Duties: Direct and manage daily operations of a full service City, implement Council policy, strategic plan, and directives, communicate effectively with Council, public, and employees,
insure future financial sustainability, expand utility service area, address regulatory issues, prepare and recommend appropriate allocation of fiscal resources, improve organizational
performance, and address growth management issues.
Accomplishments: Implemented Community Visioning, Implemented Strategic Planning and Reporting Systems, published first City-wide Newsletter, developed and implemented gateway standards
for all commercial development, significantly expanded commercial development, successfully resolved regulatory concerns, participated in regional solutions to Fire/EMS and Utility
Service delivery, expanded the application of technology, directed City response to numerous natural disasters, improved recruitment, retention and morale of employees, expanded and
upgraded Police, Fire, and Park Programs, fully funded Capital Projects without incurring debt, increased operating reserves, funded increased service levels, maintained a constant
property tax rate, and improved citizen participation.
During a break in service with Orange City I entered into private consulting agreements with the City of Port Orange, LaRue Planning, Inc., and Osceola County. The services I provided
under those agreements included budget and financial management oversight (Osceola County), performing economic analysis, recommending organizational models (private vs. public) and
managing Public Golf Courses. I also performed and presented an economic impact analysis for large scale annexations for the City of Plant City through LaRue Planning, Inc.

Duties: Design and implement performance accountability measures department-wide, analyze and evaluate business system performance, increase use of technology in management decision
making, conduct train classes, and identify and benchmark improvements in customer service.
Accomplishments: Incorporated strategic planning, performance measurement, data collection and analysis, and technology into the Program's decision-making process. Combined cross functional
teams to improve operational outcomes by linking the collection and analysis of management information with the development of automated and technological solutions. Established the
Department’s first Customer Advisory Panel to address taxpayer relations.

Duties: Supervise and direct the daily operations of a full service County, implement Commission policy, directives, and procedures, represent County Commissioners with Constitutional
Officers, State Legislators, the business community, and public, expand economic development activities, agenda preparation, design and implement new approach to budgeting, and improve
communications.
Accomplishments: Established performance-based budget process, developed personnel policies, implemented pay and classification system, increased grant proceeds, increased public input
into decision process, implemented community-based forums, and reduced tax rates while expanding services, received enterprise zone designation, expanded library and recreation programs
and facilities, increased County involvement in State legislative affairs and established County presence in regional economic development activities. Decreased reliance on taxes to
fund services, reduced insurance costs, coordinated industrial development and housing bond issues, established County's first water utility, expanded park system, utilized state funds
to acquire beach property and sensitive lands for preservation, and guided the mitigation efforts from five major tropical storms.

1991 – 1995
Duties: Perform management analysis of programs, identify solutions to identified problems, represent the Manager to the Board, public, and employees, review and analyze privatization
initiatives, track and analyze impacts of state legislation, direct the daily operations of social services, housing, and juvenile programs, and design an automated budget development
program.
Accomplishments: Organized the County's first coordinated approach to delivering housing, social services, and juvenile programs, established mortgage revenue bond program, initiated
joint City/County review of centralized emergency communications, established improved working relationship with the Sheriff, coordinated County, School Board, City, and State partnerships
to establish a juvenile boot camp, improved organizational productivity without increasing staff, facilitated public review of Growth and Environmental Management laws, implemented
one-stop building and environmental permitting, completed privatization studies, established performance measurement and reporting system, and designed and implemented automated budget
development process.
Management/Budget Analyst County Manager’s Office
1983 – 1991 Dade County, Florida
Duties: Evaluate, prepare, and monitor departmental budgets, prepare and present agenda items on behalf of the Manager, identify/implement productivity initiatives, perform cost benefit
analysis, evaluate alternative service delivery models, increase use of automation in budget development, assist in the development of new budget strategies, represent the County Manager
on budget and management issues, administer special projects assigned by County Manager, conduct audits and identify solutions.
Accomplishments: Completed first County-wide survey of customer satisfaction, created county manager's performance report to the Board, media, and citizens, coordinated County's administrative
policy process, coordinated the purchase of a multi-jurisdiction emergency communication system ($50 million), participated in the County's response to court challenges of its minority
set-aside program, reviewed and analyzed operating and capital budgets, increased privatization of services, coordinated presidential and pope visits, and assisted in the development
of the County's first personal computer based election tabulation system.

Accomplishments: Increased revenues derived by the sales of food, beverage, and room nights. Decreased tax liabilities, decreased insurance premiums, aligned personnel expenses with
services provided, expanded market share in Tri-Mountain area, assisted in the establishment of the first Tri-Mountain Resort Association, and achieved an annual profit margin of 18%.
