts to practice duringAprid May.
The City waived the normal court fee, as it has in past years.
The Merritt Island Christian School varsity tennis team, who used N ur
courts for practice and games, fnish«l their regular season the end of
April. The school hosted a one -week clinic the first week ofJune on the
three of the courts.

and will run until July 25'. Joy reports that all is going well with the 150
kids attending. The City is co -sponsoring this summer program.
o Fran & Milo chaperoned fifteen youth center kids on a field trip to
Fantasia Minature Golf on June 10ei. They boarded the Space Coast
Trolley at Ridgewood & Washington Avenues (kids with a library card ride
free). The City paid the entry fee for each of the participants. All w nt well

The FRDAP grant components for Canaveral City Park are com plete
and we arc in the process of preparing the paperwork to send to
Tallahassee so the City can be reimbursed $50,000 in expenses.
Installations include: Eight sets of bleachers (4 on each field) on
concrete pads, two digital scoreboards (1 per field), a half co, -rt
basketball court, and, the senior baseball field was converted to so all
field. 'Iiiis grant makes a total of$1.00,00.00 in (non -matching) grant
money that has been expended on Canaveral City Park in recent years. In
1996 we obtained a FRDAP grant to completely renovate the restrooms
at the park and replace the wooden power poles and quartz lights on the
senior ballfield with 70' concrete poles and metal hallide fixtures. "Bikes
Sharing Roadway" signs were installed front Cape View Elementary
School to the Park as a part of this grant. Additionally, the C unty gave
the City $21,000.00 to replace the 30 year old fences on the ballfields in
1996.
I plan to apply for a FRDAP grant in this grant cycle to completely
renovate the playground, remove and replace all existing playground
equipment and safety zones, new vegetation and a concrete pathway
throughout the playground. This can be accomplished with a $150,000
grant, which would require a 25% match from the City ($37,500).
I also plan to reapply for the grant for Banana River Park in this
upcoming grant cycle. The legislature failed to fully fund the requested
FRDAP grants that were submitted last August by recreation
departments throughout the state. The City's grant w not am - ng the
30 that were funded.

Employees of the department busied themselves during, the past quarter
tending the tennis, racquetball and shuffleboard courts as well as the special
interest classes and community events.
October brought the return of the llrevard County Skate Park to Cape
Canaveral. Because there was a school holiday on the IS' we avert! able to
have an additional day this time. 'Me skate park set up on Thursday morning,
opened at 3:00 (after school) and vats open all day on the 1Sth, 19th and 20'.
A report on participation is attached.
l'he Monster Mash (street danee) was held in the Annex parking lot on
October 30th. The sheriffs department and (.O.I'.'s were olgreat assistance
to us. A report is attached.
November 1, 2' & 3" brought the annual Anniversary Racquetball
Tournament- This tournament celebrated the 27Th Anniversary of the
Recreation Complex. We always get good support from the racquetball
community for this event and some "high caliber" challengers from throughout
Central Florida. A complete report is attached.
l'he annual Community Ilealth Fair was held on November 13th. We had a
Natriely of'businesses and service providers as exhibitors as well as different
:agencies providing tests, cheeks and shots (flu & pneumonia) for those in the
community who chose to avail themselves of the services & information offered.
The filial special community event °lilac quarter was the I loliday Tree
Lighting, Program which was attended by a "standing room only" crowd. The
Cape View Elementary School Chorus and Dickens Carolers performed. Santa
N1anaged to find the kids, with the help of Chief Dave Sargeant. 1 report on
this event is included.
TheYouth Center has going, strong. Mike is doing, a good job of having
little in-house tournaments and ocassional holiday parties. Entry fee for their
Christmas party Was canned or non-perishable food items which were donated
to the Sheriffs offlee for the food baskets for local needy families.

Deputy John I ludgens from the siseti s department PAL program
attempted to organim a soecer program in December, with the play to begin
in January, finishing before opening, day ofthe Little League season. 'They
were to use the ball ebis at Canaveral City Park for practices and pines.

The Brevard County Parks & Recreation Department brought the "Traveling Skate
Park" to Cape Canaveral over a four -day weekend October 16-19. One of our staff
members is present, along with County Recreation Department staff, at all times the skate
park is in operation. A report is attached.
The "Monster Mash" Halloween Street Dance took place on October 30th in the Annex
parking lot. Attendance was approximately 125-150. It's nearly impossible to "count
noses" at an event such as this! A report is attached.
The 28th Anniversary Racquetball Tournament was held November 7-9. Due to the
popularity of this tournament, registration was cut offtwo weeks prior to the tournament
taking place. The tournament marks the anniversary of the Recreation Complex, which
was dedicated on December 20, 1975. I have attached a dedication program, which you
might find interesting, as well as the tournament report.
The Community Health Fair was held on November 12th at the Recreation Center.
The Health Fair continues to be a success with many people in the community getting
flu shots and blood tests, as well as availing themselves of wellness information. A
report is attached.
The Holiday Tree Lighting Program was held in the Community Room at the Library.
The attendance was less than usual but the program was "better than ever". Our thanks
to the Capeview Elementary School Rocket Chorus for their outstanding performance,
Communications Concepts for not only loaning, but delivering and setting up the sound
system, Isabel Escapa for making the room available and being on site throughout the
program, the Streets Department for delivering and returning the risers to Capeview, the
Fire Department for Santa (and delivering Santa in their sleigh) and to Mayor Randels for
being the Master of Ceremonies. It takes "many hands" to provide the community this
holiday program. We are truly grateful to all! A report is attached.
The Youth Center was open from noon-5:00 p.m. during the holiday school break to
give the youths a place to "hang out" during the day. Youth Center Attendance:
