OPEN DISCUSSION: ISTAMOTIM Pursuant to Section 286.1015, F.S., the City hereby advises the public that: If a person decides to appeal any decision made by the Community Appearance Board with respect to any matter considered at this meeting, that person will need a record of the proceedings, and for such purpose that person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. Box 326 — Cape Canaveral, FL 32920-0326 Telephone (321) 868-1222 — Fax (321) 868-1247 \vww.cityL)f".a? e-rnail: iqfi)Y MEMORANDUM Date: January 24, 2013 To: Community Appearance Board members From: Barry Brown, Planning and Zoning Director RE: January 30, 2013 CAB Meeting The City is in the process of approving site and building plans for a new Fire Station to be located at 190 Jackson Avenue (same site as the current Fire Station). The existing station will be demolished and replaced by the new structure. The application packet includes elevations and a color rendering of the building. Staff recommends approval of the proposed architectural elevations. Please see email from Mary Jo Tichich regarding Beautification Awards. She is proposing the Board select award winners three times per year and present the awards during Friday Fest events rather than at Council meetings. I support Mary Jo's approach and look forward to continuing this discussion at the meeting. Barry Brown From: Mary Jo Tichich <mjtichich@gmail.com> Sent: Thursday, August 23, 2012 10:19 PM To: Barry Brown Subject: City beautification program I have thought about our discussion of the "We noticed" beautification program from our Community Appearance Board August 15th meeting. As the meeting was winding down, Bob Nienstadt made a great suggestion of how we might handle the awards for this program. Bob's suggestion was to do the beautification awarding at a Friday Fest event. I like this idea because it gives the program greater exposure to more citizens than if we were to do the awards at a city council meeting. We can use the venue to promote participation in the program using brochures or display boards to inform people how they can be considered or how to make a nomination. We can also remind everyone that the information is always available on the city website. Further, I would like to suggest we have a multi -media display showing the nominees and the winners. This could be in the form of a revolving slide show. We would need still or video images of each property nominated, the images could be gathered when the "We Noticed" sign is placed in the nominated landscape. I would encourage video of the holiday displays considering these displays will likely have lights flashing or changing colors and possibly even music. The slide show could include all those nominated with the winners identified with a banner or some icon indicating the winning entry for each category. It could be set up as a display at the Friday Fest and our citizens could see what their neighbors have accomplished and get some great ideas for their property. I propose the following schedule: Nominations gathered for the months of January, February, March, and April. Awards to be given at May's Friday Fest. Nominations gathered for the months of May, June, July, and August. Awards to be given at September's Friday Fest. Nominations gathered for the months of September, October, November, and December. Awards to be given at January's Friday Fest. This would be for the Holiday Awards. This would give us 2 awards for each category and then 1 for our holiday awards. If we on the Community Appearance Board did the voting via email like you suggested at our meeting we could decide the winners at the end of the month which would leave 1 week to notify the winners of each category and the pending ceremony at Friday Fest. Considering our awards, why a gift certificate from Ace Hardware? Why not from Home Depot or other nearby nurseries? If the city is providing funds for these awards why not give cash? With cash the winner would be able to use the funds as they see fit, perhaps they have a nursery or plant source that is not at Ace. Of course, this is assuming that the winners are plowing the award back into their landscape/garden. In addition to the monetary award could we make use of the city's LED sign and perhaps roll the winners names across it the week of Friday Fest? Could we get Hometown news to put a blurb/photo in their paper? Can we utilize staff to get the "We Noticed" signs out in a timely manner? A table/spreadsheet with names, address, and date nominated, date the sign was placed and the date the sign was removed would allow staff to track where our signs are and when they should be removed. It would be nice if we could get the signs posted within 1 week of nomination and then removed within 1 week of the end of the display month. Thank you taking time out of your busy day to consider these ideas for our beautification program.
