McCain • At FEMA Region VI, developed and supervised the Office of Public Affairs and Congressional Liaison, wrote press releases, produced videos and radio spots, coordinated technical program assistance with Community Relations staff, and served as the lead speaker for federal disaster programs. • Wrote press releases, designed flyers, print advertising, and radio spots. and participated in numerous debates and speaking engagements while campaigning for State Representative. • Worked with designers to develop City Websites for economic development, tourism, and keeping the citizens informed of City activities. Construction Supervision • Designed and supervised the construction of a Fire Station, designed and constructed a Pool Bathhouse, assisted in the design of two City Halls, and assisted in the redesign of a new Police & Courts Building. • Designed repairs, planned additions and set specifications for water and wastewater systems. Developed appropriate techniques for the specific jobs, trained employees in proper skills, and inspected construction progress. • Assessed, planned, and then converted two water treatment plants to updated processes for cost and treatment efficiency. Redesigned wastewater treatment plants and their operating procedures for efficiency and effluent quality. • Established street rebuilding programs. Designed projects and set specifications and provided supervision, training and inspection for projects. • Provided local governments with technical assistance in developing flood mitigation projects such as levees and drainage improvements for FEMA grants. Personnel/Organization • Re-evaluated job descriptions for the Pay Equalization Program and developed a Complaint Monitoring system for the City of Waco. • Developed Administrative, Personnel Manuals, and Wage schedules for cities. • Served on the Equal Rights Advisory Council and as an Equal Employment Opportunity Counselor for FEMA Region VI. Box 997, Clute, Texas 77531 City Manager – Oversaw complete upgrade of overall Financial Management Software. Brought an adjoining City into sewer project to save my City $3,000,000 in estimated costs. Started a program to reduce Fire Insurance Rates. Began significant Drainage System improvements. Worked with adjoining cities on Co-op Wastewater Treatment Plant improvements, a Creek Clearing project, and establishing an area Transit System. Used my FEMA contacts and experience to make Clute the first city to complete disaster recovery operations from Hurricane Ike. City of Mexia (pop. 6,988) 12/01 to 1/07 P.O. Box 207, Mexia, Texas 76667 City Manager - Negotiated the trade of a 100-acre tract of land ($99,000) for a new Fire Station plus $70,000+ for 60+ years. Designed the new Fire Station. Designed and built a bathhouse for the City Pool. Developed an addition to the Mexia Memorial Cemetery. Directed demolition of over 200 dilapidated structures, and negotiated an Intergovernmental Agreement to supervise the sale of City, County, and School properties for neighborhood revitalization. Borrowed TWDB funds for Wastewater Treatment Plant and High Service Pump Station projects. Served on HOTCOG’s Regional Review Committee and Emergency Preparedness Advisory Committee. City of McGregor (pop. 4,879) 6/83 to 6/86 P.O. Box 192, McGregor, Texas 76657 City Manager - Negotiated an intergovernmental water contract, developed a community/senior center, and built a new municipal complex. Also managed the city's 50-unit apartment complex for profit, and oversaw management of the municipal airport. City of Lampasas (pop. 6,159) 2/79 to 11/79 P.O. Box 666, Lampasas, Texas 76550 City Manager - Utilities included electrical distribution system. Projects included park improvements with the Young Adult Conservation Corps, an Airport Improvement Grant, and improvements to the electrical distribution system. City of Waco (pop. 100,000+) 12/73 to 6/75 Administrative Aid - Developed an Information Display Room and Complaint monitoring system. Represented the City Manager at civic associations and meetings. Managed 54 reservists. Collateral Current Duty: Counter Terrorism Program Point of Contact - Federal legislation places the FBI and FEMA as lead federal agencies in the response to acts of terrorism. Served as the FEMA liaison with the FBI and Department of Defense program that provides local fire and police departments Terrorism Awareness and Response training for major cities in our region. Taught WMD Awareness classes for HOTCOG. Previous Duties: Hazard Mitigation Specialist - Disaster assistance and program delivery intended to reduce losses caused by future disasters, primarily floods in this region. Prepared environmental assessments for federally funded construction projects. Managed this grant program for our 5-state region. Managed this grant program. Program Manager, Chemical Stockpile Emergency Preparedness Program - Coordinated with the State of Arkansas on public safety plans at Pine Bluff Arsenal and presented public information on this very sensitive program, External Affairs Officer - Reestablished the office of public affairs for this Federal agency and directed public information programs and Congressional Liaison Offices. Served as the spokesperson for FEMA and as the primary contact for local, national, and international news media. Later served as backup for this critical position.
