BIOGRAPHY
Jim Manfre has twenty years experience working in the public sector and ten years in the
private sector. His passion is making government operate like a business with the same
service oriented attitude and efficiencies that the private sector must employ to succeed. He
has worked for large, medium and small communities delivering legal, law enforcement,
environmental, land use and economic development services to the public. He has a law
degree and sees his legal experience as an asset in administering, managing and motivating
public or private employees. With his unique blend of administrative and hands on
experience, he is aware of the day to day issues that must be resolved immediately to assure
that all the wheels of government or organizations are moving forward. As a former elected
official, he understands the close scrutiny from the public and the media that government
or organizations must operate. His philosophy is that the operating board sets the agenda
and policy and the executive implements those goals.

PROFICIENCIES
• Economic Development
Developed an industrial and retail marketing plan for a town of 200,000.
Coordinated issuance of Industrial Development Bonds for large and small
industrial users.
Created tax incentives to attract potential large employers to the town.
• Land Use
Managed and streamlined the application process for the Planning Board including
site plan review, rezoning and appeals for a town of 200,000 people.
Rewrote the town’s comprehensive land use and ordinance enforcement code.
Managed enforcement of the land use code including oversight of building
inspectors and ordinance enforcement officials.
• Environmental Services
Managed an environmental system which included a waste to energy plant, a
landfill and contracts with residential and commercial waste haulers for the town.
• Legal Services
Served as deputy town attorney with responsibilities for twenty staff members
including attorneys, paralegals and investigators.
Prepared town board agendas.
• Law Enforcement
Assistant District Attorney, Suffolk County, N.Y.
Elected Sheriff of Flagler County, Florida-population of 80,000.
Managed a staff 200 including 140 sworn deputies.
Responsibilities included contractual patrol function for the City of Palm Coast, an
inmate facility, the 911 communication system, emergency preparedness,
courthouse security and civil process.

Specialized in business law, municipal services and construction management. Also,
served 8 years as a receiver for the federal government managing industrial, retail,
office and apartment properties.
