City Manager, City of Deerfield Beach, Florida
Serving a summer population of 80,000, and an in-season population of 250,000 within a five-mile radius with more than 1,000,000 annual visitors from around the globe. Oversee $140,000,000
budget and 900 employees for this full service city, with contracted police services.
Negotiation of fire, rescue, and general employee union contracts which included 0% cost of living adjustment, frozen merit increases, frozen longevity for existing employees, and lump
sum rather than percentage amounts for all new hires for fiscal year 2010 to be implemented through impasse process. Estimated current long-term savings are $20,000,000 for a ten-year
period.
Achieved property tax reduction of over $6,000,000 by eliminating more than 94 positions through job consolidation, retirement, and other measures.
Analysis of fee structures, resulting in increased revenue stream of over $5,500,000 from fees for fire assessment, EMS transport, water, sewer, solid waste, recreation and parking.
Analysis of over 65 special events, such as July 4th, Mango Festival, Founders’ Days and others, resulting in additional private funding, cost containment, event restructuring, etc.

$17,000,000 in funding was issued by the City through the Florida Municipal Loan Council to be used for capital improvements to the City's utility system. The major projects include
construction of a new reverse osmosis plant to treat brackish raw water from the Floridian Aquifer and expansion of the west water treatment plant well field to enhance the reliability
of the City's water supply. Water and sewer revenue secure this
loan. This supplies high quality water to more than 52,000 homes and businesses.
Streetscape improvements along Hillsboro Boulevard funded by the City's Community Redevelopment Agency monies. This $6,000,000 project included under grounding of overhead electrical
lines, resurfacing, drainage improvements, landscaping, and sidewalks.
Utilization of existing bond revenue accounts for $1,200,000 of capital improvements to parks that provided enhancements to many of the 29 park facilities available throughout the City.
$1,100,000 Federal beach re-nourishment funds providing restoration of hurricane impacted dune areas and adding sand to the public beach. Over 23,000 tons of sand was transported and
placed, and over 9,000 native dune plants such as sea oats were installed to stabilize this sand.
Maintained an Aa3 rating on the general obligation debt from Moody’s Investors Service when many governmental agencies were downgraded.
Total of $88,000,000 of city infrastructure improvements underway. Grants and Federal stimulus funds of $51,000,000 of this total are reducing the local cost of these improvements.
Analysis of health care cost resulting in offering of two additional health plans, increased employee contribution per union contracts and existing plan changes.
Cost containment measures exceeding $300,000 such as the relocation of staff from rental property to renovated existing city buildings and staff reorganization.

County Administrator – Administer $148M budget while supervising 19 different departments and working with five constitutional officers providing a full range of services to 654 square
miles and 70,000 permanent residents. Critical examination of employee organizational structure for efficiency and effectiveness resulting in staff reductions in some areas of 40%
by transfers, retirements, etc. Health cost containment measures decreasing future cost by approximately $950,000 per year. Countywide tax rate reduced in both 2005 and 2006.
Instituted enhanced financial and debt management policies which are rated “good” by Standard and Poor’s financial management assessment. Standard and Poor’s credit profile outlook
has been revised to stable from negative. Cash carry forward amounts in the major taxing funds have increased from approximately $10M to $28M during this period. Experienced in dealing
with large number of tourists, hotel/motel rooms, and large developments such as Amelia Island Plantation, which has a large number of vacation homes. Successfully negotiated developer
agreements and union contracts.
Comfortable with public information presentations including the writing of a recurring newspaper column. Responsible for the development of capital plans tied to specific funding sources.
Experienced in maximizing resources by utilizing grants. For instance $3.8M (100%) Florida
Communities Trust Grant (American Beach Area).

City Manager, City of Kannapolis, North Carolina
Serving a population of 50,000 and traffic from five interstate exits. Adjacent to two of the top ten most visited destinations in North Carolina (Concord Mills – 12,000,000 shoppers
per year and Lowe’s Motor speedway – 180,000 fans to major races). Experienced in managing diverse, complex organizations, budgeting and financial management, and growth management,
tourism, public relations, personnel and water conservation.
Major projects completed were the $500,000 fund raising for the erection of the Dale Earnhardt statue and Plaza, the Sam Bass Art Exhibit, $12M water plant improvements, $2.5M new train
station/platform construction/track relocation, $1M park project, and $3M federal and state grand for a transit system. Additionally, $46M obtained for Kannapolis Parkway which is
under construction.

City Manager, City of St. Marys, Georgia
Ranked Number One Small Town by Money Magazine
Serving population of 25,000. Site of Kings Bay Naval Submarine Base. Cumberland Island National Seashore Park Ferry Departure Point and full service city including airport, aquatic
center and downtown historic district. Experienced in critical evaluation of municipal operations and job consolidation (real estate taxes on a $100,000 home were reduced from $500
per year to $200 per year during my tenure).
Major projects completed were the new construction of a waterfront park, family aquatic center, public works facility, fire station, renovation of city hall, purchased police station,
airport and road improvements, all of which totaled in excess of $30M. Experienced in development negotiations with hospitality, retail, residential (golf courses) construction, manufacturing
industries, and community redevelopment utilizing public and private partnerships.
1987 – 1990
City Manager, City of Covington, Virginia
City Manager - Responsible for proper administration of all affairs of the city. Full service city including cemetery. Experienced in innovative confrontation of traffic congestion
and vehicular circulation problems and exploring both long term and short term solutions to such problems, $4.2M truck access road construction. Experience in fiscal management, $8.6M
water and sewer plant expansion. Economic and industrial development activities facilitating development, $600M industrial expansion (Westvaco). Management skills to effectively utilize
resources of the
community, $56,000 raised by volunteer committee for downtown improvements.

Manager, Borough of Somerset, Pennsylvania
Manager - Serving population of 15,000+, new access roads, new turnpike interchange designed and paid for by motels and fast food franchises in conjunction with locating in the community.
$5.2M of state and federal money for construction of northern by-pass and downtown redevelopment project, $4M sewer plant expansion project. Experienced in labor contract negotiations.
