CULTURE AND LEISURE SERVICES BOARD
MEETING MINUTES
SEPTEMBER 29, 2015
A Meeting of the Culture and Leisure Services Board was held on September 29, 2015, at the Cape
Canaveral Public Library, 201 Polk Avenue, Cape Canaveral, Florida. The meeting was called to
Order at 5:30 p.m. by Vice Chairperson Douglas Raymond. The Secretary called the roll.

ACTION/DISCUSSION ITEMS:
. Approval of Meeting Minutes of July 28, 2015
Motion by Ms. Michel, seconded by Ms. Kellum to approve Meeting Minutes ofJuly 28, 2015 as
written. Vote on the motion carried unanimously.
2. Staff Reports
Mr. Vergara reviewed his Staff Report and summarized Leisure Services activities/updates as
follows: Banana River Park Project Phase 1 is on schedule, Phase II grant approved for 2015/16
fiscal year; commended efficiency of the new front office layout; updated Board on progress with
installation of exercise equipment at Xeriscape Park; 2015 Back to School Jamboree was the best
on record in terms of community donations, number of children helped and quality of supplies
purchased, noted the immense support from VFW Post #10131 and the Ladies Auxiliary; local
teen volunteer and summer program employee Max Trapasso received the Police Athletic
League's "Boy of the Year" award; expressed enthusiasm for upcoming Friday Fest, noting
abundance of registered vendors, excellent entertainment and that City's purchase of a stage will
alleviate a reoccurring cost for City events; described hit or miss nature of Movie in the Park, noted
its dependence on weather but recognized it as a good community building event that is well
received and attended; encouraged Board Members and guests to participate in one of the Oyster
Mat Workshops held at Manatee Sanctuary Park; announced overwhelming success of the first
annual Space Coast Kite Festival, noted that Staff ran out of giveaways in the first hour and PAL
volunteers from all over Central Florida assisted with event; expressed favor with the Street Eats
food truck event citing weather as a damper for most recent event; gave a final review of 2015
Summer Camp noting capacity registration for the entire summer and possibility of future
expansion for the program; announced expansion of the department with increased emphasis on
Cultural program development; asked Molly Thomas to update the Board on the Chandler Cabin,
a local historical structure.
Molly Thomas discussed the following: Historical Structure Form for the Florida Master Site File
has been corrected and brought up to date; structure is threatened by drainage issues created by
new construction in the vicinity; owner of the property is interested in moving the cabin for its
preservation; relocation to a City park recommended.
Mr. Raymond thanked Mr. Vergara and Ms. Thomas for their Reports.
OLD BUSINESS:
Mr. Vergara indicated that playground equipment for Manatee Sanctuary Park is in the
budget for next fiscal year, grants will be pursued for the project and meetings with
community members will be initiated.
Mr. Raymond reminded members that the next meeting of the Culture and Leisure Services Board
is Tuesday, November 24, 2015.
There being no further business, the meeting adjourned at 5:49 p.m.
