Last salary $118,518 plus 17 % retirement. Representative Accomplishments Played a central role in helping the Governing Boards that I worked for develop a process of goal setting for the City. Record of having most extensive process at each city served resulting in outstanding accomplishments. These included unequaled infrastructure development which led to commercial / residential development, service business enhancement and recreational investment. Nominated and was successful in having my long-time Mayor/Councilor inducted into the Oklahoma Hall of Fame for City and Town Officials. Implemented a plan to build the only privately owned and operated convention center in the state of Oklahoma. It opened in October 2008 and it is the home of the Tulsa 66ers NBA-D League team owned by the Oklahoma City Thunder. Initiated the Corps of Engineers “Fry Creeks Local Flood Protection Project” in November ’96 which was completed in 1999 ($13 mil.). Second Corps of Engineers project ($5 mil.) was completed in 2008 on Bixby Creek. A total of $47 Million in drainage projects have been completed and or financed during the last twelve years. Initiated the Bixby Wastewater Improvement Plan to bring this service to all of the city in 1994, have completed all the planned projects. ($17 Million total) Developed the first “Capital Improvement Plan” in the city’s history. Completed in June ’98. The plan along with business and residential expansion have provided the City of Bixby a property net assessed valuation that has increased six fold for the last fourteen years. Coordinated the Bixby City Council’s objective in Neighborhood Organization development to establish one of the best neighborhood programs which along with the Neighborhood Watch program allowed the City of Bixby to be designated as having the lowest crime rate in the state by the Oklahoma Academy for State Goals. Demonstrated intergovernmental skills as evidenced by the following service: Chairman of the INCOG Legislative Consortium (CTAG) a regional consortium that employs a paid lobbyist at the state capital; former Vice Chairman of the Metropolitan Environmental Trust Authority (MET) a regional environmental & recycling Micky N. Box 326 Cape Canaveral, Fl. 33083 Dear Mayor Randels and City Councilors: Do you need a city manager committed to assisting you in accomplishing great things? If so, I am your man. Fifteen years ago the City of Bixby was the Flood Capital of the region. Today, Bixby is the Premiere Place to live in the region and was so recognized by Money Magazine as one of the 100 Best Places to Live in America in 2009! The key to the community accomplishing great things is the leadership establishing the process to get the citizens involved in the “vision” for the community and the plan of work to achieve that vision. I believe it is imperative that the community develop that process to “make it happen”. I wish to work with a governing board that refuses to accept the “status quo” but demands a push to move the community forward. The attached sheet reflects a time line for the beginning of the proposed renaissance of Cape Canaveral. The City Council leadership is the key component of allowing that to occur. The success of a community is most directly impacted by the decisions of the City Council to work with the community leadership to press forward. If the Council and the community leadership in Cape Canaveral have the commitment to meet the challenges that are required to make Cape Canaveral the best place in America to live, work, learn and play, I would be interested in the city manager position in your city. Implement Renaissance Strategy defined as getting to know what the Council, staff and other stakeholders believe they want in the community and developing a process to get them together and “make it happen” MAJOR MUNICIPAL ACHIEVEMENTS FOR THE COUNCIL THAT EMPLOYED MICKY WEBB Public / Private Partnership plan that built the only privately owned and operated convention center in the State of Oklahoma. Opened in October 2008 and is the home of the Tulsa 66ers NBA-D League team owned by the Oklahoma City Thunder. When the citizens desired to have a convention center in Bixby, I reviewed the history of these facilities. The facts are that these facilities take tax dollars to build and then require a subsidy to operate. The “experts” that I studied on-line said to build them privately. They said that even if the tax payers have built one, that the citizens would be well served to sell it and let the private sector operate them. I recommended to the City Council that they commit to a “request for proposals” for the private sector to build, own and operate a facility with the city providing some well defined incentives for the development. A local developer submitted a proposal to build it on his property at an up front cost of $100,000 to move a sanitary sewer line. The developer would receive an incentive of a one cent rebate for the sales taxes received by the city on the development for no more than ten years and with a cap of $5.5 million. The plan was accepted by the Bixby City Council in December of 2005. Today, the community has the “quality of life” amenity of the best place to be in the Tulsa region. The Spirit Bank Event Center is the place to eat, recreate, play and learn in the Tulsa region. The Tulsa 66ers office there and play there and doubled their attendance from their previous home in the central part of the county. It is without a doubt the “hot spot” of the Tulsa area as the media have reported. The great part of the deal was that the tax payers only risked the $100,000. The rest of the revenue for the subsidy will come from the revenue generated by the development! The citizens got the benefit of a $65 million convention center that will essentially pay for itself. Public / Private Partnership plan that will finance the first Arkansas River mixed use development in Bixby. The city was recruiting developers to build a “river development” to take advantage of our proximity to the river and also to attract shoppers south of the river to