OPEN DISCUSSION:
Pursuant to Section. 286.1015, F.S., the City hereby advises the public that: If a
person decides to appeal any decision made by the Community Appearance
Board with respect to any matter considered at this meeting, that person will
need a record of the proceedings, and for such purpose that person may need to
ensure that a verbatim record of the proceedings is made, which record includes
the testimony and evidence upon which the appeal is to be based. This notice
does not constitute consent by the City for the introduction or admission into
evidence of otherwise inadmissible or irrelevant evidence, nor does it authorize
challenges or appeals not otherwise allowed by law. This meeting may include
the attendance of one or more members of the Cape Canaveral City Council,
Board of Adjustment, Code Enforcement and/or Planning & Zoning Board who
may or may not participate in Board discussions held at this public meeting.

MINUTES
A meeting of the City of Cape Canaveral Community Appearance Board was
held on August 7, 2013, in the Cape Canaveral Public Library, 201 Polk Avenue,
Cape Canaveral, Florida. Randy Wasserman, Chairperson, called the meeting to
Order at 6:00 p.m.

1. Approval of Meeting Minutes: May 29, 2013.
Motion by Angela Raymond, seconded by Mary Jo Tichich to approve the
meeting minutes of May 29, 2013, as written. Vote on the motion carried
unanimously.
2. Motion Re: Extend Approval for the Casa Canaveral Assisted Living
Facility.
Planning & Zoning Director, Barry Brown gave his Staff Report. He advised that
Mr. Ringdahl was requesting a 12 month extension of the Board's approval that
was granted on August 15, 2012. He explained that Mr. Ringdahl continues to
seek funding for the project and believes he has made considerable progress in
this regard. Staff considers the economic recession to be "good cause" to grant
the extension and recommends approval of the request. He noted that the
Board originally approved the project elevations on February 16, 2011, and that
approval expired after 12 months. Mr. Ringdahl reapplied and on August 15,
2012, the Board again approved the elevations. That approval will expire on
August 15, 2013, unless the Board grants the requested extension. He read
Code Section 22-43, Notice of approval or denial. He pointed out one minor
change to the project site plan since the Board's last review; and explained

changes that will be made to the developer's agreement addressing the new
footprint of the building as well as enhanced landscape and revisions to the
parking lot. Discussion followed.
Angela Raymond asked what would be done to enhance the ability of Puerto Del
Rio Residents to get in and out of their complex. Barry Brown answered that the
7.7 acres where the assisted living facility will be located was originally approved
for more condominium units which would have created more traffic than there will
be with the assisted living facility. He pointed that A1A and W. Central Blvd. is a
signaled intersection and the traffic is under maximum trip capacity. Additionally,
there are plans for improvements to Central Boulevard. Discussion followed
regarding planned roadway improvements.
Casa Canaveral Assisted Living Facility Developer, Danny Ringdahl, advised that
this project is the greatest financial challenge he has ever tried to fund in his 37
years as a developer. He noted that he currently has two financial commitments
to fund the project, one of which is an Arabian Sheik. Discussion followed
regarding that funding source. Mr. Ringdahl stated for the record that he shared
his funding source with the Board for no other reason than to try to establish
some sort of confidence and integrity where the funds are coming from.
Discussion followed regarding the project.
Motion by Randy Wasserman, seconded by Mary Jo Tichich to grant the
extension of the original request as well as the new concept, as presented. Vote
on the motion carried unanimously.
OPEN DISCUSSION
Barry Brown gave an update regarding the Spring Beautification Awards and
recognition of the nominees and winners at the City's July Friday Fest and
announced it was a great success. He spoke about the Beautification Awards
Program and upcoming Summer Beautification nominations and awards.
Discussion followed regarding establishing award selection criteria and rating
system; and award recognitions at Friday Fest.
All present Board members advised that they were available to attend the next
Board meeting on September 18, 2013.
Citizen, Joyce Hamilton commented that the new "We Noticed Sign" really
stands -out and looks beautiful. Brief discussion followed.

