Pekar, PE SUBJECT: Ordinance No. 00-2016 Amending Chapter 110, Article 1 In reviewing the proposed City Ordinance No. 00-2016, 1 have looked at City engineering requirements that might be in conflict (or confusing) with the special exception process, or non- conforming densities. Over the last year or so, the City has been closely looking at site grading and drainage lot issues related to residential construction. As many of these lots have been "infills on small lots", the grading/drainage issues have increased. The proposed Ordinance does a good job on defining structures and densities. While non- conforming lots (Sec. 110-196) implies there needs to be enough area, width, and/or depth, to conform with development land regulations, it presents an overview that could be missed by the developer/owner. Perhaps an inset could be added to this Ordinance that allows for an early engineering site review, with the applicants "application for change" or other early planning department requests. JAP:mf cc: Jennifer Nix Page 2 City Ordinance No. 00-2016 David Dickey Match 1, 2016 EXHIBIT A OVERVIEW OF RECENT LOT GRADING/DRAINAGE ISSUES WFFH CITY LOTS 1. Lot pads are proposed too high. Do not conform to adjacent property pads. 2. New lot grading blocks adjacent lots drainage runoff. (This is a result of historic lots not having to comply to any criteria.) 3. New lot draining onto other adjacent lots. 4. Lots not having enough size to include yard swales and side yard walkways. 5. Lot coverage problems and use of pervious materials. 6. Fence and tree situations that impact their drainage plans. 7. Driveways impacting drainage runoff from the site. 8. Poor soils resulting in larger drainage containment system. 9. Not having adequate City system to drain to (i.e.; Oak Lane). 10. Swimming pools for new infill construction on small lots (also patio areas). 11. Larger driveways, driveway shapes for new lots. 12. Utility conflicts, especially air conditioning units along the side of home. 13. Final grading and placement of sod. (It is hard to get any record drawings of their site work)
