Experience: January 2009 Unemployed to Present May 2007 to December 2008 Assistant Town Manager Town of Avon 6570 E US 36 Avon IN, 46123 As Assistant Town Manager my primary responsibilities were to assume two areas of responsibility, the Human Resource Managers’ responsibilities and Economic Development. As the Human Resource Manager I took over responsibility for the implementation for the McGrath Compensation Study, which recommended implementing a salary step schedule for all town employees, updating the harassment policies, revising the employee time off schedules, and compiling an employee handbook. In the area of Economic Development I assumed the senior Staff position for the Avon Redevelopment Commission (ARC) and the Avon Economic Development Commission (EDC). With both the ARC and the EDC, I was responsible for the developed of the agenda, the agenda packets, the minutes, research of policies, and policy revisions. March 1988 to December 2006: Town Manager Town of Brownsburg 53 East Main Brownsburg, IN 46112 As Town Manager, I was the Chief Administrative Officer for the Town, in charge of the daily operations of the Town, including all civil town departments, except Police, Fire, and Parks. This included Administration, Water, Sanitary, Streets, Fleet Maintenance, and Recycling. In addition, as Town Manager, I was the senior staff member for all Boards and Commissions; included the Plan Commission, Board of Zoning Appeals, Economic Development Commission, Redevelopment Commission and Authority, and the Internet Utility Board. As Town Manager, I had the supervisory responsible for all town employees; the compliance with Town Ordinances; compliance with State and Federal Regulations; Budget preparation; Assisted the Department Superintendents with budgets, planning and disciplinary actions. I was the Town’s representative on various Boards and Commissions, including the Water Service Advisory Board and the Metropolitan Planning Organization, M.P.O. I have testified on behalf of the Town before State Legislative Committees, the State Tax Board, the County Commissioners, the County Surveyor, and the County Plan Commission. I developed a Capital Improvement Plan for the Town; Assisted the Redevelopment Commission and Authority in creating the Tax Increment Financing District, T.I.F. District; assisted in the revision to the Town’s Comprehensive Plan, Subdivision Control Ordinance, and Zoning Ordinance.