RE: September 18, 2013 CAB Meeting
1. Dollar General Store — Dollar General is planning to construct a 9,276sf store on
the site of the former Azteca Restaurant at 6395 No. Atlantic Avenue. The packet
includes 1) photo and survey of the existing building, 2) proposed elevations of the new
store, and 3) site and landscape plans for the new store. Engineered site plans have
been received and are currently under review by Staff.
2. Summer Beautification Award Selections - at this meeting the Board will select the
Summer Beautification Award winners. One winner will be selected for each of the
following categories: single family, multifamily, and commercial. See attached list of
nominees and photos. While selected photos have been included in the packet, I
recommend visiting each site to get a better perspective of nominated properties. We
will discuss specific improvements such as painting, landscaping, etc. at the meeting.
At the last meeting it became apparent that selection of award winners would be more
easily accomplished if we had selection criteria. Attached is the criteria/preferences
used by Edgewood Park Neighborhood Association. We can use this as a basis for
creating our own selection criteria.
Please check your calendars to see if you will be available to man the Beautification
Award booth at the October 4, 2013 Friday Fest.

Instruction Sheet & General Information
A pre -application meeting with the City Planner is required prior to completion and
submittal of a Community Appearance application. All proposed projects which
have an exterior visual impact or effect on the community may require approval of
the Community Appearance Board prior to the issuance of a building permit or
before consideration of a site plan by the Planning and Zoning Board. if the City
Planner determines that the project is minor or insignificant the application and
approval of the Community Appearance Board will not be required.
The Community Appearance Application shall be prepared in compliance with the
requirements of Chapter 22, Article III, Sections 22-36 thru 22-47 of our code. To access
our code, visit citvofcaoecanaveral.orn. On the home page, highlight City Departments,
highlight City Clerk, and then click on Code of Ordinances; click on Municipal Code
Corporation and this will take you to municode.com, and then click on Cape Canaveral
Code of Ordinances.
This application packet must be completed, legible, and submitted with all required
documents referred to herein, to the City of Cape Canaveral, Community Development
Department, 7510 N. Atlantic Avenue, Cape Canaveral, FL 32920. You and/or
representative are required to attend the meetings in which your request will be
considered. You will be notified of the dates and times of meetings. Meetings are held
at the City of Cape Canaveral Public Library, 201 Polk Avenue, Cape Canaveral, FL
32920, unless otherwise stated.

Beautification Award Ell IEI
The Edgewood Park Neighborhood Association instituted a Beautification Award program in May of 2008 to recognize well -cared
-for homes or significant home improvement in the community. The program's objectives are to reinforce the spirit of neighborhood
pride, encourage all Edgewood Park residents to take care of their property, and to promote the neighborhood association.

Nominations should include the address of the residence, a brief paragraph describing the residence, and the nominator's name and
address. Any photographs submitted are non -returnable and may be posted on the Association's website.
• Edgewood Park Neighborhood Association members may nominate any properties wighiig the. AssecWkm's boumhlri(�S,
including their own.
• Awards may be given up to four times per year: January, April, July, and October.
• Nominations should be submitted to the Beautification Committee chair by the first day of the award month.
• Properties that do not win may be re -nominated lbr any following round.
• A property that has been recognized with the award may not be considered again for two years.
The properties will be judged by the Beautification Committee based on appearance from the street.
• preference given to recently improved properties, whether for sale or not
• preference given to use of plants or ground cover that are drought tolerant, non-monocultured lawn, new tree plantings, use
of a watering system that minimizes water waste, bee/bird- friendly plants, energy conservation mechanisms
• no preference should be given to homes of higher value just on the basis of that value; rather, the award recognizes those
who make the most of what they have to work with
• additional considerations shall include:
• free of debris and scattered property (tools., toys, etc.)
• enhanced landscaping
• well maintained buildings and yard
• good color scheme of building
• visible street number
• The property will be disqualified if it is found to be held by a bank or other company; i.e, it is not being improved by a
private individual as owner.
• Properties in violation of building, municipal and/or zoning codes may be disqualified.
• The property will be disqualified if it belongs to a Beautification Committee member.
The top 5 ranked nominees will receive a certificate of recognition and the top three ranked nominees will receive a yard sign that
may be displayed for up to one month. Photos of the properties may be posted on the website with the permission of the owners.
