All proposed projects which have an exterior visual impact or effect on the community may require approval of the Community Appearance Board prior to the issuance of a building permit or before consideration of a site plan by the Planning and Zoning Board. If the City Planner determines that the project is minor or insignificant, completion of the application and approval of the Community Appearance Board will not be required. The Community Appearance Review Application shall be prepared in compliance with the requirements of Chapter 22, Article III, Sections 22-36 thru 22-47 of our code. On the home page, click on City Code of Ordinances; then click on link to municode.00m; this will take you to the Cape Canaveral Code of Ordinances. Go to Chapter 22, Community Development; Article III, Community Appearance Review. This application packet must be complete, legible, and submitted with all required documents referred to herein, to the City of Cape Canaveral, Community Development; 110 Polk Avenue, Cape Canaveral, FL 32920. You and/or your representative are required to attend the meeting(s) at which time, your request will be considered. You will be notified of the dates and times of meetings. Meetings are held at the City of Cape Canaveral Public Library, 201 Polk Avenue, Cape Canaveral, FL 32920, unless otherwise stated. Review levels and application requirements: Level 1 review. (Commercial, residential subdivisions, four or more multifamily residential units, industrial, and mixed-use): a. Vicinity map locating all zoning classifications, including orientation of all color photographs; b. For new development of unimproved property, a rendered conceptual plan depicting, in detail, location of landscaping and all the elements on the site; c. All preliminary elevations; d. Materials, texture and colors board depicting locations of colors; and e. Minimum of three color photographs of site and setting. Level 2 review. (Change of exterior building or roof color upon commercial or mixed-use buildings or structures within the C-1, C-2, M-1, or overlay zoning districts): a. Vicinity map locating all zoning classifications, including orientation of all color photographs; b. Materials, texture and color board depicting location of colors; and c. Minimum of three color photographs of site and setting (surrounding area). Page 2 City of Cape Canaveral Community Appearance Review Instructions (cont.) Conceptual Plan requirements: All conceptual plans submitted for consideration under this article for the new development of unimproved property shall indicate the following sufficiently: (t) Dimensions and orientation of the parcel; (2) Location, height and use of buildings, structures and encroachments both existing and proposed; (3) Location and arrangement of manmade and natural ground cover; (4) Proposed ingress and egress facilities; (5) A conceptual preliminary landscaping plan; (6) Unusual grading or slopes, if any; (7) Location of walls and fences and the indication of their height and the materials of their construction; (8) Location and size and graphic content of proposed exterior signs, outdoor advertising or other constructed elements other than habitable space, if any; (9) Such other architectural and engineering data as may be requested to clarify the presentation. Pekar, PE SUBJECT: Cumberland Farms Site Plan Review We have reviewed the preliminary plans for Cumberland Farms (Concept A) submitted March 30, 2016, and have the following comments: 1. Per City codes, need a boundary and topographic survey of the site. 2. Drainage calculations (with supporting soil investigation) will be required for the project. 3. A landscape plan with irrigation will be needed. 4. The project area at the N. Atlantic Ave. and SR AIA intersection may require some adjustment. The current pedway for N. Atlantic Ave. is being modified during current construction. The City will be discussing this easement request with the Owner. 5. Lighting plan will be required. 6. Is any fencing being proposed; i.e., around detention basin or other areas? 7. Site striping and marking will be required. S. Will PLOT driveway permits be applied for? 9. Will any bike racks be on site? 10. Is any pavement restoration or new pavement being performed? 11. Is garbage dumpster being proposed? 12. Will construction access be SR AIA? Will wheel washes be used, especially for demolition operations? 13. Utility plans are required for potable water, sanitary sewer, power, reuse water, etc. 14. Are pumps covered? Atlantic) Hi Chris. These are the needed approvals (in order): • CAB — completed • Special Exception —we need to amend the existing/approved special exception. This will be considered by the P&Z Board and Board of Adjustment. • Site Plan — considered by the P&Z Board then final administrative approval from Community Development Director. The two remaining approvals/applications can run concurrently. We will need to conduct a pre -application meeting prior to the site plan application. This is an informal meeting with myself and other staff as needed. Let me know when you want to do this. Applications can be submitted anytime. The code indicates that an application needs to be submitted 30 days prior to the meeting date at which it will be considered. Yes, the materials board is here and can be picked -up anytime. Also, now that we've completed the CAB/DRC what do you recommended we complete next? 1. Adjustment Board application/submittal— can this be completed concurrently with site plan? 2. Special Exception application/submittal—from lastnight's meeting l gathered that the existing use already has an special exception so a new approval would not be needed, can you confirm. Can this approval be completed concurrently with site plan? 3. Site Plan Pre -application meeting 4. Site Plan approval submittal Please advise on the remaining approval processes so we can schedule accordingly. Also, would I be able to send somebody to your office to pick up the material board we provided for the CAB meeting, unless its need it for another meeting.