increase sales tax receipts from that area of the city. The developer proposed to build the river development contingent on certain incentives. The city will provide certain infrastructure improvements in an amount not to exceed one cent of sales taxes generated by the development in addition to some utility relocations of approximately $100,000. The city will provide a sales tax rebate in an amount not to exceed $5 million. The subsidy will be for no more than ten years. The $50 million development will be constructed adjacent to Bentley Park and will have a road connecting it to the park. The South Village River Park Development is under construction with completion scheduled for late 2010 and will bring customers to the current businesses that are located in that area Public /Private Partnership plan to finance a regional youth sports facility in Bixby. The Eddie Sutton National Sports Center for Drug Free Youth will be 225,468 Sq. Ft. facility which will be a $30 million investment in our youth. The development will have basketball facilities to hold an AAU tournament in one facility. It will include two ice rinks and facilities for volley ball and indoor soccer. The center will provide the opportunity for the children in northeast Oklahoma to play and receive professional instruction that has proven to help them avoid drugs and criminal activity. A letter of intent has been approved by the organization and the Bixby City Council to build the center in Bixby. Oklahoma Academy for State Goals awarded Bixby the distinction of being the “Oklahoma City with the lowest crime rate” for three years in a row in 1997. This award was received after the city was the first city in Oklahoma to provide certain technology to fight crime within the city. The city had provided the police department with lap top computers for all patrol units. Additionally, the city had installed video surveillance cameras in the major retail areas to reduce crime. Chicago had previously used the system to reduce crime in the “high crime rate” areas. Bixby uses them in the retail area to reduce crime in a “low crime rate” city. The idea is that as the city grows the crime rate cannot be allowed to grow with the city. Systems should be utilized to keep the low crime rate and using technology is the way to make the criminals’ cost of doing business too high in the city. MAJOR ACHIEVEMENTS – CITY COUNCIL – PAGE 2. During the last twenty years the city has developed from a small rural community of 8,000 to a thriving city of 24,000. The projects the city has championed have created the opportunity for great things to occur. The city was known as being flood prone and efforts to finance $47 million in Storm Water Projects has dramatically changed the perception. During the last flood of record, May 6, 2000 while neighboring communities had hundreds of flooded homes and businesses, Bixby had six. Professionals have estimated that without the drainage projects there would have been approximately one thousand flooded properties. Twenty years ago the city was also known as a community of septic tanks. Indeed, 60% of the city’s homes were serviced with septic tanks. The city’s $17 million program went into developments that were already built and installed sewer systems. Today, over 90% of the homes have a modern sanitary sewer system. Twenty years ago the city had no transportation trails and only two parks, it now has utilized the drainage systems to also develop one of the best trail systems in the state and has five parks and a six million dollar sports complex that will open in the fall. Bentley Park is the one that will be connected to the river development. Each venue in Bentley Park has a private sponsor that has committed significant funding for the venue over the next ten years. It is another of the Public / Private Partnerships that is making Bixby known throughout the region for its outstanding youth facilities. The complex will be the nicest in the state and the Super Playground will also be the largest such facility in Oklahoma. Along with the other facilities that are now under construction and or financed, Bixby will soon be known as the Youth Sports Capital of Oklahoma. The community had no golf courses or movie theater twenty years ago, now Bixby has two nice golf courses and a twenty screen movie theater. The quality development has dramatically improved the quality of life and during the last fourteen years the sales tax receipts have increased seven fold and the net assessed valuation has increased six fold. The tax payers have benefited from the quality development by getting the benefit while taxes have not increased. In fact, the last two bond issues have passed and the financial impact has been much better than the city’s projections due to the quality growth that has occurred. The customers of the Bixby Public Works Authority, due to our signing a forty year contract with the City of Tulsa for potable water, now enjoy one of the lowest utility rates in the Tulsa Metro area. The sanitary sewer rates are also one of the lowest in the region. The reasons for the low rates include the bond rating that the authority and the City of Bixby enjoy. The City’s General Obligation Bonds are rated Oklahoma No. 1 which is the highest rating established by the Oklahoma Rating Committee. The Bixby Public Works Authority’s credit rating is “A+” from Standard & Poor’s Corporation which is a nationally recognized rating agency. This rating reflects the highest level in the “A” category and is just one notch lower than much larger communities such as Broken Arrow and Tulsa. Both of these ratings are the highest rating that organizations of their size can obtain. VISION: Bixby will continue to urbanize but the goal is that it will be a different type of urbanization. The low lying areas that caused Bixby’s historic flood problems, now mitigated, will ensure that urbanization will include wide areas of open greenways. Our park and trail plans that are included in our storm water system plans will provide great opportunities for recreation and aesthetic quality.
