To Selection Committee:
Please consider me for the City Manager position.
I believe that my academic and work experiences provide me the interdisciplinary skills needed to successfully manage the responsibilities of the position. I have three graduate degrees
and ten years of combined management experience in municipal government, the non profit sector, and private business. I graduated from the University of Oklahoma with a Bachelor’s Degree
in Public Administration and a Master’s Degree in Human Resource Management. Additionally, I graduated from Case Western Reserve University with a Juris Doctorate and a Masters of Science
in Administration. I believe that my legal, human resource management, and administration experiences provide me the skills needed to build organizational capacity, manage complex budgets,
consolidate resources, ensure legal compliance, and administer the day to day operations of municipal government.
I have experience managing complex budgets, uniting people for
a common vision, and executing municipal policies. As a Budget & Policy Analyst for Cleveland City Council, I provided oversight for the regional economic and policy development for
Northeast Ohio. I forecasted budget needs, made funding & policy recommendations, and reported the 20 million dollar budget to the Mayor’s administration and the respective City Commissioners.
I worked diligently with all of the 21 members of Cleveland’s City Council to fund, manage, and review Council sponsored initiatives and programs. Moreover, I have strong human relation,
negotiation, and project management skills. I have successfully managed large staffs and supervised capital improvement projects.
Currently, I work as a commodities trader for a large
energy firm. I optimize our capital assets and manage the cash trading of approximately a billion cubic feet of natural gas per day. This experience has provided me strong quantitative,
accounting, budget forecasting, deal negotiation, and risk management skills. Overall, I believe that my diverse academic background and work experiences would allow me to effectively
serve as your City Manager. I am a very hard and energetic worker . I hope that you will kindly consider my application for the position.
Sincerely,
George Shirk, JD, MS,
